SEPTEMBER 5, 1962
The City Council convened in regular session in the Council
Chambers at 8..OO P.M. wi th Mayor Wagner, Councilmen Runkel,
Banker and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES:
On a motion by Councilman Smalley, seconded by Councilman Runkel,
it was unanimously carried the minutes of August 22, 1962 be
approved as submitted by the Clerk.
APPROVAL OF WARRANTS
On a motion by Councilman Runkel, seconded by Smalley, it was
unanl-m-~O-~l~ carried Payroll Warrants for the period August 15
to 31, 1962 be approved and ordered paid in the amount of
$30,000.58.
On a motion by Councilman Smalley, seconded by Councilman Banker,
T-~-was unanimously carried General Warrants be approved and
ordered paid in the total amount of $2,036.28 as follows:

COST SERVICE CONTRACT - STATE
COOPERATIVE PERSONNEL SERVICES:
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:05 P~.M.
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried Cost Service Contract with State
Cooperative Personnel Services for the period of one year ending
June 30, 1963, be approved as summarized by the City Attorney,
and the Mayor and Clerk be authorized to sign same.
ZONE VARIANCE APPLICATION
NO. 63-4 - MAURICE COX:
Zone Variance Application No. 63-4 by Maurice Cox to move a
house located at 157 Thomas Street to property located at 1140
Beacon Way was reviewed along with accompanying plot plan and
minutes of the Planning Commission meeting of August 16, 1962
recommending the variance be granted.
On a motion by Councilman Banker, seconded by Councilman
Smalley it~was unanimously carried the City Attorney be instructed
to prepare a resolution for presentation at the next regular
meeting granting Variance Application No. 63-4.
The City Manager noted the building to be moved has been inspected

Zone Variance Application No. 63-5 by the Dominican Sisters of
Mission San Jose - The Albertinum to permit construction of a
six foot fence along front property lines of girls' playground
located at W. Church and Thompson Streets was reviewed along
with accompanying plot plan and the minutes of the meeting of the
Planning Commission of August 16, 1962, recommending the'variance
be granted.
On a motion by Councilman Buxton, seconded by Councilman Smalley,
it was unanimously carried the City Attorney be instructed to
prepare a resolution for presentation at the next regular meet-
ing granting Variance Application No. 63-5, subject to provision
by the Planning Commission that fence be constructed of chain-
link type material.

Zone Variance Application No. 63-6 by Norman T. & Jeanette
L. Beldon to permit expansion of existing trailer park at
778 S. State Street into certain adjacent R-1 zoned property
was reviewed along with accompanying plot plan and the
minutes of the Planning Commission meeting of August 16,
1962 recommending the variance be granted. Mr. & Mrs.
Beldon were present in the interest of their application.
On a motion by Councilman Buxton, seconded by Councilman
Smalley, i~ was unanimously carried the City Attorney be
instructed to prepare a resolution for presentation at the
next regular meeting granting Variance No. 63-6 subject to
the Planning Commission stipulation that 50 foot right-of-
way as shown on the plot plan be retained by the owners
for future street extension, and that 20 foot setback requir-
ment be ineffective until such time that street is developed.
AGREEMENT WITH STATE DIVISION OF
HIGHWAYS FOR CONSTRUCTION OF DRAINAGE
AND STREET FACILITIES AT STATE ST. & LOW GAP ROAD:
Agreement with the State Division of Highways for construct-
ion of drainage and street facilities at State Street and
Low Gap Road will be prepared in final form for presentation
at the next regular meeting.
PROPOSED CHANGE IN CONTRACT WI TH
SHELL OIL COMPANY FOR SUPPLYING
LIQUID PROPANE GAS:
The Council was advised that the Shell Oil Company bid for
liquid propane gas was accepted by the City on the basis of
delivery f.o.b. Ventura, however shipments have been made
from Bakersfield involving a higher product price and a lower
freight rate.
It was the City Manager's suggestion that an adjustment in
the contract be made to delivery f.o.b. Ukiah giving the City
a stable price in case of freight rate increases and that he
negotiate wi th Shell on this basis. It was also suggested
that at the same time a firm price be established for the life
of the contract regardless of the number of years involved,
since under the present agreement the price is firm only until
June 30, 1963.
A report will be made to the Council on the outcome of the
City Manager's negotiations with Shell Oil Company as out-
lined above.
REQUEST FOR ABANDONMENT OF A PORTION
OF HORTENSE STREET NORTH OF SMITH ST.:
The City Manager reported that a request for the abandonment
of a portion of Hortense Street North of Smith Street has been
referred to the Planning Commission for recommendation.
DISCUSSION MEETING RE TRAFFIC ORDINANCE:
September 24, 1962 was the tentative date scheduled for a
discussion meeting regarding the proposed traffic ordinance.
MAYOR WAGNER: The Mayor announced that he would be on vacation for
two weeks, a portion of which time he will be out of the State.
ADJOURNMENT: As there was no further regular business, Mayor Wagner
'o~ed the meeting adjourned at 9:07 P.M. after which the
Council reconvened in closed
