162 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 7, 1962 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel, Buxton, Banker and Wagner present. APPROVAL OF WARRANTS: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried Payroll Warrants for the period from February 15 to 28, 1962 be approved and ordered paid in the amount of $29,065.75. On a motion by Councilman Buxton, Banker, it was unanimously carried and #2775 be approved and ordered $545.10. seconded by Councilman General Warrants #2774 paid in the amount of APPROVAL OF MINUTES: On a motion by Councilman Wagner, seconded by Councilman Runkel, it was unanimously carried the minutes of February 28, 1962 be approved as submitted by the Clerk. RESOLUTION NO. 62-25 GRANTING VARIANCE TO DR. WM. VEST: On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried Resolution No. 62-25 be adopted granting Variance to Dr. Wm. Vest to permit con- struction of a medical office building at the Southeast corner of Mill and Dora Streets, and the Mayor and Clerk be authorized to sign same. RESOLUTION NO. 62-26 GRANTING VARIANCE TO MRS. TORLEIF OLSBORG: On a motion by Councilman Runkel, seconded by Councilman Buxton, it was unanimously carried Resolution No. 62-26 be adopted granting variance to Mrs. Torleif Olsborg to permit division of property at lll6 W. Perkins into two 48 ' x 1OO' parcels for the construction of a single family dwelling on each parcel, and the Mayor and Clerk be authorized to sign same. RESOLUTION NO. 62-27 APPROVING RIGHT-OF-WAY CONTRACT, QUITCLAIM DEED, AND ESCROW INSTRUCTIONS PERTAINING TO TRANSFER OF PROPERTY KNOWN AS "SEWAGE TREATMENT ROAD" TO STATE OF CALIF: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried Resolution No. 62-27 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Approving Right-of-Way Contract, Quitclaim Deed, and Escrow Instructions Pertaining to Transfer of Property Known as "Sewage Treatment Plant Road" to State of California". SENATE REAPPORTIONMENT BILL: The City Attorney reported writing letters to legislators, as per Council instructions, opposing Senate Reapportionment legislation and advising them that a resolution will be adopted and forwarded to all interested parties. Letters from Senator Slattery and Assemblyman Belotti were read supporting the City's position in opposing this measure. OPERATIONAL POLICIES AND ETHICS: Copies of Police were distributed it be considered Department Operational Policies and Ethics for Council review wi th the recommendation for adoption by resolution. DEMOLITION OF METAL BUILDING AT GOLF COURSE: The Council was advised that the metal building at the golf course is no longer of value to the City and it was the recom- mendation of the City Manager that he advertise for bids for its removal. STREET DISPLAY BANNERS RE CANCER CRUSADE: The City Manager submitted a request from the Cancer Society that it be allowed to display street banners at two locations on School Street during its campaign for funds. There were no objections expressed by the Council. MEETING TO DISCUSS DOLPHIN PROGRAM: The City Manager reported that a special meeting will be held in the Council Chambers Thursday, March 8, 1962 to discuss proposed changes in the summer swimming program recommended by the Recreation Commission, including the activities of the Dolphins. The Council was invited to attend. PUBLI PUBLI C WORKS DIRECTOR TO C UTILITIES CONFERENCE.' The City Manager noted that the absence of the Public Works Director was due to his attending a meeting of the Calif. Municipal Utilities Association in Southern California. COUNCILMAN RUNKEL: Mr. Runkel reported a hazard created by the removal of a fence at the dead-end on Rupe Street. The City r reported that although Mary Lane was proposed for tion at one time it continues to be a private roadway. COUNCILMAN WAGNER: Councilman Wagner questioned the status of the City's purchase of an auxiliary power unit for emergency use in pumping water and the City Manager informed the Council that such a unit would cost between $]7,000 and $20,000 unless purchased through a Civil Defense Agency and that both the State and Federal Defense Agencies are attempting to locate a surplus unit.
