MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
APRIL 25, 1962
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Wagner, Councilmen Runkel,
Banker and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES:
On a motion by Councilman Banker, seconded by Councilman
Smalley, it was unanimously carried the minutes of the
adjourned meeting of April 17, 1962 be approved as submitted
by the Clerk.
On a motion by Councilman Smalley, seconded by Councilman
Banker, it was unanimously carried the minutes of the regular
meeting of April 18, 1962 be approved as corrected.
RODEO SPONSORS GRANTED PERMISSION
TO PARK VEHICLE ON STANDLEY STREET:
On a motion by Councilman Smalley, seconded by Counci4man
R'unkel, it was unanimously carried the sponsors of the Ukiah
Valley Rodeo be permitted to park a hay wagon on Standley
Street, adjacent to the Medico Drug Store May 3-10~17, 1962
for advertising purposes, subject to approval by the Police
and Fi re Departments.
REPORT ON WEED ABATEMENT PROGRAM:
It was reported that the Department of Public Works has
prepared a list of properties to be included in the weed abate-
ment program which has been turned over to the Assessor's
Office for verification of owners.
ORD. NO. 551 INTRODUCED AUTHORIZI
A CONTRACT BETWEEN THE CITY COUNCIL &
CALIF. STATE EMPLOYEES' RETIREMENT SYSTEM:
Ordinance No. 551 was read by the City Attorney and introduced
by Councilman Smalley "Ordinance of the City Council of the
City of Ukiah Authorizing a Contract Between the City Council
and the Board of Administration of the California State
Employees' Retirement System".
USE OF AIRPORT PROPERTY BY
UKIAH MODEL FLYING CLUB:
Mr. Jack Markus, 1621 So. Dora, was recognized requesting per-
mission be granted the Ukiah Model Flying Club to utilize a
portion of the airport property for club activities. The club
will carry its own liability insurance in the amount of
$50/100,000.
On a motion by Councilman Runkel, seconded by Councilman Banker,
it was unanimously carried the City Attorney be instructed to
prepare a lease covering use of Airport property by the Ukiah
Model Flying Club.
RES. 62-35 RE-APPOINTING ERNEST F. BANKER
ALTERNATE DIRECTOR OF THE UKIAH VALLEY
SANITATION DISTRICT:
On a motion by Councilman Smalley, seconded by Councilman
Runkel, it was unanimously carried Resolution No. 62-35 be
adopted and the Mayor and Clerk be authorized to sign same
"Resolution Re-Appointing Ernest F. Banker Alternate Director
of the Ukiah Valley Sanitation District".
RE. 62-36 CORRECTING ERROR IN DESCRIPTION
CONTAINED IN RES. NO. 62-34 NUNC PRO TUNC:
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried Resolution No. 62-36 be adopted and
the Mayor and Clerk be authorized to sign same "Resolution
Correcting Error in Description Contained in Resolution No. 62-34
Nunc Pro Tunc".

RES. NO. 62-37 AUTHORIZING GOLF COURSE
PERSONNEL GOLFING PRIVILEGES WITHOUT CHARGE:
On a motion by Councilman Smalley, seconded by Councilman
Banker, 'it was unanimously carried Resolution No. 62-37
be adopted and the Mayor and Clerk be authorized to sign
same "Resolution Authorizing Golf Course Personnel Golfing
Privileges Without Charge".
INVITATION TO MAYOR ,TO ENTER FROG
IN CALVARAS JUBILEE:
A letter was read inviting the Mayor to enter a frog in the
Calaveras County Fair Jumping Frog Jubilee to be held
May 17 through 20, 1962.
MEMORANDUM AGREEMENT AMENDING
PAYMENT PROVISION-U.V.F.P.D.:
On a motion by Councilman Smalley, seconded by Councilman
Banker, it"was unanimously carried Memorandum Agreement
Amending Payment Provision in Agreement dated April 4, 1962
with the Ukiah Valley Fire Protection District be approved
and the Mayor and Clerk be authorized to sign same.
MAYORS' AND COUNCILMEN'S INSTITUTE:
Notices of the Mayors' and Councilmen's institute to be held
in Sacramento May 20-22, 1962 were distributed to the Council.
NORTH BAY LEAGUE OF CALIF.
CITIES MEETING - CALISTOGA:
Members of the Council were reminded of the North Bay League
of Calif. Cities Meeting to be held in Calistoga April 29,
1962.
PROCLAMATI ON OF BURGLARY
PREVENTION WEEK:
Mayor Wagner proclaimed the week starting April 29, 1962 as
"Burglary Prevention Week".
DISCUSSION OF CURB, GUTTER AND SIDEWALK
CONSTRUCTION IN COMMERCIAL AREA:
The Council was advised that in the reconstruction of Church
Street from State to Main, it became apparent that substantial
replacement of sidewalk, curb and gutter will be required ..at a
cost of approximately $2,000. It was reported that sidewalk,
curb and gutter deficiencies in the central commercial area
amounts to approximately $8,000.
After lengthy discussion it was determined that a more detailed
report, including legal opinions, would be presented at the
next regular meeting when all the members of the Council are
present.
COUNCILMAN BANKER:
Mr. Banker questioned the procedure and action of the Planning
Commission regardingVariance Application 62-10 by Jeffers Bros.
and was advised that the City Manager had contacted a repre-
sentative of Jeffers Bros. and suggested their application was
technically incorrect and an amended application properly worded
be submitted.

COUNCILMAN SMALLEY:

Mr. Smalley noted a press release recently published indicated
revenue from auto licenses was received from the State and
questioned if the City had received its portion of this revenue.
It was reported that it has not yet been received.
ADJOURN~IENT:
As there was no further regular business, Mayor Wagner
declared the meeting adjourned at 9:20 P.M.
