HomeMy WebLinkAboutMin 12-27-61MINUTES OF THE MEETING OF THE CITY OF UKIAH - DECEMBER 27, 1961 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel, Buxton, Banker and Wagner present. APPROVAL OF MINUTES: On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried the minutes of December 20, 1961 be approved as submitted by the Clerk. PUBLIC HEARING RE ORDINANCE NO. 549 ADOPTING IN CODE FORM DIV. 5 "HEAL TH AND SANITATION"; DIV. 6 "SAFETY" AND DIV. 7 "POLICE REGULATIONS": Public Hearing re Ordinance No. 549 was declared open by Mayor Smalley at 8:02 P.M. There were no persons present requesting to be heard on the subject and the public hearing was declared closed at 8:05 P.M. C.A.B.'S ORDER DENYING TEMPORARY EXEMPTION OF PACIFIC'S CERTIFICATE TO SERVE UKIAH AFTER DEC. 2~.~ 1~61: The City Attorney reported receivin~ an Order from C.A.B. (Order No. -17863 dated Dec 22, 19 1) denying temporary exemption in the matter of the City's petition that Pacific Air Lines continue to serve Ukiah under its certificate of public convenience which expires December 29, 1961. ~[~8 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH - PAGE 2: It was noted, however, that Ukiah seeks a long-term extension of Pacific's certificate authority and the petition will remain on the Docket as a request that the Board institute a proceed- ing to amend that certificate in the manner sought. The City Attorney suggested he present a recommendation on this matter for Council consideration at the next regular meetin~ on January 3, 1962. A 20 day time limit from December 22, 19 1 exists in which the City may appeal the action taken by C.A.B. MEETING RE AREA REDEVELOPMENT PROGRAM: The Council was advised of a meeting held December 21, 1961 for the purpose of forming a corporation which would be em- powered to grant local loans to comply with the Small Business Act under the Area Redevelopment Program. PROPOSAL SUBMITTED BY RALPH RAINS WITH REGARD TO PROPERTY IMPROVEMENTS (HELEN AVENUE): The City Manager reviewed in detail a proposal submitted by Ralph Rains outlining work which he feels the City should complete in order to correct certain problems on his property on South Helen Avenue. The City Engineer was directed to prepare a cost estimate for work outlined for Council consideration at the next regular meeti ng~ AWARD OF BIDS FOR 1962 PETROLEUM PRODUCTS: Copies of the tabulation of bids for 1962 gasoline, motor oil, gear oil and diesel fuel requirements were distributed for Council review. On a motion by Councilman Banker, seconded by Councilman Runkel, it was unanimously carried bids be awarded as follows: Tidewater - Motor Oil - .529 and Gear Oil 0 .1244 Texaco - Regular gasoline - .205 Mobil - Ethyl gasoline- .2408 and Diesel fuel - .1454 ACTION BY COUNCIL TO PURCHASE P. G. & E. FACILITIES WITHIN THE CITY LIMITS: P. G. and E. officials were present and were invited by the Mayor to bring up any points they might wish to discuss at this time. They declined the invitation to be heard. The following members of the audience were recognized speaking in behalf of the City's purchase of P.G. & E. facilities within the City Limi ts: Mr. Laurence J Wi ldberger, 285 Highland Avenue Mr. Howard Salis, 936 W. Standley Street Mrs. Alice Phillips, 806B Grove Avenue Mr. Henry Mercer, 660 N. Spring Street Mrs. Jimmie Tilden, 212 Irvington Drive Opposed to the purchase was Mr. Frank Crane, 4 Banker Blvd. On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried by a roll call vote the City proceed wi th acquisition of the portion of the electric system within the City Limits which the City does not now own and the lease proposal submitted by P. G. & E. be rejected. AYES: Councilmen Runkel, Buxton, Banker, Wagner and Smalley NOES: None. ABSENT: None.
