MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
OCTOBER 10, 1962
The City Council convened in regular session in the Council
Chambers at 8:OO P.M. wi th Mayor Wagner, Councilmen Runkel
and Smalley present. Councilman Buxton and Banker were absent.
APPROVAL OF MINUTES:
On a motion by Councilman Smalley, seconded by Councilman
Runkel', it-was unanimously carried the minutes of October 3,
1962 be approved as submitted by the Clerk.
LOW GAP ROAD COOPERATIVE AGREEMENT
NO. 3 -STATE DIV. OF HIGHWAYS:
Low Gap Road Cooperative Agreement No. 3, as submitted by the
State Division of Highways, was read by the City Attorney.
On a motion by Councilman Smalley, seconded by Councilman
R'unkel, it was unanimously carried Low Gap Road Cooperative
Agreement No. 3 be approved ~and the Mayor and Clerk are author-
ized to sign same.
RES. NO. 63-21 - FIXING GOLF COURSE FEES:
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8: 12 P.M.
On a motion by Councilman Smalley. seconded by Councilman Runkel,
it was unanimously carried Res.63 -21 be adopted and the Mayor
and Clerk be authorized to sign same "Resolution Fixing Golf
Course Fees".
DISCUSSION POSTPONED RE ABANDONMENT OF
HORTENSE ST. NORTH OF SMITH STREET:
The City Manager reported receiving a request that the dis-
cussion regarding abandonment of a portion of Hortense Street
north of Smith Street be postponed for two weeks.
REQUEST TO CALL FOR BIDS
FOR ONE PASSENGER CAR:
On a motion by Councilman Smalley, seconded by Councilman Buxton,
it was unanimously carried specifications be approved as out-
lined by the City Manager and the City Clerk be authorized to
call for bids for one passenger car, bids to be opened at 2:00
P.M. October 30, 1962, with tradein of one Chevrolet sedan.
VARIANCE APPLICATION #63-7
ARTHUR CORIPPO - 530 W. STEPHENSON:
On a motion ~ Councilman Runkel, seconded by Councilman Smalley,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting Variance No. 63-7 to Arthur Corippo
to permit construction of a 5 foot fence in sideyard at sidewalk
line on Dora Street, in compliance with plot plan presented with
the application and including standard variance provisions.
VARIANCE APPLICATION #63-8
MERLE BUTLER - 204 N. DORA:
The City Manager reviewed Variance Application #63-8 by Merle
Butler to construc~t a 7 foot fence adjacent to proposed swimming
pool at 204 N. Dora Street along with the Planning Commission
minutes of September 20, 1962 in which the Commission recommend-
ed the variance be granted.
On a motion by Councilman Runkel, seconded by Councilman Smalley,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting Variance #63-8 to Merle Butler to
construct a 7 foot fence as outlined in plan submitted and
including standard variance provisions.

ACTION POSTPONED ON AWARD
OF BID FOR PAVING ON MAIN
AND NORTON STREETS.-
The City Manager reported that a single bid was received
from Absco Paving, Inc. in the amount of $5,625.00 for
paving on Main and Norton Streets, and recommended no action
be taken on the bid at this meeting due to uncertain weather
cond i t ions.
REPORT ON PROPOSED PURCHASE
OF OFFICE BUILDING:
The Council was advised that a formal proposal was received
by the City for the sale of the Durable Plywood office
building for the amount of $10,000 with a 15 day deadline in
which to consider the offer. The City Manager recommended
no action be taken on the matter at this time due to uncert-
ain weather conditions.
DISCUSSION REGARDING
1961-62 AUDIT REPORT..
A memorandum from the City Manager dated October 10, 1962,
was reviewed setting forth corrective steps which have been
and will be taken in line with information received in the
1961-62 Audit Report.
LETTER OF SYMPATHY TO
CLEM MILLER FAMILY:
The Council concurred with the City Manager's suggestion
that a letter of sympathy be sent the family of Clem Miller.
SALES CONTRACT WI TH P.G. & E.:
The City Manager will present a report on the sales contract
for the purchase of P.G. & E. facilities at the next regular
meeting.
REQUEST BY ALEX THOMAS TO
CORRECT DRAINAGE PROBLEM:
The Council was advised of a request by Alex Thomas that the
City maintain a drainage channel on his property adjacent to
the sewage treatment plant. It is his claim that affluent
from the oxidation ponds causes a heavy growth of tules, etc,
in this ditch which in turn collects silt and prevents proper
drainage
According to the City Manager the City would have to rent
special equipment to clean the ditch at an estimated cost of
$300 to $500. It was agreed this matter be given further
study.
COUNCILMAN RUNKEL:
1. Mr. Runkel inquired if the drainage channels within the City
had been checked for debris and was informed that in many
instances where the City does not have easements work is not
permitted by the property owners.

The Council was informed that a meeting is scheduled with
Glen Burger to discuss theWaugh Lane drainage problem, to be
held Thursday, October llth.
Mr, Runkel suggested a larger car or station wagon should be
considered in the future for Fire Department use in trans-
porting accident victims.

MAYOR WAGNER:
Mayor Wagner complimented the Recreation Commission and the
Director on their Annual Report.
Mr. Wagner suggested review of the traffic ordinance be
completed in the near future and it was agreed that time be
devoted at the next regular meeting to complete the review.
The City Manager suggested the Council consider filling the
vacancy on the Planning Commission.
ADJOURNMENT:
As there was no further regular business, Mayor Wagner
declared the meeting adjourned at 9:20 P.M.
