MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
APRIL 187 1962
The City Council convened in regular session in the Council Chambers at
8'00 P.M. with Mayor Wagner, Councilmen Runkel, Buxton, Banker and
Smalley present.
APPROVAL OF WARRANTS'
On a motion by Councilman Banker, seconded by Councilman Buxton, it
was unanimously carried General Warrants in the amount of $78,651.76
be approved and ordered paid.
On a motion by Councilman Runkel, seconded by Councilman Banker, it
was unanimously carried Payroll Warrants, for the period from April 1st
to 15th, 1962, in the amount of $27,862.01 be approved and ordered
paid.
APPROVAL OF MINUTES'
On a motion by. Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried the minutes of April 11, 1962 be approved
as submitted by the Clerk.
RES. NO. 62-34 VACATING PORTION OF
UNNAMED ALLEY NORTH OF RUDDOCK AVENUE
AND BETWEEN OAK AND SCHOOL STREETS'
Mayor Wagner declared public hearing open at 8'05 P.M. regarding the
abandonment of unnamed alley lying between Oak and School Streets and
bounded on the North by C-4-bs~n Creek and on the South by Ruddock Avenue.
Affidavit of Posting by the Director of Public Works was fi led wi th the
Clerk. There were no persons present requesting to be heard. Public
Hearing was declared closed at 8:l0 P.M.
On a motion by Councilman Buxton, seconded by Councilman Smalley, it was
unanimously carried Resolution No. 62-34 be adopted and the Mayor and
Clerk be authorized to sign same "Resolution Vacating Portion of Unnamed
Alley North of Ruddock Avenue and Between Oak and School Streets.I'
CITY VS. LIBRARY BOARD
(FONES CASE)'
The City Attorney reported that a hearing was held April 12, 1962 to present
evidence concerning the amount of back salary, if any, to be paid to Mr. Fones.
The City Attorney stated that it was his belief that the City's case would
probably rest on the question of law rather than on the evidence submitted
and he is presently preparing his points and authorities of the law for
submission to the Judge.
NORTH BAY DIV. LEAGUE OF CALIF.
CITIES MEETING - CALISTOGA'
The Council was reminded that reservations should be in as soon as possible
for the North Bay Div. League of Calif. Cities Meeting to be held in
Calistoga on April 28, 1962.
USE OF GOLF COURSE BY
EMPLOYEES OF GOLF & RECREATION DEPT.'
The City Manager recommended the Council consider changing an established
policy to permit employees of the park and recreation department
assigned a major portion of their time at the Municipal Golf Course
use of the golf course free of charge. The City Attorney was directed
to prepare a resolution for consideration at the next regular meeting
covering this policy change.

The Council was advised of a new Public Opinion Message service
inaugurated by the Western Union Telegraph Company to provide a fast,
convenient and inexpensive means of sending individual or group views
to Washington.
PROPOSED AIR SERVICE BY CAL-
NEVA AIR, INC.'
A letter from CAL-NEVA AIR, INC. was read by the City Manager offering
scheduled air freight and passenger service to Ukiah. The Council
requested further information be obtained regarding this proposal.
REQUEST TO LEASE AIRPORT
FRONTAGE FOR PARKING AREA'
The City Manager reviewed a proposal to lease airport frontage
consisting of a parcel approximately 200 feet by 150 feet. Required
grading and a one shot armour coat would be done by the lessor. He
would also obtain the necessary encroachment permit from the State
and'agrees to pay a rental of $75.00 per month with lease to be on
a one year basis, with a cancellation clause provided.
It was the feeling of the Council that the State be approached re§arding
its willingness to issue an encroachment permit prior to a determination
by the Council on the matter.
USE OF PARK AREAS OTHER
THAN GOLF COURSE FOR EASTER
EGG HUNT:
The City Manager reported a suggestion that park areas other than the
Golf Course be used for the. Annual Easter Egg Hunt and this was
agreeable with the Council providing it can be worked out with the
committee of the sponsoring organization.
COUNCILMAN RUNKEL'
Mr. Runkel reported a fire hazard existing on property located at the
end of Apple Avenue and was informed this property would be included
in the weed abatement program.
COUNCILMAN SMALLEY:
Mr. Smalley inquired if police protection would be provided at the
Easter Egg Hunt and was informed that Folice Reserve officers will be
in attendance.
