The City Council convened in regular session in the Council Chambers at
8:00 P.M. with Mayor Smalley, Councilmen Runkel, Buxton, Banker and
Wagner present.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman Banker, it was
unanimously carried the minutes of January 10, 1962 be approved as corrected.
APPROVAL OF WARRANTS:
On a motion by Councilman Banker, seconded by Councilman Wagner, it was
unanimously carried Payroll Warrants for the period from January 1st to
15th, 1962 be approved in the amount of $28,531.58.
On a motion by Councilman Buxton, seconded by Councilman Runkel, it was
unanimously carried General Warrants be approved in the amount of
$77,981.96.
CLAIM FOR DAMAGES-
PHYLLIS RICKEL-226 EMPIRE DRIVE:
On a motion by Councilman Runkel, seconded by Councilman Banker, it was
unanimously carried claim for damages by Phyllis Rickel estimated at
$163.26 claimed to have been caused by a collision With the street
sweeper, be denied.
CITY ATTORNEY'S REPORT
ON STATUS OF ORDINANCES:
The City Attorney reported on the status of the following ordinances:
l) The traffic ordinance will be presented within the next week or so in
form for adoption following the League model ordinance.
2) A proposed revision of the zoning ordinance is being worked on for
presentation in code form and is based on the ordinance suggested by
Fred Barber, Planning Consultant. A planning map will be prepared to
accompany the zoning ordinance.
3) A draft of amendments to the trailer coach ordinance was submitted by
the City Attorney and approved by the Council.
TREE PLANTING PROGRAM PROPOSED
FOR STATE AND SCHOOL STREETS:
Mrs. Bill Moores outlined the tree planting program proposed for State and
School Streets and advised the Council that the Chamber of Commerce will
purchase the trees for the project and contact the merchants concerned.
The merchants will finance the planting of the trees and water them for
the first two or three yea rs.
On a motion by Councilman Buxton, seconded by Councilman Wagner, it was
unanimously carried the Council approve the tree planting program presented
by Mrs. Bill Moores and the Chamber of Commerce, and the City Manager and
City Attorney be authorized to work out the details of the project.
IMPROVEMENTS TO RALPH RAINS
PROPERTY - HELEN AVENUE:
Mr. Ralph Rains submitted three bids from private contractors for improvements
to his property on Helen Avenue as follows:
Wagner Construction - $695.00 Henry G. Mercer- $625.00
Dean & Hall - $395.O0

On a motion by Councilman Wagner, seconded by Councilman Banker, it was
unanimously carried the City Manager and City Attorney be authorized to
settle Ralph Rains' claim for the amount of $395.00 as a compromise
settlement if a satisfactory release can be obtained from Mr. Rains.
MEETING RE FALLOUT SHELTER SURVEY'
The Council was reminded that a meeting will be held in the Council Chambers
at 1'30 P.M. on Friday, January 19th to discuss the fallout shelter survey
to be conducted by DeLeuw, Ca ther & Company, Engineers.
FALSE ARREST INSURANCE'
The City Manager reported that police personnel are presently not
covered by false arrest insurance and cannot be covered by the City's
current insurance carrier. He recommended this matter be deferred to
the next regular meeting.
HEARING RE COUNTY HOSPITAL SCHEDULE
OF FEES FOR SERVICES TO CITY PRISONERS:
The Council was advised of a notice from the Board of Supervisors that a
hearing will be held at 2:00 P.M. on Tuesday, January 23rd regarding the
County Hospital schedule of fees for services rendered to City prisoners.
The City Manager will contact other interested cities wi thin the County
to ascertain their feelings in this matter.
RESERVATIONS - LEAGUE MEETING
SEBASTOPOL - JAN. 27~ 1962:
The City Manager requested that all reservations for the League Meeting
in Sebastopol be turned in to his office by January 23, 1962.
COUNCILMAN RUNKEL'
Mr. Runkel suggested the importance of fire trails in the hills west of
the City and the City Manager reported that extensive work is planned
prior tothis year's fi re season.
According to Mr. Buxton there is a move on between the Department of
Forestry and local service clubs to burn and plant in the area described.
COUNCILMAN BUXTON
Mr. Buxton questioned the status of the airport administration building
and the City Manager reported there would be a delay of at least two
months in calling for bids on this project.
ADJOURNMENT:
As there was no further regular business, Mayor Smalley declared the
meeting adjourned at 9:30 P.M. after which the Council reconvened in
closed personnel session.
