HomeMy WebLinkAboutMin 02-21-62MI NUTES FEBRUARY OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH 21~ 1962 The City Council convened in regular session in the Council Chambers at 8:00 P.M. wi th Mayor Smalley, Councilmen Runkel Buxton, Banker and Wagner present. APPROVAL OF MINUTES: On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried the minutes of February 14, 1962 be approved as corrected. APPROVAL OF WARRANTS: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried general warrants in the amount of $82,981 .41 be approved and ordered paid. On a motion by Councilman Buxton, seconded by Councilman Wagner, it was unanimously carried payroll warrants for the period from February 1st to 15th, 1962 be approved and ordered paid in the amount of $28,369.23. REPORT ON C.A.B. DISPOSITION OF CITY'S PETITION: (Pacific Air Lines) The City Attorney reported receiving an order from C.A.'B. dated February 13, 1962 denying the City's Petition for Reconsideration and Motion for Expeditious Handling and dismissing motion to substitute verified copy of petition (Pacific Air Lines), Docket 1311!. Quoted from the Order are the following statements: "Upon consideration of the petition for reconsideration, the Board finds that Ukiah has failed to allege matters that have not been considered previously by the Board in respect to the city's request for interim authority for Pacific to serve Ukiah, and that its petition should be den i ed." "The Boa rd set forth remai n i ng cati on has is no urge Ukiah's pe similar pe finds also, upon consideration of the matters in the motion for expeditious handling of the portion of the original peti ti on that no justifi- been established for expedition and that there nt public need for the immediate assignment of ti ti on for procedural action ahead of numerous nding matters.l' "Wi th reference to the motion to substitute a verified copy of the original petition, the Board finds that the original petition as presently fi led is possessed of all of the legal attributes sought by Ukiah through the substitution of a verified copy, consequently such motion should be d i smi ssed." Legislators have been informed by the City Attorney of the action taken by the Civil Aeronautics Board in this matter. REPORT ON ASSEMBLY INTERIM COMMITTEE HEARING re CALIF. COMMERCIAL AIR OPERATIONS & AIR SERVICE: The City Attorney reported on the hearing by the Assembly Interim Committee regarding commercial air operations and air service which was held in San Francisco February 15th. The written statement and testimony submitted by Mr. Irish was well received by the Committee, however, he does not expect an immediate reply on the results of the hearing. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH FEBRUARY 21, 1_962 - PAGE 2 157 CLAIM FOR DAMAGES - LOUIS TRIMELONI, Rt. 1 BOX 692 CALPELLA: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried claim in the amount of $5,000 by Louis Trimeloni for personal injuries claimed to have occurred to right leg and foot by police motorcycle, be deni ed. MAYOR'S SAFETY COMMITTEE REPORT ON NORTHWESTERN PACIFIC RAILROAD CROSSING - PERKINS STREET.- The City Manager reported receiving a letter from the Mayor's Safety Committee regarding a hazardous condition existing at the intersection crossing of Perkins Street with the Northwestern Pacific Railroad due to the lack of adequate warning system. The Council was advised that a feasibility study of relo- cating the entire railroad switching operation at a loca- tion near the airport was discussed with County and State officials. The County has agreed to do the survey work on a 50/50 basis wi th the City participating to the extent of one half of the approximate cost of $1OO.OO. It is felt that re-location of the switching operation might resolve in decreasing the cost of placing signals at the Perkins Street crossing. The Council expressed agreement to participation in the study as outlined. P.G. & E. CONTRACT OF SALE: The City Manager reported receipt of a letter from P.G.& E. to the effect that their draft of contract of sale is about ready to present to the Council and a meeting will be scheduled within a week or so to discuss engineering pro- bi ems. MENDO. COUNTY RUSSIAN RIVER FLOOD CONTROL AND WATER CONSERVATION IMPROVE. DISTRICT REQUEST FOR EASEMENT: A letter from Edw. F. Carpenter, Civil Engineer was reviewed by the City Manager requesting the Council consider granting an easement along the channel of the Russian River through property of the city at the location of the old and new sewage treatment plants in order that channel stabilization work might be accomplished by the Corp of Engineers as a part of the Coyote project, it was noted by Mr. Carpenter that an attempt is being made to secure all rights of way by March 1, i962 and to have a contract in operation not later than May 1, 1962. It was the City Manager's recommendation that action be deferred on this matter to the next regular meeting pending further investigation into the effect the project would have on the City's property as well as the condition to agree to perform routine annual maintenance upon completion. WAIVER OF LICENSE FEE- I~kKS ANNUAL CHARITY CIRCUS On a motion by Councilman Runkel, seconded by Councilman Banker, it was unanimously carried the license fee be waived for the presentation of the Elks Annual Charity Circus to be held May 27, 1962. 158 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH FEBRUARY 2], I962 - PAGE 3 PRELIMINARY INFORMATION RE LIBRARY EMPLOYEES.' The City Manager reported receiving preliminary information concerning library employees which will be used to bring them in to classifications under the Civil Service System. GENERAL ADJUSTMENT BUREAU~ INC. The Mayor reported Adjustment Bureau, would be given to receiving a letter from the General Inc. to the effect that consideration locating a branch office in Ukiah. ACCEPTANCE OF CEMENT LINING OF WATER MAINS ON MILL, OAK, RUDDOCK AVE. AND LOW GAP ROAD-HOOD-MANSUR On a motion by Councilman Runkel, seconded by Councilman Buxton it was unanimously carried the cement lining of water mains on Mill Street, Oak Street, Ruddock Avenue and Low Gap Road by Hood Mansur Pipe Construction Company be accepted as completed and the Clerk be authorized to file the necessary Notice of Completion wi th the County Recorder. COUNCILMAN BANKER.. Councilman Banker commented favorably on the renovation of the Foutz and Sanchez Building which will serve as a joint facility in connection with the Municipal Library. COUNCILMAN WAGNER: Mr. Wagner expressed no opposition to the City Manager pro- ceeding on an informal basis toward long range planning for expansion of the Golf Course.
