HomeMy WebLinkAboutMin 03-21-62MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 2.1, ..!962 167 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel, Buxton, Banker and Wagner present. APPROVAL OF WARRANTS: On a motion by Councilman Wagn,~r, seconded by Councilman Runkel, it was unanimously carried Payroll Warrants for the period from March 1st to 15th, 1962 be approved and ordered paid in the amount of $27,938.99. On a motion by Councilman Banker, seconded by Councilman it was unanimously carried General Warrants in the amount $62,266.16 be approved and ordered paid. APPROVAL OF MINUTES: Wagner, of On a motion by Councilman it was unanimously carried approved as corrected. Wagner, seconded by Councilman Banker, the minutes of March 14, 1962 be REQUEST FOR ABANDONMENT OF A PORTION OF ALLEY NORTH FROM RUDDICK AVENUE: The Council was advised of a request to abandon a portion of an unnamed alley North of Ruddick Avenue and between Oak and School Streets borderin9 and contiguous to property owned by Mr. and Mrs. William O. Crawford. Minutes of the Planning Commission meeting held on March 1962 were reviewed by the City Attorney recommendin9 abandon- ment of this portion of the alley. After due consideration it was the feeling of the Council that, inasmuch as it ;s of no value to the City, the entire alley be abandoned and the City Attorney was instructed to prepare a reso!ution for presentation at the next regular meeting declarin9 its intention of same and settin9 a date for the public hearin9. REPORT ON CITY'S PETITIONS TO C.A.B. RE PACIFIC AIR LINES: The City Attorney reported receiving an order from C.A.B. denyin9 the City's request to file certain documents in connec- tion with Pacific Air Lines, concluding the last of the series of motions made before C.A.B. The ]aw provides that the City has 60 days to take action before the Federal Court. This action would be based on the erroneous denial of the motions for a hearing before C.A.B. and could result in an order re- qui ring a hearing by C.A.B. The Council authorized the City Attorney to proceed wi th filing for Federal Court action on this matter. RESOLUTION NO. 62-30 "PROPOSING "FAIR PLAY" IN LEGISLATIVE REPRESENTATION'~ (SENATE REAPPORTIONMENT) On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimous!y carried Resolution No. 62-30 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Proposin9 "Fair Play" in Legislative Representation" AGREEMENT FOR THE WIDENING OF WABASH AVENUE - T. A. GERHART & KATHERINE GERHART: On a motion by Councilman Buxton, seconded by Councilman Runkel, it was unanimously carried the City enter into an agreement with T. A. Gerhart and Katherine Gerhart for the widenin9 of 'Wabash Avenue and the Mayor and Clerk be authorized to sign same. MINUTES OF THE MEETING OF THE COUNCIL OF THE MARCH 21, 1962 - PAGE 2 CITY OF UKIAH CHAMBER OF COMMERCE TRANSPORT I ON COMMITTEE LUNCHEON: Members of the Council were extended an invitation by the Chamber of Commerce Transportation Committee to attend a luncheon meeting at the Palace Hotel on Friday, March 23rd for the purpose of discussing a proposed air service operating from the Municipal Airport. FAIRGROUND DRAINAGE PROJECT: The City Manager reviewed the City Engineer's estimate relative to the 12th District Fairground drainage project which set forth an estimated total cost of $4,535, $3,000 for material and $1,535 for labor construction and engineering. Plans for the project were reviewed by the Council. James Tocher and Earl Fullerton were present representing the 12th District Agricultural Association. On a motion by Councilman Buxton, seconded by Councilman Runke], it was unanimously carried the plans for the Fai r- 9round drainage project be approved as submitted by the City Engineer contingent upon the State participating in the amount of $3,000 for materials. The City will parti- cipate in the amount of $1 ,535 for engineering and labor constructi on. DECISION BY P.U.C. RE APPLICATION OF PACIFIC AIR LINES FOR INCREASE IN INTRASTATE AIR FREIGHT RATES: The City Attorney reported that P.U.C's decision on the application of Pacific Air Lines for authorization to increase intrastate air freight rates and charges was to grant increases which were substantially less than those requested by Pacific. It was his feeling that the City's position was instrumental in forcing the reduction of some of the increases. REPORT ON EMPLOYEES' RETIREMENT PROGRAM: The on to City Manager reported receiving additional information the Employees' Reti rement Program which he will submit the Council by memorandum. COUNCILMAN RUNKEL: Mr. Runkel i nqui red as to the status of the City's purchase of P.G. & E. facilities within the City and the City Manager reported that a meeting was held with the engineering staff of P. G. & E. on March 20th and the program is progressing on a satisfactory basis. COUNCILMAN BUXTON: Mr. Buxton asked if there had been any further progress on th3 Airport Administration Building and the City Manager reported there was no further progress on this project. COUNCILMAN WAGNER Mr. Wagner, in questioning the pattern of the new street lights on North State Street, was told the old lights would be removed and re-located.
