MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
NOVEMBER 14, 1962
The City Council convened in regular session in the Council
Chambers at 8:OO P.M. wi th Mayor Wagner, Councilmen Runkel
and Smalley present. Councilmen Buxton and Banker were absent.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman Smalley,
it was' unariimously carried the minutes of November 7, 1962 be
approved as submitted by the Clerk.
CITY VS. C.A.B. (PACIFIC AIR LINESt INC.),,,,
The City Attorney reported receiving a communication from the
Civil Aeronautics Board giving notice that a pre-hearing con-
ference in the case of City v. C.A.B. will be held at 10..OO A.M.
November 26, 1962 in Washington, D. C.
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:05 P.M.
The Council concurred with the City Attorney's suggestion that
he request permission to submit a pre-hearing statement in lieu
of personal representation
CITY VS. 'LIBRARY BOARD (FONES):
The Council was advised that the City Attorney has received
the Court Order of Findings in the case of City v. Library Board
which discuss two aspects of the case:
1. Back salary of Mr. Fones. Back salary will be limited to
the period beginning June 19, 1959 and ending October 21, 1959
which would entitle Mr. Fones to back salary in the amount of
$1,398.00 less certain amounts previously paid him_ It would
appear the City would be required to pay $8 - 55 OO fOr the period
i nvo 1 ved.
2. Reinstatement. Reinstatement was requested by Mr. Fones and
the Court held that he would be entitled to reinstatement in
his position. The City Attorney will ask the Court to reconsider
this aspect of the case.
JR. CHAMBER OF COMMERCE REQUEST
FOR WAIVER OF LICENSE FEE FOR
PRESENTATION OF CIRCUS:
On a motion by Councilman Sma lley, seconded by Councilman Runkel,
it was unanimously carried the license fee be waived for the
presentation of a Junior Chamber of_Commerce sponsored circus
(James Bros. Circus) December 4, 1962, subject to clearance through
the Police Department.
DISCUSSION RE MUNICIPAL CLUBHOUSE FEES:
A memorandum from the City Manager was read setting forth changes
recommended for use of the Municipal Clubhouse. It was noted
that the fee of $15.OO would apply to anyone using the facility
for other than a City-sponsored purpose and is intended to
reimburse the City for special cleanup costs. It is proposed that
an additional $15.OO fee be charged for any occasion extending
beyond one day.
The Council declined taking action on the matter at this time
pending further investigation.
AIRPORT ADMINISTRATION BUILDING:
The City Manager reported that the contractor is in the process
of preparing for removal of the Airport Administration Building,
adequate insurance coverage has been obtained by the City and
the building probably will not be ready for occupancy for
approximately six weeks.
REQUEST FOR EQUIPMENT SHELTER-
UKIAH VALLEY FIRE PROT. DISTRICT:
The Council was advised of a request from the Ukiah Valley
Fire Protection District that an equipment shelter be
constructed at the rear of the Fire Department building.
As there are no budgeted funds for this project and as
future planning, including a survey of all fire department
facilities, may affect the use of this property, it was
the City Manager's recommendation no action 'be taken on the
District's request at this time.
EMPLOYEES' ASS'N. REQUEST
FOR ASIAN FLU SHOTS:
On a motion by Councilman Buxton, seconded by Councilman
Smalley~ i~ was Unani'mously carried the City Employees'
Ass'n. request t~hat the City pay the cost of serum for Asian
Flu shots be denied.
APPROVAL OF WARRANT:
On a mot ion by Councilman Runkel, seconded by Councilman
Buxton, i twas unanimously carried General Warrant payable
to the State Retirement System in the amount of $4,292.03
be approved and ordered paid.
COUNCILMAN BUXTON:
Councilman Buxton inquired as to progress on the Main Street
widening project and it was reported that paving is being
held up due to removal of several poles by Pacific Tel. & Tel.
Company.
COUNCILMAN SMALLEY:
Councilman Smalley reminded the Council of the North Bay
Division Lea~lue of Calif. Cities meeting to be held in Ukiah
on January 26, 1962 and noted that letters of invitation have
been mailed to member cities reminding them of the event.
ADJOURNMENT:
As there was no furtherregular business, Mayor Wagner declared
the meeting adjourned at 9:00 P.M. after which the Council re-
convened Lo continue review and discussion of the proposed
zoning ordinance.
