MINUTES OF THE MEETING OF TH£ COUNCIL OF THE CITY OF UKIAH
FEBRUARY 13, 1963
The City Council convened in regular session in the Council
Chambers at 8-.00 P.M. wi th Mayor Wagner, Councilmen Runkel,
Banker and Smalley present. Councilman Buxton and City Manager
Cash were absent. A. S. Kruth was Acting City Manager.
APPROVAL OF MINUTES:
On a mot ion by Councilman Runkel, seconded by Councilman Smal ley,
it was unanimously carried the minutes of February 6, 1963 be
approved as submitted by the Clerk.
OBSERVANCE OF BOY SCOUT WEEK:
Mayor Wagner extended a welcome to Boy Scouts present and
Scouts acting as counterparts to City officials conducted a
short business session.
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:20 P.M.
RESOLUTION SUPPORTING COUNTY REAPPORTIONMENT
OF SUPERVISORIAL DISTRICTS:
The Council was advised that when the case of Griffin v. Board
of Supervisors of the County of Monterey comes before the
Supreme Court, cities in support of reapportionment of super-
visorial districts may file a joint amicus curiae brief. The
Council directed the City Attorney to prepare a resolution in
support of reapportionment of supervisorial districts.
MID-YEAR BUDGET ADJUSTMENT:
Copies of a memorandum from the City Manager were distributed
for Council review outlining a revision of the Electric Fund
Budget necessitated by the delay in the purchase of P.G. & E.
facilities within the City. A recommendation relative to other
funds, brought about by required unbudgeted expenditures, was
contained in the memo.
This matter will be disucssed in further detail at the next
regular meeting.
NOTICE OF COMPLETION - PAVING
OF MAIN AND NORTON STREETS:
On a motion by Councilman Sma lley, seconded by Councilman Runkel,
it was unanimously carried the paving work on Main and Norton
Streets by Cloverdale Readymix be accepted as complete and the
Clerk be authorized to file the necessary Notice of Completion
on same.
DRAINAGE CHANNEL IMPROVEMENT-
GEORGE CARMICHAEL PROPERTY:
A proposal by George Carmichael to grant and dedicate a drainage
easement to the City in exchange for improvement to the channel
north of his property was outlined by the Director of Public
Works. It was further noted that the owner of the new S. Oak
Street apartments' has offered to contribute $250.00 toward the
improvement of the ditch. The estimated cost of piping the
ditch is between $2,000and $2,500.
The Director of Public Works was authorized to prepare an agree-
ment for grant and dedication of a drainage easement by George
Carmichael for presentation at the next regular meeting.

ANNUAL POLICE DEPARTMENT REPORT:
Copies of the Annual Police Department Report were distributed
to members of the Council.
ADJOURNMENT:
As there was no further regular business, Mayor Wagner
declared the meeting adjourned at 9:06 P.M.
