HomeMy WebLinkAboutMin 03-28-62163 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 28, ]962 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel, Buxton, Banker and Wagner present. APPROVAL OF MINUTES.. On a motion by Councilman Wagner, seconded by Councilman Runkel, it was unanimously carried the minutes of March 21, 1962 be approved as submitted by the Clerk. APPROVAL OF WARRANT: On a motion by Councilman Wagner, seconded by Councilman Runkel, it was unanimously carried Warrant No. 2900 in the amount of $842.27, final payment to Hood-Mansur Company, be approved and ordered paid. RES. #62-31 INTENTION TO VACATE PORTION OF UNNAMED ALLEY N. OF RUDDICK AVE. AND BETWEEN OAK AND SCHOOL STREETS: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried Resolution No. 62-31 be adopted and the Mayor and Clerk be authorized to sign same "Resolution of Intention to Vacate Portion of Unnamed Alley North of Ruddick Avenue and Between Oak and School Streets". SENATE REAPPORTIONMENT.- The City Attorney reported that the Senate Reapportionment Plan has been revised and is now before the Senate. PROPOSED AGREEMENT BETWEEN CITY AND UKIAH VALLEY FIRE PROTECTION DISTRICT: A memorandum from the City Manager was reviewed setting forth his recommendation concerning the 1962-63 agreement between the City and the Ukiah Valley Fire Protection District providing a total cost to the District of $24,318, a $7,206 increase over 1 as t year. Ralph Rains, Chairman of the District Board was present protest- ing a charge of $595 for Compensation Insurance and $480 for Social Security which was not charged the District in former contracts. The Council deferred taking action on this matter pending investigation by the City Manager of the cost es tablished for space rental and equipment maintenance. STANDARD OIL CO. DEALER AGREEMENT AMENDED COVERING AIRPORT SALES: The City Manager reviewed a proposed amendment to Paragraph 3 of the Airport Dealer Agreement covering Standard Oil Company sale of petroleum products at the Municipal Airport to be amended as follows: "For each gallon of aircraft engine fuels sold to Dealer here- under in transport truck and trailer quantities, Dealer shall receive an allowance of .01¢ per gallon, effective April 1,1962". On a motion by Councilman Wagner, seconded by Councilman Buxton, it was unanimously carried the Mayor and Clerk be authorized to execute amendment to Airport Dealer Agreement as outlined above. 170 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 28, 1962 - PAGE 2. CHAMBER OF COMMERCE TRANSPORTATION COMMITTEE LUNCHEON MEETING: The City Manager reviewed briefly a proposal submitted by the A. & A. Flying Service at a Chamber of Commerce Transportat- ion Committee Luncheon Meeting held Friday, March 23rd, to establish an unscheduled air line service to local communities. He also advised the Council of a communication from the Cardinal Air Service requesting a statement of the City's interest in a scheduled air line service and was instructed to contact this company for further information. NOKOMIS ACRES SUBDIVISION UNIT #2: Tom Cleland and Martin Wener were present representing Shelley Corporation in the development of Nokomis Acres Subdivision, Unit 2. Mr. Cleland, acting as spokesman, complained that 20 foot set back regulations established for corner lots on the subdivision map prohibited their sale for lack of building area. It was reported that the subdividers had recorded an amended map of the subdivision allegedly eliminating the set back lines on the corner lots of the subdivision, which amended map had been signed only by a licensed surveyor and the County surveyor. The discussion indicated that the amendment was not acceptable to the City and it was suggested to Mr. C leland that he check with the City Attorney to determine correct procedure for amending the subdivision map through the Planning Commission and the City Council. EMPLOYEES' RETIREMENT PLAN: Approximately 30 employees were present for the purpose of gaining information on the proposed employees' retirement plan. The City Manager outlined the steps to be taken should Council action be taken on the plan or electors action be initiated. WINCH PROPERTY OFFERED FOR PURCHASE BY THE CITY FOR AIRPORT CLEAR ZONE: The Council was advised of a proposal by Cecil Winch to sell his property to the City for Clear Zone for the amount of $8,727. On a motion by Councilman Banker, seconded by Councilman Runkel, it was unanimously carried the Council reject the offer of Cecil Winch that the City purchase his property for Airport Clear Zone. PROPOSAL TO LEASE A PORTION OF OLD SEWAGE TREATMENT PLANT PROPERTY: The City Manager informed the Council of an inquiry regarding lease of a portion of the old sewage treatment plant property to construct a swimming pool, however, due to limited facts concerning the matter no action was taken. COUNCILMAN RUNKEL: Mr. Runkel remarked that al though the tree planting program was not to effect the City cost-wise, a member of the City crew was used for clean up. Mr. Runkel also in- quired as to the length of the guarantee on the Dual parking meters. This will be checked by the City Manager, however, the Council was informed that all mechanical parts of the meters are being replaced by the Company due to manufacturing defects. i?l MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 28, 1962 - Page 3. ADJOURNMENT: As there was no further regular business, Mayor Smalley declared the meeting adjourned at 11:25 P.M. after which the Council reconvened in closed personnel session. //.
