HomeMy WebLinkAboutMin 01-16-63271 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 16, 1963 The City Council convened in regular session in the Council Chambers at 8:00 P.M. wi th Councilmen Runkel,~ Banker and Sma lley present. Mayor Wagner and Councilman Buxton were absent. Councilman Runkel was Acting Mayor. APPROVAL OF MINUTES: On a motion by Councilman Banker, seconded by Councilman Smalle. y, it was unanimously carried the minutes of January 9, 1963 be approved as corrected. MAYOR WAGNER ARRIVED AT THIS POINT IN THE MEETING - 8:03 P.M. APPROVAL OF WARRANTS: On a motion by Councilman Banker, seconded by Councilman Smalley, i~ was unanimously carried general warrants in the amount of $68,844.08 be approved and ordered paid. PROCLAMATION OF JUNIOR CHAMBER OF COMMERCE WEEK- Jan. 20-26, 1963: Mayor Wagner proclaimed the week of January 20 to 26, 1963 "Junior Chamber of Commerce Week". REPORT ON PROGRESS OF PREPARATION FOR C.A.B. HEARING: The City Attorney reported that material is in the process of being assembled for the hearing before the Civil Aero- nautics Board to be held in the Council Chambers February 26th. Sister cities and County Boards have been contacted and have indicated favorable consideration to intervention in the proceedings. COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:15 P.M. In addition to local support, the State Division of Aeronaut- ics has been contacted and the City Manager and City Attorney will meet with this Board on Monday, January 21 to explain the City's position with the hope it will also see fit to support us in the proceedings. REQUEST TO CALL FOR BIDS FOR 4 REPLACEMENT POLICE CARS: On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried the Clerk be authorized to call for bids, as per specifications submitted by the City Manager, for 4 replacement police cars, bids to be opened at 2:00 P.M. February 5, 1963. REQUEST TO CALL FOR BIDS FOR REPLACEMENT BACK HOE ATTACHMENT: Action was deferred on request to call for bids for replace- ment back hoe attachment for Ford tractor. REPORT ON AIRPORT LAND USE MEETING - FRESNO: The City Manager reported attending a meeting in Fresno on January 9th and 10th, presented by the University of California on Airport Management and Development and covering the follow- ing topics: 1. The legal aspects of the program and what can be done under existing laws. 272 2. Methods under which airport development can be financed. 3. Development of airports with private land and money vs. development by city land and money. 4. Methods of taxation. NOR TH BAY DIVISION LEAGUE OF CALIF. CITIES MEETING-JAN. 26: Members of the Council were reminded of the League of Calif. Cities meeting to be held in Ukiah, Saturday, January 26th, and they concurred with the City Manager's suggestion that City employees be invited as guests on this occasion. CITY EMPLOYEES' CREDIT UNION ANNUAL MEETING - JAN. 18th: The Council was also reminded of the City Employees' Credit Union Annual Meeting to be held at the Municipal Clubhouse Friday, January 18th. COUNCILMAN BANKER: Mr. Banker suggested that, inasmuch as the Talmage Road intersection will become increasingly busy because Talmage Road will be a main thoroughfare from the freeway, the City request the State conduct a survey to determine the feasi- bility of installing a signal at this location. The Council was in unanimous agreement that this matter be pursued by the City Manager and Director of Public Works. COUNCILMAN RUNKEL: Mr. Runkel inquired if any progress had been made in correct- ing the traffic hazard at the Spring and Smith Street inter- section. The Director of Public Works reported that due to the effect of cold weather on the traffic counters he has not been able to run a count at this intersection. He also inquired when paving is scheduled for Main Street and the Director of Public Works reported work will begin in a day or so. COUNCILMAN SMALLEY: Mr. Smalley inquired as to progress regarding the purchase of P.G.& E. facilities and the City Manager reported a meeting is scheduled in San Francisco in the very near future. He also inquired if a report on sales tax receipts had been received recently and was informed that a report would not be received for another month. ADJOURNMENT: As there was no further regular business, Mayor Wagner declared the meeting adjourned ATTEST: CLERK
