DECEMBER 19, 1962
The City Council convened in regular session in the Council
Chambers at 8:O0 P.M. wi th Mayor Wagner, Councilmen Runkel,
Buxton, Banker and Smalley present.
APPROVAL OF MINUTES:
On a motion by Councilman Smalley, seconded by Councilman
Run'kel', i l~'"was unanimously carried the minutes of December
12, 1962 be approved as corrected.
APPROVAL OF WARRANTS:
On a motion by Councilman Runkel, seconded by Councilman
B'a"nker, it was unanimously carried Payroll Warrants for the
period December 1 to 15, 1962 be approved in the amount of
$27,858.67 and ordered paid.
On a motion by Councilman Buxton, seconded by Councilman
Smalley, it was unanimously carried general warrants in the
amount of $75,584.69 be approved and ordered paid.
REPORT ON PRE-HEARING CONFERENCE
IN WASHINGTON, D.C. (C.A.B.)
The main topics of discussion at the pre-hearing conference
held in Washington, D.C. on December 14 in connection with
the City's application to C.A.B., were issues to be raised
in the forthcoming three day hearing scheduled to beheld in
Ukiah February 26th, according to the City Attorney.
The fact that this matter came up on the docket so soon is
unusual and will require concentrated efforts by the City
Attorney to prepare the City's presentation at the hearing.
AWARD OF BID FOR LIABILITY
AND FLEET INSURANCE:
The Council was advised that a single bid was received from
Albertson Insurance Agency for liability and fleet insurance
in the amount of $17, 101.OO premium for the period January 1,
1963 to January 1, 1964 through the London & Lancashire Ins.
Company. The premium for Excess Limits up to $1,OOO,OOO
single limits Bodily Injury and Property Damage is $4,199.OO,
through Continental Casualty Company. Total combined premiums
is $21,3OO.OO.
On a motion by Councilman Banker, seconded by Councilman Buxton,
it was unanimously carried the bid for liability and fleet,
B.I. & P.D. insurance be awarded to Albertson Insurance Agency
for the period January 1, 1963 to January 1, 1964 in the total
premium amount of $21,3OO.O0 as outlined above.
AWARD OF BIDS FOR PETROLEUM
PRODUCTS - 1963:
Tabulation of bids received for 1963 petroleum products re-
quirements were reviewed with the City Manager recommending
award to the following:
Ethyl Gasoline Texaco Co. .2031
Regular Gasoline " .2395
Motor Oil Richfield Oil .5185
Gear Oil Union Oil .1235
Diesel Fuel Pioneer Co. .14
On a motion by Councilman Runkel, seconded by Councilman
Smalley, 'i't was unanimously carried bids for 1963 petroleum
products requirements be awarded as recommended by the City
Manager and outlined above.

The Council was advised of a meeting held Monday, December
17th with officials of the Pacific Fire Rating Bureau in
San Francisco which may result in reclassification of the
City of Ukiah within one year.
The Council approved preparation of application for Federal
funds under the Public Works Acceleration Program to possibly
finance fire department capital expenses to meet the require-
ments for a lower fire rating.
SIGN DESIGNATING GIORNO PARK:
The City Manager expressed in behalf of Mr. Giorno,his
sincere appreciation for the new sign designating Giorno
Park.
COUNCILMAN RUNKEL:
Mr. Runkel inquired as to the cause for complaints of voltage
.problems in the Orchard Villag. e area and was informed that
tests are being run to determine if reports of high voltage
are justified.
In reply to Mr. Runkel's suggestion that meters be hooded
over the Christmas season, the City Manager informed the
Council that ordinance does not permit it and the merchants
prefer parking control.
Mr. Runkel also suggested that when hidden valves are uncovered
by the Public Works Dept. they be reported to the Fire Depart-
ment.
COUNCILMAN BANKER:
Councilman Banker inquired if there were any further develop-
ments regarding moving the airport administration building
and was informed the project is at a standstill, however, the
site at the airport is being prepared. He suggested the City
Manager, remind the County of its obligation to clean the ditch
on Waugh Lane.
COUNCILMAN SMALLEY:
Councilman Smalley questioned if the curb in front of the Post
Office is the City's reponsibility and the City Engineer
reported that he has discussed the matter w!th the Postmaster
and at present there are no funds for extensive repair.
Mr. Smalley also inquired if the Firemen intend to hold their
annual dance on New Year's Eve and was informed the date has
been changed to March.
EMPLOYEE HOLIDAYS:
As a matter of information, the City Manager reported that
the City is following the opinion of the League of Calif. Cities
which establishes December 31 as a legal holiday. December 24
is not a legal holiday and will not be observed as such.
