MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH -
DECEMBER 20, 1~61
The City Council conveded in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Smalley, Councilmen Runkel,
Buxton, Banker and Wagner present.
APPROVAL OF WARRANTS:
On a motion by Councilman Buxton,

C. A. B. RE PACIFIC AIR LINES:
The City Attorney reported receiving a communication from C.A.B.
wi th reference to the City's petition concerning Pacific Air
Lines to the effect that the petition is now under active
consideration and every effort wi ll be made to reach a decision
prior to the December 29th expiration date.

reported also receipt of a letter from Congressman
pporting the City's petition under Docket No. 13111.

AGREEMENT WI TH COUNTY IN
CONNECTION WITH LIBRARY
DEMONSTRATION PROJECT:
On a motion by Councilman Wagner, seconded by Councilman Runkel,
it was unanimously carried the City enter into an agreement wi th
Mendocino County to permit use of Library property for parking
the Bookmobile in connection with the County administered State
Library Demonstration Project and the Mayor and Clerk be auth-
orized to sign same.
CLAIM FOR DAMAGES - BRUCE
CHURCHWELL- ~;6OO.OO:
On a motion by Councilman Runkel, seconded by Councilman Banh~r,
it was unanimously carried claim for damages by Bruce Churchwell
in the amount of $600.00 for injuries claimed to have occurred
by falling into drain ditch adjacent to Waugh Lane, be denied.
DISCUSSION OF PROGRESS RE
P.G. & E. NEGOTIATION PROJECT:
P.G. & E. officials were present to further discuss progress
in connection with negotiations and submitted a comparison of
the City Manager's reports wi th P.G. & E.'s analysis of their
lease proposal showing an increased offer of $25,O00 per year,
making a total lease payment of $250,OO0 per year. The new
proposal was discussed by the Council at length.

The Council asked P.G. & E. officials whether these negotiations
would have any effect on bringing Natural gas to Ukiah. Mr.
Joyce of P.G. & E. replied that this was a separate venture
and would be judged on its own economic merit. It was pointed
out that Mr. Joyce had previously stated that the outcome of
these negotiations would have a very minor affect upon the
natural gas question and he agreed that this statement was
correct.
Councilman Wagner indicated that he felt it would be a good
investment for the City to purchase the P.G. & E. facilities
and if a lease was requested, to negotiate for a lease of the
whole city-wide electric system rather than just the City's
portion. Accordingly, he made a motion the City purchase the
portion of P.G. & E.'s system within the City but entertain
an offer from P.G. & E. for lease of the enti re system after
the City has ownership. The motion was seconded by Councilman
Buxton. Inasmuch as Councilman Banker indicated he would prefer
additional time to consider the new lease proposal submitted
by P.G. & E., Councilman Wagner withdrew his motion and Council-
man Buxton withdrew the second, and the matter will be placed on
the agenda for the next regular meeting December 27, 1961.
AREA REDEVELOPMENT MEETING:
The Council was informed that a meeting will be held at the
Court House on Thursday, December 21, 1961 to discuss a plan
for obtaining Federal aid for the Ukiah area.
COUNCILMAN RUNKEL:
1. Mr. Runkel reported that a tree south of the Municipal Park
creates a hazard and should be trimmed.
2. He also suggested the Council consider in the near future
the widening of Perkins Street.
3. Mr. Runkel suggested Christmas shoppers be allowed the
privilege of free parking for the duration of the week
and was informed the merchants would prefer the meters
be kept in operation and parking regulations rigidly
enforced.
ADJOURNMENT:
As there was no further regular business, Mayor Smalley declared
the meeting adjourned at 9:40 P.M.
