APRIL 11, 1962
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Smalley, Councilmen Runkel,
Buxton, Banker and Wagner present.
APPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by Councilman

1962 be approved as corrected.
REPORT ON PETITION FOR REVIEW
FILED IN FEDERAL COURT TO REVIEW
ORDERS OF C.A.B. RE PACIFIC AIR LINES:
The City Attorney reported that he has filed with the U.S.
Court of Appeals a City of Ukiah petition to review petitions
and motions made to C.A.B. regarding Pacific Air Lines and
an answer should be received within 30 days.
CITY ATTORNEYS' SPRING
CONFERENCE - SAN DIEGO:
The City Attorney reported attending the City Attorneys' Spring
Conference in San Diego April 5th and 6th, where he gave a
paper which was well received. Approximately 200 attorneys
were present and many mutual problems were discussed.
AGREEMENT FOR THE WIDENING OF
LOW GAP ROAD - FORD & RAWLES:
On a motion by Councilman Banker, seconded by Councilman Wagner,
-~t was unanimously carried agreement with Robert H. and
Lorena May Ford and Jesse A. Rawles and Barbara.A. Rawles, be
approved for the widening of Low Gap Road and the Mayor and
Clerk be authorized to sign same.

On a mot ion by Councilman Wagner, seconded by Councilman
Bank~'f~-Tt--was unanimously carried agreement wi th Florence
L. Greenleaf be approved for the widening of Low Gap Road
and the Mayor and Clerk be authorized to sign same.
SENATE REAPPORTIONMENT:
The City Attorney reported that the Senate Reapportionment Plan
is now in Senate Committee. He further reported receiving a
copy of Resolution No. 3928 adopted by the Mendocino County
Board of Supervisors I'Endorsing Resolution Proposing 'lFair Play"
in Legislative Representation" adopted by the Board on April
3, 1962.
CITY VS. LIBRARY BOARD
OF TRUSTEES - FONES:
The Council was advised that the case of City vs. Library
Board of Trustees (Fones) is coming up in Court April 12, 1962
for further proceedings at the request of Tim O'Brien,
Attorney for Mr. Fones.
EMPLOYEES' RETIREMENT PROGRAM:
The City Manager reported on the results of the election held
April 11, 1962 concerning the Employees' Retirement program
as follows:
Fire Department - 1OO% in favor of the program.
Police Department-lOO% in favor of the program.
Miscellaneous Employees - 70 in favor - 4 against program
2 did not vote
A total of 108 employees were eligible to vote.

WEED CONTROL PROGRAM:
The City Manager suggested advance publicity be given the weed
control program to be initiated as soon as the preliminary
work has been completed by the Engineering Department.
DIVISION OF FORESTRY FIRE
BREAK PROJECT:
The Council was advised that the location of the Fire Break
in the hills West of the City has been established from the
City's small water storage tank to Low Gap Road across City
and County property and will be two bulldozer blades wide.
REDWOOD EMP IRE ASS i N DINNER:
Members of the Council and their wives were extended an
invitation to attend a dinner presented by the Redwood Empire
Ass'n. to be held at Brooktrails Resort on Friday, April 13, 1962.
PROCLAMATION OF CHAMBER
OF COMMERCE WEEK:
April 16th thru 21st, 1962 was proclaimed Chamber of Commerce
Week by Mayor Sma lley.
REQUEST FOR LEASE OF AIRPORT
FRONTAGE FOR PARKING LOT:
The City Manager outlined a request from a merchant to lease
an area of 200' wide by 150' deep at the airport for use as a
parking lot. The Council declined to take any action on this
matter until additional information was obtained.
COUNCILMAN RUNKEL:
Mr. Runkel suggested the Police patrol report hazardous
conditions at intersections caused by shrubs, hedges and fences
to the Street Department.
He further suggested that the County Civil Defense Coordinator
would have access to surplus standby motors and pumps which
might be obtained for the City at a reasonable cost.
COUNCILMAN BUXTON:
Mr. Buxton inquired if anything further had been accomplished
toward straightening out the street numbering system in the
City and was informed that this project is being worked on.
COUNCILMAN BANKER:
Mr. Banker inquired if there continues to be a sand problem at
Well #4 and the City Engineer reported that the pump has to be
started manually and must run about 30 minutes before the water
can be put into the main system.
He also inquired if the Planning Commission is working on a
street plan and was informed that they are presently involved
with the zoning ordinance and zoning map, however the new
traffic ordinance will set up a procedure for handling stop
signs and through streets. Mr. Banker emphasized the fact that
the City should make an effort to obtain an additional traffic
signal on State Street in the near future.
MAYOR SMALLEY:
Mayor Smalley inquired if there were any additional developments
regarding City-County relations and the City Manager reported
that he would submit a written proposal to the Council on this
matter.

As there was no further regular busines, Mayor Smalley declared
the meeting adjourned at 9:00 P.M. to an adjourned meeting at
8:00 P.M. Tuesday, April 17, 1962 for the purpose of canvassing
the ballots, declaring the results of the election and election
of Mayor.
