MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
JULY 25, 1~)62
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel
',
Banker, and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman
Banker, it was unanimously carried the minutes of July 18
1962 be approved as submitted by the Clerk. '
RES. NO. 63-9A APPOINTING MEMBERS TO
LIBRARY BOARD - ROBY & FOSTER:
On a motion by Councilman Smalley, seconded by Councilman
Banker, it was unanimously carried Res. No. 63-9A be adopted
and the Mayor and Clerk be authorized to sign same"Resolution
Appointing Members to the Library Board of Trustees"
(Ken Roby and William G. Foster).
CITY ATTORNEY- VACATION:
The City Attorney reported that he will be on vacation for
10 days from August 1st and will be out of the State.
PROPOSED LEASE AGREEMENT
WITH THE STATE DIVISION OF FORESTRY:
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING 8:07 P.M.
The City Manager reported receiving a proposed lease from
the Department of Finance for use of City airport property
by the State Division of Forestry for fire suppression.
Certain discrepancies in this lease from the lease proposed
by the City were reviewed by the City Manager and discussed
by the Council.
On a motion by Councilman Banker, seconded by Councilman
Smalley, it was unanimously carried the City Manager be
instructed to make every effort to contact the parties
responsible for drawing up the lease agreement for Forestry
Department use of airport property and report his findings
to the Council at the next regular meeting.
REQUEST FOR ENCROACHMENT PERMIT
BY ARTHUR M. CORIPPO, ~30 W. STEPHENSON:
A letter from Arthur M. Corippo was read by the City Manager
requesting permission to encroach seven feet into the 12
foot sidewalk area on the east side of Dora Street for the
purpose of enlarging the patio area at his residence on the
corner of S tephenson and Dora.
Mr. Corippo proposes to construct sidewalk along both
Stephenson and Dora Street and is desirous of constructing
a picket fence with brick pillar posts at the corners along
the newly constructed sidewalk and connecting with the west
wall of the residence. He also proposes to install a
concrete slab for parking two cars.
On a motion by Councilman Smalley, seconded by Councilman
l~'uxton, it was unanimously carried the City Attorney be
instructed to prepare an encroachment permit to a!low
Arthur Cor?ppo to encroach seven ft. into the sidewalk area
on Dora Street, permit subject to approval by the Council at
the next regular meeting.
The Council recognized that construction of the proposed
fence would require the granting of a variance from the
zoning regulations.

PROPOSED INCREASE IN HIGHWAY
USER TAXES FOR THE PURPOSE OF
FINANCING CITY STREETS:
The Council expressed unanimous opposition to any increase
in gasoline tax for street or any other purposes and
directed the City Manager to advise the League of California
Cities of its position in this matter.
APPLICATION FOR VARIANCE- NO. 63-2
YVONNE HOLDEN McGAUGH, 19l;1 ELM ST.:
Application for Variance No 63-2 by Yvonne Hoiden McGau_gh,
]913 Elm Street to construc[ a two foot high addition of
fiber glass panels set in redwood frame on top of a patio
wall to provide privacy for patio was reviewed by the Council.
Minutes of the Planning Commission meeting held on July ]9,
1962 were read by the City Manager in which the Commission
recommended the variance be denied on the basis that such
an addition would be detrimental to the properties of both
the applicant and the adjoining owner due to the restriction
of proper light and air, is not in harmony wi th the general
purpose of Ord. 429 and does not meet the conditions of
Sec. 4.41 thereof.
On a motion by Councilman Banker, seconded by Councilman
Sma]]ey, it was unanimously carried Var. No. 63-2 be denied
Yvonne Hoiden McGaugh based on the recommendations of the
Planning Commission.
APPLICATION FOR VARIANCE NO 63-3
JUDGE & MRS. ROBERT WI NSLOW, 404
OAK PARK AVENUE:
Application for Variance No. 63-3 by Judge and Mrs. Robert
Wi nslow of 404 Oak Park Avenue to reduce rear yard require-
ment from 15 feet to 5 feet was reviewed by the Council.
Minutes of the Planning Commission meeting held on July 19,
]962 were read by the City Manager in which the Commission
recommended the variance be granted subject to the following
condi ti ons:
1. That construction conform to the plot plan submitted with
the application, and
2. That the va riance be acted upon one year from the date
of granting.
On a motion by Councilman Smal ley, seconded by Councilman
Runkel, it was unanimously carried the City Attorney be
directed to prepare a resolution granting Variance No. 63-3
to Judge and Mrs. Robert Winslow subject to conditions as
outlined by the Planning Commission.
RES NO. 63-10 GRANTING VARIANCE TO
F.C. PRITCHARD, 1~0 KNOB HILL RD.:
Application for Variance 63-1 by F. C. Pritchard, 130 Knob
Hill Road to construct a nursing home on property located
at 1349 South Dora Street was reviewed by the Council.
Minutes of the Planning Commission meeting of July ]9, 1962
were read by the City Manager in which the Commission recom-
mended the variance be granted subject to the following
condi ti ons:
1. That a minimum of one off-street parking space per 400
sq. ft. of building area be provided.
2. That construction conform to the single story residential
character of the surrounding neighborhood, and

3. That the front setback be maintained at a minimum of
75 feet.
Councilman Banker disqualified himself from voting on this
variance due to an interest in the sale of the property.
Councilman Runkel felt the Council should consider a future
street through the property affected by this variance and
it was pointed out that only in the event the property
was subdivided would it be necessary to consider a through
street as part of the subdivision.
On a motion by Councilman Buxton, seconded by Councilman
Smalley, it was carried by a 3 to 1 vote Res. No. 63-10
be adopted and the Mayor and Clerk be authorized to sign
same "Resolution Granting Variance to F. C. Prichard".
AYES: Councilmen Buxton, Smalley,
NOES: Councilman Runkel.
ABSENT .- None.

NORTH BAY DIV. LEAGUE MEETING:
The City Manager reminded the Council of the League Meeting
to be held in Eureka Saturday, July 28th.
COUNCILMAN BANKER:
Mr. Banker inquired if the City Manager had directed a
memorandum to the Airport Commission regarding airport
expenditures as they relate to the 1962-63 budget and
was informed a memo was written.
ADJOURNMENT:
As there was no further regular business, Mayor Wagner
declared the meeting adjourned at 9:45 P.M. after which
the Council reconvened in closed per~o~jl ~ession.
