HomeMy WebLinkAboutMin 11-07-62251 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 7, 1962 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel, Buxton, Banker and Smalley present. APPROVAL OF MINUTES: On a motion by Councilman Smalley, seconded by Councilman RUnkel, i't'was unanimously_ carried the minutes of the regular meeting of October 31, 1962 be approved as submitted by the Clerk. On a motion .by Councilman Buxton, seconded by Councilman Banker, it was unanimously carried the minutes of the adjourned meet- ing of November 2, 1962 be approved as corrected. APPROVAL OF WARRANTS: On a motion by Councilman Buxton, seconded by Councilman Banker, it was unanimously carried Payroll Warrants for the period October 15 to 31, 1962 be approved in the amount of $27,643.59 and ordered paid. U. S. COURT OF APPEALS- CITY V. C.A.B.: The City Attorney reported that the hearing in the Federal Court of the action of City v. C.A.B. will be heard December 3, 1962. MOTION OF PACIFIC AIR LINES, INC..FOR LEAVE TO SUBMIT STATEMENT~ AMICUS CURIAE: The City Attorney also reported receiving this date from Pacific Air Lines a Motion of Pacific Air Lines, Inc., for Leave to Submit Statement, Amicus Curiae, which has been ordered intro- duced by the Court. The Council was advised that the City Attorney will file an objection. AIRPORT ADMINISTRATION BUILDING: The City Manager reported receiving a letter from R. A. Johnson, Attorney for Durable Fir Lumber & Plywood Company, to the effect that the office building may be left on the premises at Calpella for an additional 90 day period beyond the 30 day limit previously established on the condition that City assumes full responsibility for policing and protection of said building for any period of time beyond the thirty day limit. The City Manager was authorized to obtain adequate insurance on the building. APPROVAL OF WARRANTS: On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried Special Warrants in the total amount of $10,705.20 be approved and ordered paid as follows: Durable Fir & Plywood Metropolitan Insurance Co. Winston Howe, Jr. Pet ty Cash $10,OOO.O0 464.97 175.O0 65.23 LOCATION OF AIRPORT ADMIN. BUILDING: A plot plan showing the proposed location of the Airport Administration Building was reviewed and approved by the Council. The building will be located on the top level adjacent to the Airport Manager's residence. Removal of the Manager's residence was discussed briefly, however, it was agreed no determination in this regard would be made at the present time. 252 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 7, ]962 - PAGE 2. BAIRD ADVERTISING AGENCY RE SIDEWALK REFUSE CONTAINERS: The City Manager reported receivi'ng a communication from the Baird Advertising Agency requesting renewal or extension of their agreement with the City for the maintenance of sidewalk refuse containers for the period of five years, to terminate December 31, 1968. In addition to paying for the emptying and maintenance of the cans they offer the City $10.00 per year. It was noted that some of the cans are in need of repair and refuse collection should be done twice weekly. The City Attorney was instructed to prepare an agreement with the Baird Advertising Agency under the terms outlined above. DRAINAGE PROBLEM - ALEX THOMAS: A letter dated November 6, 1962 from Alex R. Thomas was read requesting the Council take appropriate action to maintain the drainage ditch on his property adjacent to the sewage treatment plant every other year, commencing this year. On a motion by Councilman Banker, seconded by Councilman l~'unkel, it was carried by a 4-1 roll call vote the City Manager be instructed to write Mr. Thomas a letter infOrming him that the City will assume no responsibility for the cleaning and maintenance of any~ditch on his property. AYES: Councilmen Runkel, Banker, Smalley and Wagner. NOES; Councilman Buxton. ABSENT: None. LION'S CLUB OFFER TO CONSTRUCT SAND BOX AT THE MUNICIPAL PARK: The City Manager reported receiving a recommendation from the Recreation & Parks Commission that the Lion's Club offer to construct a sand box at the Municipal Park be accepted. The plan for the proposed construction was reviewed by the Council. On a motion by Councilman Banker, seconded by Councilman Runke i't~ was unanimously carried, the plan for construction of a sand box at the Municipal Park be approved as outlined. NEW RATES PROPOSED FOR RENTAL OF MUNICIPAL CLUBHOUSE: The Council was advised that the Recreation and Parks Commission has proposed new rates for the rental of the Municipal Clubhouse and the City Manager will place this matter on the agenda for the next regular meeting. DISCUSSION OF TRAFFIC ORDINANCE: It was agreed the Council will meet at 7:00 P M: prior to the next regular meeting Wednesday, November 14, i962, to continue discussion of the proposed traffic ordinance.
