MINUTES OF THE MEETING OF THE COUNCIL OF TH~ CITY OF UKIAH
AUGUST 15.~ 1~62
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel
and Smalley present. Councilman Banker and Buxton were
absent.
APPROVAL OF WARRANTS
On a motion by Councilman Smalley, seconded by Councilman Runke],
it was unanimously carried General Warrants in the amount of
$48,441 .06 be approved and ordered paid.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman Smalley,
it was unanimously carried the minutes of August 8, 1962 be
approved as submitted by the Clerk.
APPROVAL OF REVISED MAP OF NOKOMIS
ACRES SUBDIVISION UNIT #2.'
On a motion by Councilman Smalley, seconded by Councilman
Runkel, it was unanimously carried revised map of Nokomis Acres
Subdivsion be approved and the Mayor and Clerk be authorized
to sign same.
CLAIMS - RALPH A. LEE AND
PATRI CIA SILVAS:
The claim of Ralph A. Lee, 1065 Lincoln, San Jose, Calif. for
ti re damage claimed to have occurred at Scott and State Streets
in the amount of $15.49 and a claim by Patricia Si lvas, P.O.
Box 143 Calpella, Calif. for medical expenses in the amount of
$35.50 for injuries claimed to have occurred from a sidewalk
fall on North State Street by the City Center Motel were
presented for Council consideration.
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:30 P.M.
On a motion by Councilman Smalley, seconded by Counci 1man
Runkel, it was unanimously carried the claims of Ralph A. Lee
and Patricia Silvas be denied and the City Attorney is instructed
to advise claimants claims are not considered the responsibility
of the city as accidents occurred on State property.
AGREEMENT FOR THE WIDENING OF
LOW GAP ROAD - PAUL E. DINSMORE:
On a motion by Councilman Buxton, seconded by Councilman
Smalley, it was' unanimously carried agreement wi th Paul E.
Dinsmore for the widening of Low Gap Road be approved and the
Mayor and Clerk be authorized to sign same.
STUDY SESSION RE PROPOSED
TRAFFIC ORDINANCE:
A study session regarding the proposed Traffic Ordinance will
be held Monday, August 27, 1962 at 7:30 P.M. in the City
Manager's office.
THELMA WILSON VS. PURITY STORES~. INC.:
The Council was advised that the case of Thelma Wilson vs.
Purity Stores, Inc. wi 11 be heard on Monday, August 20, 1962.
AWARD OF BID FOR PAVING SO. DORA FROM
MILL TO MEMDOCINO DRIVE - ABSCO PAVING:
On a motion by Councilman Smalley, seconded by Councilman Buxton,
it was unanimously carried Absco Paving, Inc. be awarded the bid
for paving South Dora from Mill to Mendocino Drive, the single
bid received for this work, in the amount of $7,730.00 and the
Mayor and Clerk be authorized to execute the contract for same.

COMMERCE EXTENDED: (1~)62-6~)
On a motion by Councilman Smalley, seconded by Councilman
Buxton, it was unanimously carried agreement wi th the Chamber
of Commerce be extended for one year (1962-63) and the Mayor
and Clerk be authorized to sign same.
DISCUSSION RE IMPROVEMENT OF
EAST PERKINS STREET AS A GAS
TAX PROJECT: (MAIN TO ORCHARD)
The Council was advised that $20,0OO in Gas Tax funds has not
been budgeted and it was proposed this amount be used for the
acquisition of right-of-way for the widening of the north side
of Perkins from Main Street East to Orchard Avenue as part of
a three year project.
A preliminary estimate submitted by the Director of Pub!lc
Works includes $50,O00 for right-of-way purchase and clearing
and approximately $25,000 for construction. It was noted that
a railroad crossing signal would have to be considered as a
separate project.

AGREEMENT WITH 12TH DISTRICT AGRICULTURAL
ASS'N. FOR POLICE PATROL- AUG. 22-27, 1~)62:
On a motion by Councilman Buxton,seconded by Councilman Smalley,
it was unanimously carried agreement with the 12th District
Agricultural Ass'n. be approved for police patrol during the
1962 Redwood Empire Fair and the Mayor and Clerk be authorized
to sign same.
JR. CHAMBER OF COMMERCE SAFETY
CHECK - AUGUST 2~;, 1~)62:
On a motion by Councilman Runkel, seconded by Councilman Smalley,
it was unanimously carried the Junior Chamber of Commerce request
to use Seminary Avenue between State and School Streets August
25, 1962 for a safety check in conjunction with their seat belt
clinic be approved subject to written consent by a. ffected

REVISED LEASE WITH THE DEPARTMENT OF
FINANCE FOR DIVISION OF FORESTRY USE
OF AIRPORT PROPERTY:
A revised lease wi th the Dept. of Finance for the Division of
Forestry use of Airport property was reviewed and the City
Attorney was instructed to prepare a resolution authorizing the
Mayor and Clerk to execute the necessary documents for present-
ation to the Council at the next regular meeting.

CITY EMPLOYEES' BARBECUE
AUGUST 29, 1~62:
A city-sponsored barbecue for all city employees and their
families will be held August 29th at the Municipal Park wi th
members of the Council acting as hosts for the affair. It
was agreed this should be an annual event.
COUNCILMAN RUNKEL:
Mr. Runkel inquired as to when work would commence on Main
Street and was informed the plans have not yet been approved
by the State and also additional work is required on the
utilities. It was estimated actual work would not commence
three weeks.

Mr. Runkel reported a complaint concerning early mo~ing noise
by crop dusting planes and it was suggested the complaint be
made to the individual who is an independent operator.
Mr. Runkel also reported the need for a sidewalk repair on
Perkins Street in the vicinity of the Kirby residence.
