JANUARY 2, 1963
The City Council convened in regular session in the Council
Chambers at 8:OO P.M. wi th Mayor Wagner, Councilmen
Runkel, Buxton and Banker present. Councilman Smalley was
absent.
APPROVAL OF MINUTES :
On a motion by Councilman Runkel, seconded by Councilman
Buxton, it' was unanimously carried the minutes of December
19, 1962 be approved as submitted by the Clerk.
AGREEMENT Wl TH COUNTY OF
MENDOCINO FOR 'PRISONER MEALS:
COUNCILMAN SMALLEY ARRIVED AT THIS POINT IN THE MEETING-8:O2 P.M.
A proposed agreement with the County of Mendocino to provide
meals for City prisoners was read by the City Attorney with
a recommendation that if approved the agreement become
effective January 1, 1963 for a period of two years.
On a motion by Councilman Banker, seconded by Councilman
Smalley, it was unanimously carried agreement with the
County of Mendocino to provide meals for City prisoners and
to provide maintenance for female City prisoners for the
period beginning January 1, 1963 to December 31, 1965 be
approved and the Mayor and Cterk be authorized to sign same.
REPORT ON PROPOSED TRAFFIC ORDINANCE:
The City Attorney reported that changes made in the proposed
Traffic Ordinance have been approved by the Division of
Highways in Eureka and have been forwarded to Sacramento for
approval.
APPLICATION FOR VARIANCE #63-11
DONALD E. RONES, 875 GROVE AVE:
Zone Variance Application #63-11 by Donald E. Rones, 875
Grove Avenue to permit construction of a carport to come
within 12 feet of curb line and to construct a 7 foot fence
12 feet from curb line to protect swimming pool and permit
use of land, was reviewed by the City Manager. The plot plan
was also reviewed along with the minutes of the Planning Commission
meeting of December 21, 1962 recommending the variance be
granted.
Don Rones was present on behalf of the application and there
were no written or verbal protests to the granting of the
var iance.
On a motion by Councilman Runkel, seconded by Councilman
Buxton, it~ was carried by a 4-1 roll call vote the City
Attorney be instructed to prepare a resolution granting
Variance #63-11 to Donald E. Rones as recommended by the
Planning Commission.
AYES: Councilmen Runkel, Buxton, Smalley and Wagner.
NOES: Councilman Banker.
ABSENT: None.
APPLICATION FOR VARIANCE #63-12
ERNEST L. BARTOLOMEI, 901 W. STANDLEY:
Zone Variance Application #63-12 by Ernest L. Bartolomei,
901W. Standley St. to permit conversion of a garage into a
dance studio~ was reviewed by the City Manager. The plot
plan, accompanying evidence consisting of a petition contain-
ing eight signatures expressing approval to the use, and
minutes of the Planning Commission Meeting of December 21,
1962 recommending granting of the variance, were reviewed
by the Council.

Mr. and Mrs. Bartolomei were present on behalf of their
application and there were no written or verbal protests
to the granting of the variance.
On a motion by Councilman Runkel, seconded by Councilman
B'uxton, it was carried bY a 3 to 2 roll call vote the City
Attorney be instructed to prepare a resolution granting
Variance #63-12 to Ernest L. Bartolomei as recommended
by the Planning Commission, subject to inspections by the
Fire Chief and Building Inspector, the conditions of the
application, and to the provision that items of merchandise
may not be sold on the premises.
AYES: Councilmen Runkel, Buxton and Wagner.
NOES: Councilman Banker and Smalley.
ABSENT: None.
AIRPORT ADMINISTRATION BUILDING:
The Council was advised that the final step in moving the
Airport Administration Building to its location will be
made on Thursday, January 3rd.
F.A.A. COMMUNICATION REGARDING
PROPOSED DISCONTINUANCE OF "J"
FACILITIES (LOW FREQUENCY RADIO)_.:
The Council concurred with the City Manager's recommendation
that F.A.A. be advised that "J" facilities or low frequency
radio equipment is being used by local aircraft dependent on
receiving weather reports on the low frequency range to the
extent it is deemed inadvisable to discontinue its use.
Further, that elimination of this facility at this time may
distort the situation for the purposes of the pending proceed-
ing before C.A.B.
APPROVAL OF WARRANT:
On a motion by Councilman Buxton, seconded by Councilman
Smaliey,-i~ was unanimously carried g. eneral warrant #4182
payable to the Public Service Dept. in the amount of $1,896.15
be approved and ordered paid.
COUNCILMAN RUNKEL:
Mr. Runkel inquired if the foundation has been built for the
airport administration building and was informed that it has
not. The ground has been excavated and some block work will
be requ i red.
