HomeMy WebLinkAboutMin 12-06-61MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH DECEMBER 6, 1~61 The City Council convened in regular session in the Council Chambers at 8:00 P.M. wi th Mayor Smalley, Councilmen Runkel, Banker and Wagner present. Councilman Buxton was absent. APPROVAL OF WARRANTS: On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried Payroll Warrants for the period from November 15th to 3Oth be approved in the amount of $28,724.89. APPROVAL OF MINUTES: On a motion by Councilman it was unanimously carried be approved as corrected. Date of Public Hearing was set for December 27, 1961 at 8:00 P.M. or as soon thereafter as it may be heard. D OF DEPOSIT - NOKOMIS SUBDIVISION- ~;2,000: The Council was advised of a request from the subdividers of Nokomis Acres Subdivision for the withdrawal of $2,000 for improvements completed to date. It was also requested that the remaining $2,000 be placed in Savings & Loan in order to draw 4½% interest. On a motion by Councilman Runkel, seconded by Councilman Banker, it was unanimously carried the Director of Finance be authorized to negotiate the Certificate of Deposit and to refund to subdivider the sum of $2,000 together with accrued interest. COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING ~ 8:25 P.M The Council informally agreed that the remaining $2,000 should be maintained in a type of deposit which would meet legal requirements and upon advice of the City Attorney did not feel a savings and loan account would meet these requirements. REPORT ON PETITION TO C. A. B. RE CONTINUANCE OF SERVICE BY PACIFIC AIRLINES: T he City Attorney reported that no reply has been received from C.A.B. regarding the City's petition for extension of service by Pacific Air Lines and was instructed by the Council to write C.A.B. inquiring as to the status of the petition. AWARD OF BID FOR CEMENT MORTAR LINING OF STEEL WATER MAINS: Bids for cement mortar as follows: Hood-Mansur $8,304.60 lining of steel water mai ns were Centri 1 i ne $1 5,084 50 Pipe Linings - $10,266.50 rece i ved On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried the bid for cement mortar lining of steel water mains be awarded to Hood-Mansur in the amount of $8,304.60 and the Mayor and Clerk be authorized to execute the necessary contract. AUTHORIZATION TO CALL FOR BI DS FOR GASOLINE AND OIL REOUIREMENTS FOR 1962: MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - DECEMBER 6, 1~61 PAGE ~: On a motion by Councilman Runkel, seconded by Councilman Wagner, it was unanimously carried the City Clerk be authorized to call for bids for gasoline, motor oil, gear oil and diesel fuel requirements for 1962 as per specifications presented, bids to be opened at 2:00 P.M. December 26, 1961. VARIANCE APPLICATION #62-4 HARRY HOOK, 205 MENDOCINO DR: Variance Application #62-4 and accompanying data were reviewed by the City Council along wi th the minutes of the Planning Commission dated November 16, 1961 in which it was recommended the variance be granted for an underground fallout shelter wi th the following restrictions: 1. That a minimum clearance of two feet be maintained from the sidewalk and driveway, and 2. That the visible portion of the entrance structure not not project in excess of six inches above the surrounding grade. On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried the City Attorney prepare a resolution granting Variance No. 62-4 to Harry Hook to include restrictions as outlined by the Planning Commission. VARIANCE APPLICATION NO. 62~5 DR. W. M. ALLISON - ~4;1 JONES ST: Variance Application No. 62-5 with accompanying plot plan was reviewed by the Council along with the Planning Commission minutes of November 16, 1961 in which it was recommended the variance be granted Dr. W. M. Allison for a professional medical and dental office at 343 Jones Street subject to the requirement that off-street parking be provided for a minimum of five vehicles. A written protest from Mr. and Mrs. W. G. Cox was read. On a motion by Councilman Buxton, seconded by Councilman Banker, it was unanimously carried the City Attorney prepare a resolution granting Variance No. 62-5 to Dr. W. M. Allison for a professional medical and dental office as outlined above with restrictions that off~street parking be provided for a minimum of five cars, sidewalks be constructed on Jones and Dora and off-street parking area be paved. AGREEMENT WITH COUNTY TO LEASE LIBRARY PROPERTY FOR PARKING BOOKMOBILE: A proposed agreement between the City and County was read which would permit the County to lease a portion of the Library Parking Lot for the Bookmobile project, and the City would in turn be permitted use of second floor of adjacent building and storage space for books .... After considerable discussion by the Council it was agreed the City Manager negotiate wi th the owners of the property adjacent to the library ~a_~rking lot, since it is more approp- riate that any agreement/'~th the owners of the building rather than with the County. The Council indicated it felt that some quid pro quo be given in exchange for the parking area and did not feel that the offered book storage space and meeting room space was adequate. CITY PARTICIPATION IN AREA REDEVELOPMENT PROGRAM: The City Manager advised the Counci 1 that a preliminary MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - DECEMBER 6, 1961 - PAGE 4: redevelopment plan has been submitted to the State by the Area Redevelopment Committee and that the City was encouraged to submit its own program for any projects the Council might consider. He outlined approximately eight projects which would be eligible under the program and was authorized by the Council to proceed wi th submitting the City's plan. BOND AUTHORIZED FOR DIRECTOR OF FINANCE: On a motion by Councilman Runkel, Buxton, it was unanimously carried bonded in the amount of $20,000. seconded by Councilman the Director of Finance be MEETING WI TH F. RE AIRPORT CLEAR ZONE: Mr. Ca sh Oakland zone. reported that he will meet with F.A.A. officials in tomorrow to discuss property purchases for Airport clear POLICY CONCERNING REPAIR OF SI DEWALKS: The City Manager requested the Council consider adoption of a policy concerning replacement and repair of damaged sidewalks, and was instructed to submit a proposal in writing for future consi derati on. CHAMBER OF COMMERCE LETTER COMMENDING POLl CE DEPARTMENT: A letter from the Chamber of Commerce was read commending the Police Department on its enforcement of parking regulations. DISCUSSION MEETING ON P. G. & E. PROPOSAL: Monday, December l l, 1961 at 8:00 P.M. was the date and time set for the Council to meet for discussion of the P. G. & E. proposa 1 . COUNCILHAN RUNKEL: Mr. Runkel reported that Ralph Rains was the proposal and letter submitted to him to his property on Helen Avenue. not in agreement wi th regarding improvements COUNCILMAN BANKER: Mr. Banker inquired if letters were directed to legislators regarding extension of service by Pacific Air Lines and was informed that letters and copies of the petition were directed to them and their rece!pt acknowledged.
