HomeMy WebLinkAboutMin 07-18-62MINUTES OF THE MEETING OF JULY 18, 1~)62 THE COUNCIL OF THE CITY OF UKIAH 213 The City Council convened in regular session in the Council Chambers at 8:00 P.M. wi th Mayor Wagner, Councilmen Runkel, Banker and Smalley present. Councilman Buxton was absent. APPROVAL OF MINUTES: On a motion by Councilman Runkel, seconded by Councilman Banker, it was unanimously carried the minutes of July 1962 be approved as submitted by the Clerk. APPROVAL OF WARRANTS: On a motion by Councilman Runkel, seconded by Councilman Banker, it was unanimously carried Payroll warrants in the amount of $29,885,81 for the period July 1st to 15th, be approved and ordered paid. On a motion by Councilman Banker, seconded by Councilman Runkel, it was unanimously carried General Warrants in the amount of $57,O80.26 be approved and ordered paid. REPORT ON GREYHOUND APPLICATION TO P.U.C. FOR 5% INCREASE: The City Attorney reported that Greyhound's application P.U.C. for a 5% increase in intra-state passenger fares based on increased cost such as union agreements, fringe benefits, et cetera and the hearing was scheduled for today. tO COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:02 P.M. RES. NO. 63-6 ESTABLISHING GENERAL PREVAILING RATE OF WAGES APPLICABLE TO PUBLIC WORK: On a motion by Councilman Smalley, seconded by Councilman Banker, it was carried by a 4-1 vote Res. No. 63-6 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Establishing General Prevailing Rate of Wages Applicable/~o Public Work". AYES: Councilmen Buxton, Banker, NOES: Councilman Runkel. ABSENT: None. Smalley and Wagner. HEARING BEFORE P.U.C. - INVESTIGATION INTO OPERATIONS, SERVICES RATES AND CHARGES OF ALL AIR CARRIERS OF PASSENGERS OR PROPERTY IN CALIFORNIA: The Council was advised that a hearing before P.U.C. will be held Wednesday, August 15, 1962 at 10:OO A.M. in San Francisco investigating the operations, services, rates and charges of all air carriers of passengers or property in Ca 1 i fornia. RES. NO. 63-7 ADOPTING OFFICIAL BUDGET FOR YEAR 1~)62-6~: Public Hearing on proposed 1962-63 Budget was declared open by Mayor Wagner at 8:19 P.M. As there were no persons pre- sent requesting to be heard the Mayor declared the hearing closed at 8:20 P.M. The Mayor declared a five minute recess. On a motion by Councilman Banker, seconded by Councilman Smalley, it was unanimously carried Res. No. 63-7 be adopted and the Mayor 'and Clerk be authorized to sign same, "Resolution Adopting Official Budget for Year 1962-63". MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JULY 18~ 1962 - PAGE 2 RES.NO. 63-8 ADJUSTING SALARY OF CITY MANAGER: On a motion by Councilman Runkel, seconded by Councilman Buxton it was unanimously carried Res No. 63-8 be adopted and the Mayor and Clerk be authorized to sign same "Resolu- tion Adjusting Salary of City Manager". REQUEST TO CALL FOR BIDS FOR 7,000 FT. OF 6 INCH CEMENT ASBESTOS WATER PIPE: On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried the City Clerk be authorized to call for bids for 7,000 feet of 6 inch cement asbestos water pipe, bids to be opened at 2:00 P.M. July 31, 1962. REQUEST FOR WAIVER OF BUSINESS LICENSE -- 12TH DISTRI~T FAIR CARNIVAL: (Au.q. 24,2~.,26, 1962) On a motion by Councilman Smalley, seconded by Councilman Runkel, it was unanimously carried the business license fee for the 12th District Fair Carnival August 24,25, & 26th, 1962 be waived. INVITA[ION TO OPEN HOUSE FOR GEORGE FRANCIS, BUREAU OF LAND MANAGEMENT: Members of the Council were extended an invitation to an "Open House" in honor of Mr. George Francis who will take over the management of the U.S. Department of the Bureau of Land Management in Ukiah, to be held Tuesday, July 24, 1962 1:30 P.M. to 4:30 P.M. REPORT ON FALLOUT SHELTER PROGRAM: The City Manager reported that it appears from the results of the recent survey on fallout shelters there wi ll be no suitable shelters in Mendocino County and particularly in the City of Ukiah. RES. NO. 63-9 ADOPTING BUDGET FOR EXPENDITURE OF STATE ALLOCATED ENGINEERING FUNDS: On a motion by Councilman Banker, seconded by Councilman Smaliey, it was unanimously carried Res. No. 63-9 be adopted and the Mayor and Clerk be authorized to sign same "Resolu- tion Adopting Budget for Expenditure of State A1 located Engineering Funds." AUTHORIZATION TO REDEEM $50,000 U.S. SAVINGS SERIES "J'.' BONDS: The City Manager reported that he has been advised by the City Treasurer ~that the $50,000 face value worth of U. S. Savings Series J. Bonds having an annual interest date of September 1, 1962 would be renewed unless notice of redemp- tion is given prior to August. It was the Treasurer's recommendation that these bonds be redeemed because of their low interest rate and the money be re-invested in some o£ber type of government bonds at higher interest.
