MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
JUNE 20, 1962
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Wagner, Councilman Runkel,
Buxton, Banker and Sma] ley present.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman

OF SAME:
On a motion by Councilman Sma]ley, seconded by Councilman Banker,
it was unanimously carried Res. No. 62-4.4 be adopted and the
Mayor and Clerk be authorized to sign same '~Resol uti on Declaring
Weeds and Rubble Upon Private Property to be Pub! ic Nuisance and
Ordering Abatement of Same" Date of Public Hearing will be
June 27, 1962 at 8:00 P.M.
DEED- EASEMENT RUSS lAN RIVER FLOOD
CONTROL & WATER CONSERVATION IMPROVE-
MENT DISTRICT:
On a motion by Councilman Buxton, seconded by Councilman Banker,
it was unanimously carried Deed-Easement to permit channel
stabilization and flood control work be approved as submitted
by the Hendocino County Russian River Flood Control and Water
Conservation Improvement District, wi th correction as noted
and approved by the City Attorney, and the Mayor and Clerk be
authorized to sign same.

DEVELOPMENT FUND AND AUTHORI Zl NG
TRANSFER OF FUNDS THERETO:
On a motion by Councilman Banker, seconded by Councilman Sma!ley,
it was unanimously carried Res. No. 62-45 be adopted and the

PROPOSED LEASE OF AIRPORT PROPERTY
FOR USE AS PARKING LOT BY K.F.D. AND
THE PATIO:
A proposed lease form to permit use of a portion of Airport
pro.petty frontage as parking area by K.F.D. and The Patio was
reviewed by the City Manacjer along with a plot plan showing
the location under discussion.
Present in behalf of this proposal were Robert McA1]ister and
Art A]wen representing the Patio and Ken Kloss representing
K.F.D. Approximately 22 other persons were also present.
The City Manager noted that this proposal has been discussed
with the Traffic Department of the State Division of Highways.
Prior to issuance of a formal encrochment and crosswalk permit
they will make an investigation, however, they fee] there is
no particular problem from a safety standpoint.

It was further noted that two vacant properties located
on the same side of the highway as K.F.D. and The Patio have
been investigated. It was stated by Robert McAllister that
one property is not available and by Ken Kioss that the other
would be available only on a short term basis.
After considerable discussion it was agreed the followin9
points should be clearly stated in the ]ease proposal:
Maintenance of surfaced area and bumper strips.
2. Area be fenced.
3. Insurance coverage be increased.
4. Height restriction on sign used.
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried the City Manager and City Attorney
be authorized to revise the lease form incorporating the four
items outlined above, and the ]ease be submitted in final form
for Council consideration at the next regular meeting.
ZONE VAR. APPLICATION #62-12
HOWARD HOOVER-Il23 MARWEN DRIVE:
The City Manager reported receivin9 a written communication
from Howard Hoover to the effect that he is withdrawin9
Variance .Application #62-12 relating to property at 1123
Marwen Drive.
CONCESSION AGREEMENT - GIORNO
PARK - M.L. BOSWELL:
On a motion by Councilman Smalley, seconded by Councilman Buxton
it was carried, that in the absence of interested parties after
due publication of notice in the newspaper, the Council directs
the City Manager to present a concession agreement to Mr. M. L.
Boswell for execution and consideration by the Council under the
same terms and conditions as in the existin9 agreement, to permit
concession operation at Giorno Park.
/+TH OF JULY PROCLAMATION:
A letter from the California Society of the Sons of the
American Revolution was read requesting specia] observance be
given to the 186th anniversary of the signing of the Declaration
of Independence on the 4th of July. The attached proclamation
was signed by the mayor.
64TH ANNUAL CONFERENCE LEAGUE
OF CALIF. CITIES, OCT. 21-24, ]...962:
The City Manager announced that the 64th Annual Conference of the
League of Calif. Cities will be held in Los Angeles October 21st
through 2/+th, 1962 and urged that reservations be submitted on
an early date.
LEAGUE MEETING - EUREKA
JULY 28, 1962:
Councilman Smalley reminded the Council of the North Bay Division
League of Calif. Cities meeting to be held in Eureka on July 28th
and urged that as many as possible attend.

the meeting adjourned at 9:20 P.M. after which the Council
