The City Council convened in regular session in the Council
Chambers at 8:00 P.M. wi th Mayor Wagner, Councilmen Buxton,
Runkel and Banker present. Councilman Smalley was absent.

PLANNING COMMISSION: (Nee, Bean & Clarke)
On a motion by Councilman Buxton, seconded by Council Banker,
it was carried by a 3 to 1 vote Resolution No. 63-4 be adopted
and the Mayor and Clerk be authorized to sign same "Resolution
Appointing Members to the Planning Commission". (Nee, Bean &
Clarke)

AGREEMENTS FOR THE WIDENING
OF MAIN STREET - KICE & JOHNSON ET AL:
On a motion by Councilman Banker, seconded by Councilman
Buxton, it was unanimously carried agreements for the widen-
ing of Main Street be approved with William L. and Shirley
K. Kice and the Mayor and Clerk be authorized to sign same.
On a motion by Councilman Banker, seconded by Councilman
Buxton, it was unanimously carried agreement for the widen-
of Main Street with Alfred and Gladys Sousa, Arthur Poma,
Frank and Lillian Johnson be approved and the Mayor and Clerk
be authorized to sign same.
CITY VS. LIBRARY BOARD (FONES):
The Council was advised that oral arguments re the City vs.
Library Board (Fones) case were heard on July 6, 1962 and
the City Attorney has l0 days in which to submit the written
briefs. The briefs will be submitted to the Court and the
Court will make its decision wi thin approximately three weeks.
PROPOSED CHANGE IN GOLF
COURSE FEES:
Copies of a tabulation showing proposed changes in golf
course fees were distributed for Council review and con-
sideration. This matter will be presented for discussion
at a future meeting.
LEAGUE NOTICE RE INCREASE IN
HIGHWAY USER TAXES FOR COUNTY ROADS & CITY STREETS:
The Council was advised of a notice f~om the League of Calif.
Cities requesting action be taken either requesting the League
support legislation providing for increased highway user taxes
or take action indicating no increased revenue is required.
This matter will be placed on the agenda for discussion at a
future meeting.
NORTH BAY DIV. LEAGUE MEETING
EUREKA- JULY 28TH:
The City Manager requested that reservations be submitted
his office for the North Bay Division League Meeting to be
held in Eureka on July 28th.

PEDESTRIAN SAFETY CITATION- CALIF.
STATE AUTOMOBILE ASSOCIATION:
The City Manafg?r reported that Ukiah has received a citation
from the Call State Automobile Ass'n. for not having a
single pedestrian fatality during 1961.
RES. NO. 63-5 OPPOSING PROPOSITION
NO. 2;3 (SENATE REAPPORTIONMENT):
On a motion by Councilman Banker, seconded by Councilman Buxton
it was unanimously carried Res. No. 63-5 be adopted and the
Mayor and Clerk be authorized to sign same "Resolution Opposing
Proposition No. 23 (Senate Reapportionment)".

DISCUSSION OF GRASS CLIPPINGS
AND PRUNING CLIPPINGS BEING
PLACED IN GUTTERS:
The Council discussed briefly the problem of grass clippings and
shrubbery clippings being placed in gutters in various parts
of the City. Publicity acquainting citizens with the fact that
this is not permissible by Ordinance and eliminating occasional
pickup by the street department were felt to be the best solutions
to the problem ......
ADJOURNMENT:
As there was no further regular business, Mayor Wagner declared
the meeting adjourned at 8:45 P.M. after which the Council re-
