DECEMBER 12~ 1962
The City Council convened in regular session in the Council Chambers
at 8'00 P.M. with Mayor Wagner, Councilmen Buxton, Banker and Smalley
present. Councilman Runkel was absent.
APPROVAL Of MINUTES:
On a motion by Councilman Smalley, seconded by Councilman Banker, it
was unanimously carried the minutes of December 5, 1962 be approved
as submitted by the Clerk.
COUNCILMAN RUNKEL ARRIVED AT THIS POINT IN THE MEETING - 8:02 P.M.
PUBLIC HEARING RE ZONING
ORDINANCE POSTPONED'
The City Manager reported, that based on the fact that several changes
have to be made on the zoning map, it has been referred back to the
Planning Commission and recommended the public hearing be postponed
indefini rely.
On a motion by Councilman Banker, seconded by Councilman Smalley, it
was unanimously carried the public hearing scheduled for this meeting
be postponed indefinitely due to the need for further technical revisions
by the Planning Commission and the zoning map and zoning ordinance are
hereby directed to the Planning Commission for further study.
RES. #63-30 APPOINTING MEMBER TO
PLANNING COMMISSION - GEORGE FIRMAN'
On a motion by Councilman Banker, seconded by Councilman Buxton, it
was unanimously carried Res. #63-30 be adopted and the Mayor and Clerk
be authorized to sign same "Resolution Appointing Member to the
Planning Commission','; appointing George Firman to fill the unexpired
term of Mr. Harold Nee which expires June 30, 1965.
REPORT ON WESTERN UNION CO. APPLICATION
TO P.U.C. FOR RATE ADJUSTMENTS'
The City Attorney reported that the-essence of the Western Union Co.
application to P.U.C. for rate adjustments is to request authority
to reduce rather than eliminate the tie line messenger discount
which has been accorded certain customers. No action is required,
according to the City Attorney, as this application has no affect on the
City of Ukiah.
PROPOSED TRAFFIC ORDINANCE:
~ORD. #553 and #554)
The Council was advised that the proposed traffic ordinance was sent
to the State Division of Highways and returned with minor revisions
which were read by the City Attorney and have been incorporated into
Ordinances #553 and #554.
PRE-HEARING CONFERENCE
WASHINGTON, D. C.'
The City Attorney reported that he will leave December 13th for
Washington D.C. for the purpose of attending the pre-hearing conference
in connection with the City's/ C.A.B. (Pacific Airlines, Inc.).

On a motion by Councilman Runkel, seconded by Councilman Buxton, it
was unanimously carried special warrants be approved in the amount
of $743.00 and ordered paid:

RES. #63-27 ADOPT. BY REFERENCE AS SECTION
V. OF ART. XI OF THE PERSONNEL POI.ICIES, THE
FIRE DEPT. RULES AND REGUI.ATIONS'
On a motion by Councilman Banker, seconded by Councilman Wagner, it was
unanimously carried Res. #63-27 be adopted as read by the City Manager, and the
Mayor and Clerk be authorized to sign same "Resolution Adopting by
Reference as Section V of Article XI of the Personnel Policies, the
Fire Department Rules and Regulations."
MEETING WITH PACIFIC FIRE RATING BUREAU:
The City Manager reported that he and Chief A1 Bechtol will attend a
meeting of the Pacific Fire Rating Bureau in San Francisco on Monday,
December 17th.
LETTER FROM THE MAYOR'S SAFETY COMMITTEE:
A letter from J. A. Reid, Chairman of the Mayor's Safety Committee
was read commending the Junior Chamber of Commerce for its driving
safety programs.
On a motion by Councilman Runkel, seconded by Councilman Buxton, it
was unanimously carried the City Manager. direct a letter of commenda-
tion to the Junior Chamber of Commerce commending the group on
its very worthwhile efforts in sponsoring driving safety programs.
ADJOURNMENT-
As there was no further regular b. usiness, Mayor Wagner declared the
meeting adjourned at 8'.45 .P.M.
