HomeMy WebLinkAboutMin 11-21-62255 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH NOVEMBER 21, 1962 The-City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel, Buxton, Banker and Smalley present. APPROVAL OF MINUTES:- On a motion by Councilman Runkel, seconded by Councilman Buxton, it was unanimously carried .the minutes of November 14, 1962 be approved as submitted by the Clerk. APPROVAL OF WARRANTS: On a motion by Councilman Buxton, seconded by Councilman Ru'nkel, i't was unanimously carried General Warrants in the amount of $64,050.40 be approved and ordered paid. On a motion by Councilman Buxton, seconded by Councilman 8anker~ ....it was unanimously carried Payroll Warrants for the period November 1 to 15, 1962 be approved in the amount of $28,249.32 and ordered paid. PRESENTATION OF AAA PEDESTRIAN SAFETY AWARD: Mayor Wagner accepted on behalf of the Council a plaque from AAA as a commendation for no pedestrian fatalities during the 1961 year. REPORT ON C.A.B. HEARING RE PACIFIC AIR LINES~ INC.: The City Attorney reported that he has conversed by tele- phone with the C.A.B. Examiner in Washington, D. C. scheduled to handle the C.A.B. hearing re Pacific Air Lines. It was the Examiner's opinion that lack of City representation at the pre-hearin9 conference scheduled in Washington on December 3, 1962 would be taken as indicative of lack of interest on the part of the City, particularly since it was the City who brought up and was pushing the matter. He thought it possible to continue the pre-hearing conference to December 14, 1962 as suggested by the City Attorney and further stated that the hearing could be held i.n Ukiah approximately 30 days from the date of the pre-hearing conference.. On a mot ion by Councilman Banker, seconded by Councilman smalley, it was unanimously carried the City Manager meet with the Mendocino County Board of Supervisors in an effort to seek their aid in presentation of the City Attorney at the pre-hearing conference scheduled in Washington, D. C. RES. NO. 63-28 RECOGNIZING LEAGUE OF CALIF. CITIES AS A NATIONALLY RECOGNIZED ORGANIZATION DEVOTED TO THE STUDY OF LOCAL MUNICIPAL GOVT. AND APPROVING 1960 ED. OF THE UNIFORM TRAFFIC ORD. FOR CALIF. CITIES: On a motion .by Councilman Banker, seconded by Councilman Smalley, it was unanimously carried Res. No. 63-28 be adopted as read by the City-Attorney and the Mayor and Clerk be authorized to sign same "Recognizing the League of Calif. Cities as a Nationally Recognized Organization Devoted to the Study of Local Municipal Govt. and Approving the 1960 Ed. of the Uniform Traffic Ord.for Calif. Cities adopted and Published by the League of Calif. Cities". ORD. #553 INTRODUCED "ADOPTING BY REFERENCE CH. 1 OF DIV. 8, UNIFORM TRAFFIC ORDINANCE, 1960 EDITION:', Ordinance #553 was introduced by Councilman Banker "An Ordinance Adopting by Reference in Code Form as Chapter I of Div. 8, Ukiah City Code the Uniform Traffic Ordinance, 1960 Ed., Published by the League of Calif. Cities as Modified Herein, Providing for Penalties for the Violation Thereof, and Repeal- ing Ordinance No. 506 and all Conflicting Ordinances". ORD. #554 INTRODUCED "CODIFYING AND ADOPTING BY REFERENCE ORDINANCES TO BE INCLUDED IN DIVISION 8 OF THE UK.IAH CITY CODE:" Ordinance #554 was introduced by Councilman Buxton, "An Ordinance Codifying and Adopting by Reference the Follow- ing Ordinances and Portions of Ordinances, Together With Such Amendments Thereto as are Hereinafter Specified, in Code Form to be Included in Div. 8 of the Ukiah City Code: Ord. No. 388 Relating to Parking Meter Zones as Amended by Ord. No. 524 and by Sec. 2 of This Ordinance; Ordinance No. 496 Relating to Off-Street Parking; Ord. No. 468 Relating to Parking Meter Permits; Ord. No. 542 Relating to Bicycles, Herein Renumbered as Chapter 5; Enacting Certain New Provisions in Div. 8 of the Ukiah City Code Consisting of Chapter 6 Entitled "Angle Parking"; and Repealing Portions of Ordinances Adopted by Reference and Not Included Herein". The reading of Ordinances No. 553 and 554 was waived pending approval by the State Division of Highways, Depart- ment of Public Works. SALES TAX RECEIPTS: The City Manager reported that sales tax receipts for the 1st quarter of the current year exceed last year by 15%, preliminary payment for the 2nd quarter was 3% ahead, averaging an increase of 9% over last year's receipts for the same period. PUBLIC HEAR lNG SCHEDULED ON ORD. #552 "ZONING ORDINANCE": Res. No. 63-1 of the Planning Commission was read by the City Manager recommending the adoption of Ord. #552, pro- .posed Zoning Ordinance. On a motion by Councilman smalley, seconded by Councilman Buxton, it was unanimously carried the City Clerk be directed to cause the necessary legal publication to be made scheduling public hearing on Ord. #552 (proposed Zoning Ordinance) to be held December 12, 1962 at ~:00 P.M. or as soon thereafter as same may be heard. "Adoption of Div. 9 "Planning and Development" of Ukiah City Code; Enactment of Ch. 2 of Div. 9 Entitled "Zoning"; Repealer of Ordinances Nos.~ 536, 526, 523, 505' 493, 449, 434, 429 and All Conflict ing Ordinances". UKIAH MINISTERIAL ASS'N. ANNUAL CHRISTMAS PILGRIMAGE: (Dec. 2, 1962) On a motion by Councilman Banker, seconded by Councilman Smalley, it was unanimously carried the Ukiah Ministerial Ass'n. be granted permission to conduct their annual pilgrimage from the Saviggs Bank parking lot to Seminary Avenue on December 2' 1962 with proper clearance through the Police Department. PROPOSED FIRE DEPT. RULES & REGULATIONS: Consideration of proposed Fire Dept. Rules & Regulations will be scheduled on the agenda for the next regular meeting in order that the Council may give the matter further study. RECOGNI~TION OF EMPLOYEES PARTICIP. ATING IN FORMAL EDUCATIONAL PROGRAMS: On a motion by Councilman Banker, seconded by Councilman Sm'alley, it was unanimously carried the City Manager be authorized to write a letter of commendation to each of the City employees participating in formal educational programs. 257 AIRPORT ADMINISTRATION BUILDING: The City Manager reported meeting with the Airport Commission to discuss location and use of the Airport Administration Building. The building will be located as originally proposed, however remodeling will not be done until the need is es tablished. ALEX THOMAS DRAINAGE PROBLEM: On a motion by Councilman Smalley, seconded by Councilman Buxton, it~ was unanimously carried the City Manager be instructed to contact Alex Thomas regarding the drainage problem on his property adjacent to the Sewage Treatment Plant for the purpose of discussing pertinent information received since the matter last came before the Council. COUNCILMAN RUNKEL: Councilman Runkel remarked on the progress being made on the Waugh Lane drainage project. COUNCI LMAN SMALLEY: Councilman Smalley reported that tree lights on Seminary Avenue should be checked as they have been illuminated on frequent occasions prior to the annual Christmas ceremony. ADJOURNMENT: As there was no further regular business, Mayor Wagner declared the regular meeting adjourned at 9:25 P.M. ATTEST: CITY CLERK
