HomeMy WebLinkAboutMin 05-16-62MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 16, 1962 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel, Buxton, Banker and Smalley present. APPROVAL OF WARRANTS: On a motion by Councilman Banker, seconded by Councilman Runkel, it was unanimously carried General Warrants in the amount of $49,269.57 be approved and ordered paid. On a motion by Councilman Runkel, seconded by Councilman Buxton, it was unanimously carried Payroll Warrants for the period from May 1st to 15th, 1962 be approved and ordered paid in the amount of $27,654.11. APPROVAL OF MINUTES: On a motion by Councilman Smalley, seconded by Councilman Runkel, it was"-Una~imously carried the minutes of May 9, 1962 be approved as submitted by the Clerk. RES. NO. 62-40 ORDERING DIRECTOR OF PUBLIC WORKS TO PROCEED WITH THE ABATEMENT OF WEEDS AND RUBBLE: Public Hearing on weed and rubbish abatement was declared open by Mayor Wagner at 8:05 P.M. The City Attorney filed with the Clerk a description of the properties certified to by the Assessor of Mendocino County giving the names and addresses of owners. The City Attorney also filed with the Clerk the Affidavit of Mailing and the Affidavit of Posting by the Director of Public Works. Certificate withdrawing properties which, according to the Director of Public Works have satisfactorily been cleared of weeds and rubbish,was filed with the Clerk. There were no persons present requesting to be heard regarding properties described in Res. No. 62-39 less the properties certified to by the Director of Public Works. On a motion by Councilman Smalley, seconded by Councilman Banker, it was unanimously carried Res. No. 62-40 be adopted and the Mayor and Clerk be authorized to sign same, "Resolution Ordering Director of Public Works to Proceed with the Abatement of Weeds and Rubble". Public hearing was declared closed at 8: lO P.M. CITY RECORDS TO COURT OF APPEALS RE C.A.B.: The City. Attorney reported receiving from C.A.B. a copy of its transcript to the U. S. Court of Appeals. The Council was advised that in order to pursue this matter in the Court it will be necessary for the City to pay the cost of printing its transcript estimated to be between $450.00 and $500.00. On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried the City Attorney request an extension of time from the U. S. Court of Appeals and the City Manager be authorized to negotiate with the County Board of Supervisors re- garding County participation in the cost of printing the records for presentation in the C.A.B. case. MEETING TO DISCUSS PROPOSED TRAFFIC ORDINANCE: A discussion of the proposed traffic ordinance will be held in the City Manager's office on Friday, May 25, 1962 at 7:00 P.M. KATHERINE GOLDEN PROTEST RE WEED ABATEMENT CHARGES: Mrs. Katherine Golden was recognized by the Mayor protesting the charges made by the City for cleaning her property under the weed abatement program last year. She was advised that the cost is usually greater the first year such a program is initiated due to the accumulation of rubbish on vacant properties and property owners are encouraged to independently correct the problem. SOROPTIMIST CLUB PROPOSAL TO PAINT LOOK & LIVE SIGNS: On_ a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried the Soroptimist Club be .granted permission to paint "Look & Live" signs in the commerc- ial area. MENDOCINO COUNTY DECLARED RABIES AREA: The Council was advised of a letter received from the State Dept. of Public Health to the effect that Mendocino County continues to be a rabies area. APPOINTMENT OF ROY WAGNER TO LEAGUE EXECUTIVE BOARD: On a motion by Councilman Banker, seconded by Councilman Buxton, ~'t was unanimously carried the City Attorney be authorized to prepare a resolution appointing Mayor Wagner to the Executive Board of the North Bay Division, League of Calif. Cities. NATIONAL WATER CONFERENCE NORTH COAST DISTRICT: The City Manager reported receiving notice from the State Chamber of Commerce of a National Water Conference of the North Coast District to be held in Santa Rosa on May 28th. Mayor Wagner will attend. CHURCH STREET SIDEWALK REPAIRS: The Council was informed that a major property owner on Church Street has been contacted regarding sidewalk repairs and will advise the City at an early date concerning his decision in the matter. ART SHOW - MAY 25,26,27 SEMINARY AVENUE: It was reported that participation in the outdoor Art Show to be held May 25,26, & 27th has increased to the extent of re- quiring all of Seminary Avenue for the display. The City Manager recommendedthat Seminary Avenue be closed with the exception of School Street intersection. On a motion by Councilman Smalley, seconded by Councilman Runkel, it was unanimously carried Seminary Avenue from State to Oak, with the exception of School Street intersection, be closed for the Art Show to be held May 25,26 & 27th, subject to approval of Police and Fire Departments, and businesses in the area be contacted for their consent. 193 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 16, 1962 - Page 3. LUNCHEON MEETING Wl TH CAL-NEVA AIR: The Council was reminded of a luncheon meeting to be ~held at the Palace Hotel Friday, May 18th to discuss scheduled air service to Ukiah with Cal-Neva Air, Inc. POP STAHL VISIT TO UKIAH: The City Manager reported a visit from Pop Stahl, 80 year old marathon walker who stopped by on his way to the Seattle World's Fair. JOINT MEETING WITH THE AIRPORT COMMISSION: Don Rones, Chairman of the Airport Commission, acted as spokes- man for the group. All members of the Airport Commission were present. The purpose of the joint meeting was an endeavor by the Commission to clarify certain matters concerning current and future plans for the Airport. The first point presented by Mr. Rones was lack of proper communication between the Council and the Commission. He requested that definite channels of communication be established whereby specific questions presented to the Council would receive a reply. It was pointed out to the Commission that minutes of meetings are a consolidation of action taken and are not adequate. to instigate action by a body as they are not a basis for start- ing any type of program. It was agreed a memo to the City Manager setting fo~hspecific points on which action should be taken or where a definite opinion from the Council is requested, would solve the problem. Secondly, the construction of a new administration building at the airport was discussed. Mr. Rones noted the need for certain improvements for which funds should be budgeted next year if the administration building cannot be constructed. It was pointed out that revenues did not come up to the estimated amount in the 1961-62 budget and all commissions have been in- formed that budget changes will be required. The Commission was assured by the Council that it has only been through circumstances, such as the rejection of the original bid and decrease in revenue that has caused the delay. Revised plans for the building was reported received by the City Manager during the past week. Mr. Rones advised the Council that inquiries concerning use of airport property could be more efficiently handled by the Commission if the Council would fix the rates to be charged for leasing the property. Council policy whereby recommendations for appointments to commissions are not solicited from the Commissions was discussed. It was reiterated that individual councilmen would welcome suggestions from individual commission members. Mr. Rones announced a Fly-In will be held Sunday, June 24th to stimulate interest at the airport. Breakfast will be served by the Rotary Club and an entertaining program is planned. He requested the City Manager extend an invitation to Hamilton Field Air Force Base and the Alameda Navy Base for representat- ion from these groups. The Commission requested it be made aware of any project presented to the Council in connection with airport property. The Council was advised that the Commissi'on intends to make a survey on itinerant or transient rates charged at the airport. 194 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 16, 1962 - PAGE 4. COUNCILMAN RUNKEL: Mr. Runkel suggested the street department correct the street condition at the corner of McPeak and Mill Streets.
