HomeMy WebLinkAboutMin 05-23-62195 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 23, ~962 The City Council convened in regular session in Council Chambers at 8:00 P.M. wi th Mayor Wagner, Runkel , Buxton and Smalley present. Councilman was absent. the Councilman Banker APPROVAL OF MINUTES: On a motion by Buxton,it was be approved as Councilman Runkel, seconded by Councilman unanimously carried the minutes of May submitted by the Clerk. RES. NO. 62-41 APPOINTING ROY G. WAGNER TO THE EXECUTIVE BOARD OF THE NORTH BAY DIV. LEAGUE OF CALIF. CI TI ES: 1962 REPORT OF CITY VS. C.A.B. U.S. COURT OF APPEALS: On a motion by Councilman Smalley, seconded by councilman Runkel. It was unanimously carried Res. No. 62-41 be adopted and the Mayor and Clerk by authorized to sign same "Resolution Appointin9 Roy G. Wagner, Mayor to the Executive Board of the North Bay Division, League of California Cities.'.' AYES: Councilmen Runkel , Buxton, Smalley Wagner NOES: None ABSENT: Councilman Banker. The City Attorney reported fi lin9 with the U.S. Court of Appeals a request for an extension of time in the case of City vs. C.A.B. and an extension was 9ranted to June 1st. He further reported that the County Board of Supervisors has authorized the expenditure of $375.00 as its share of the cost of the proceedings and requested a decision be reached on whether he should proceed wi th the case. On a motion by Councilman Runkel, seconded by Councilman Smalley, It was unanimouSly carried the City Attorney be directed to proceed wi th the appea! to the U. S. Court of Appeals in the ca se of City vs. C.A.B.. REPORT ON CHURCH ST. RECONSTRUCTION PROGRAM: The Council was advised that property owners on Church Street between State and Main St. are willing to pay the cost of side- walk repair where repairs are necessary and are also in agreement with widening Church Street by narrowing the sidewalks. This would create and additional cost to the City of approximatelv $1,000 including reconstruction of curb returns on all four corners. On a motion by Councilman Smailey, seconded by Councilman Buxton. It was unanimously carried the City Manager be author- i zed to proceed wi th the wi denin9 of Church Street between State and Main in connection with the sidewalk and street construction project as outlined. YOUTH GROUP WELCOMED BY MAYOR WAGNER: Approximately 20 young people accompanied by Rev. Anderson and Mr. Garde were welcomed by Mayor Wagner. They were present in connection wi th a program they wi 1] present enti tied "Youth in Government". O0 The Commission proposed to omit an annual fee for juniors and elementary groups and recommends a reduction in rate for juniors on weekends. They requested the council consider adult memberships include two members of the family only. In considering the Commission's proposal it was recommended the Men's and dornen's Go.If Clubs offer suggestions concerning the rates proposed. PROP. //2 PERTAINING TO CAL-VET LOANS: The City Manager reviewed a letter with attached proposed resolution pertaining to proposition //2 Cal-Vet loans, urging that Council action be taken in support of Proposition //2 on June ]962 ballot. The Council declined to take action on this matter. LETTER FROM BOARD OF DIRECTORS 12TH DISTRICT AGR. ASSOCIATION: A letter from the Board of Directors of the ]2th Dist. Agricultural Ass'ri. was read expressing appreciation for the cooperation given~'~;ity officials in connection wi th Rodeo Week activities. .~2i0.90 RECEIVED FROM SALE OF WOOL: The City Manager reported receipts totaling $2]0.90 for the sale of wool produced by sheep kept at the treatment plant. FLY-IN - UKIAH MUNICIPAL AIRPORT: In connection with the Fly-in to be held June Municipal Airport, i t has been recommended by Commission that new furniture be purchased for room, for the occasion. 24th a t the the Airport the reception On a moti on by Counci I man Sma I 1 ey, seconded by Counci 1 man Buxton, It was unanimously carried the City Manager be authorized to purchase furniture for the airport reception as outlined, in the area of approximately $200.00. MEETING TO DISCUSS PROPOSED TRAFFIC ORDINANCE: room The council was reminded of a meeting to be held Friday at 7:30 P.M. to discuss a proposed traffic ordinance. 197 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 23, 1962 - PAGE 3 MAIN STREET RECONSTRUCTION PROJECT: The City Manager reported that appraisals of property to be acquired by the City for the widening of a portion of Main Street are within the amount budgeted and requested permission to proceed wi th the project. On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried the City Manager be authorized to proceed with the acquisition of n~eded right-of-way and the use of eminent domain pr~caedings if necessary on properties on iv~ain ~treet (East side) between Gibson Creek and Norton Street. ADJOURNMENT: As there was no further regular business, Mayor Wagner declared the meeting adjourned at 9:00 P.M. after which the Council reconvened in closed personnel session. ATTEST: o C IT'f CLERK
