The City Council convened in regular session in the Council Chambers
at 8:00 P.M. with Mayor ~,4agner, Councilmen Runkel, Banker and Smaliey
present. The following were absent: City Manager Lyell Cash, City
Attorney Harold A. Irish and Councilman Buxton. A. S. Kruth, Director
of Public '~4orks was acting City Manager.
APPROVAL OF MINUTES-
On a motion by Councilmen Runkel, seconded by Cc, uncilman Banker, it
was unanimously carried the minutes July 25, 1962 be approved as
corrected.
APPROVAL OF WARRANT:
On a motion by Councilman Runkel seconded by Councilman Banker, it was
unanimously carried General !.4arrant #3500 payable to Petty Cash in the
amount of $112.21 be approved and ordered paid.
RES. NO. 63-10A GRANTING VARIANCE
TO JUDGE & MRS. ROBERT WI NSLO!~/'
On a motion by Councilman Smalley, seconded by Councilman Banker, it was
unanimously carried Res. No. 63-10A be adopted a~,t the Mayor and Clerk
be authorized to sign same "Resolution Granting Variance to Judge and
Mrs. Robert Winslow'~ to permit construction of addition to dwelling at
404 Oak Park Avenue in rear yard to within 5 feet of property line.
PROPOSED ENCROACHMENT PERMIT
ARTHUR M. CORIPPO-DORA & STEPHENSON'
A memorandum from the City Attorney was read containing a draft of a
proposed encroachment permit which would allow Arthur M. Corippo to
encroach on the street right-of-way of Dora Street adjacent to his
dwelling at 530 West Stephenson Street. The encroachment permit was
approved by the Council as to form to be forwarded to Mr. Corippo for
his approval.

MENDOC INO DRIVE:
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:12 P.M.
On a motion by Councilman Smalley, seconded by Councilman Banker, it
was unanimously carried specifications be approved and the City Clerk be
authorized to call for bids for the paving of South Dora from Mill Street
to Mendocino Drive, bids to be opened at 2:00 P.M. August 14, 1962.
REPORT ON MEETING WITH
STATE FORESTRY OFFICIALS'
Mayor Wagner reported on a meeting with City and State Forestry
Officials in which each point of controversy between the State and
City lease agreement was gone over thoroughly. Mr. Fairbanks,
State Forestry representative, will handle the matter of the lease
agreement personally in Sacramento and will report to the City prior
to the next regular meeting of the Council.
The two remaining points in which differences cc,cur are the termination
clause in which Mr. Fairbanks felt that 6 months notice by the State
would be the best he could do, with no termination on the part of the
City; and the rental rate which he felt could be changed to quarterly
payments made in arrears by the State rather than annually in arrears.

On a mction by Councilman Buxton, seconded by Councilman Smalley, it
was unanimously carJi?.d the license fee be waived For the presentation
of a Chamber of Commerce sponsored circus to held at the Fairgrounds on
August 28th.

FEET OF CEMENT ASBESTOS PIPE:
Bids received for the purchase of 7,000 feet of 6" cement asbestos
pipe were as follows:

The Director of Public Works recommended the bid be awarded to Republic
Supply Company as a water line project is in progress using their pipe
whereas the Johns-Manville pipe would have to be adapted to finish the
job.
On a motion by Councilman Banker, seconded by Councilman Smalley, it
was unanimously carried the Republic Supply Company be awarded the bid
for the purchase of 7,000 feet of 6" cement asbestos pipe as recommended
by the Director of Public Works.
GLEN BURGER DRAINAGE
PROBLEM ON WAUGH LANE:
Mr. Glen Burger of Waugh Lane was recognized requesting the Council
correct the drainage problem adjacent to his property on Waugh Lane.
According to Mr. Burger the flooding condition in the winter and
mosquito problem in the summer has hurt him financially from the
standpoint of his rentals.
Mr. Burger was informed that some funds have been included in the
1962-63 budget toward correcting this problem and the property owners
in the area will be contacted in an attempt to ascertain the extent
they will cooperate toward financing the project. The Agricultural
Commission will be contacted for assistance in abating the mosquito
p rob 1 em.
REQUEST TO ABANDON THE PORTION
OF HORTENSE STREET NORTH OF NORTH
LINE OF SMITH STREET:
The Director of Public Works reviewed a letter from John E. Nelson
requesting the abandonment of all portions of Hortense street lying
north of the north line of Smith Street.
On a motion by Councilman Smalley, seconded by Councilman Banker, it
was unanimously carried the Director of Public Works be instructed to
investigate the request for abandonment of a portion of Hortense Street
by Mr. Nelson and submit his recommendation for Council consideration
at the regular meeting of August 22nd.
REPORT ON NORTH BAY DIVISION
LEAGUE OF CALIF. CITIES MEETING
HELD IN EUREKA:
Councilman Smalley reported that there are now 40 cities in the Nc, rth
Bay League with the inclusion of Dixon, who was taken in by request
at the Eureka meeting. He further reported that Ukiah has received the
bid to host the next meeting of the League to be held in January.
DIV. OF HOUSING TO ESTABLISH
OFFICE IN SANTA ROSA:
The Council was advised of receipt of a communication to the effect
that on August 1, 1962 the Division of Housing will establish a North
Coastal Area Office at Santa Rosa which will serve Mendocino County.

MAYOR WAGNER:
Mayor Wagner reported that the Board of Supervisors of Mendocino County
has passed a resolution supporting a 1¢ increase in gasoline tax for
road purposes.
ADJOURNMENT:
As there was no further regular business, Mayor Wagner declared the
meeting adjourned at 9'03 P.M. ?
