MINUTES OF THE MEETING OF THE COUNCIL OF THE -CITY OF UKIAH
FEBRUARY 20, 1963
The City Council convened in regular session in the Council
Chambers at 8:00 P.M.. with Mayor Wagner, Councilmen Runkel,
Banker and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES:
On a motion by Councilman Banker, seconded by Councilman
Smalley, it was unanimously carried the minutes of February 13,
1963 be approved as submitted by the Clerk.
APPROVAL OF WARRANTS:
On a mot ion by Councilman Banker, seconded by Councilman Runkel,
it was unanimously carried Payroll Warrants for the period
February 1 to 15, 1963 be approved and ordered paid in the
amount of $27,600.04.
On a motion by Councilman Smalley, seconded by Councilman Banker,
it was unanimously carried General Warrants in the amount of
$77,442.95 be approved and ordered paid..
RES. 63-38 URGING REAPPORTIONMENT OF SUPERVISORIAL
DISTRICT TO EQUALIZE POPULATION AND AUTHORIZING
SUPPORT OF PETITIONER'S POSITION IN MONTEREY CASE:
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:05 P.M.
On a motion by Councilman Banker, seconded by Council.man Smalley,
it was unanimously carried Resolution No. 63.-38 be adopted as
read and the Mayor and Clerk be authorized to sign same "Resolut-
ion Urging Reapportionment of Supervisorial District to Equalize
Population and Authorizing Support of Petitioner's Position in
Monterey Case".
PROGRESS REPORT ON C.A.B. HEARING
(PACIFIC AIR LINES~ INC.)
The City Attorney reported that the direct exhibits of the City
of Ukiah have been filed in the C.A.B. case and he is now in
the process of preparing rebuttal exhibits which are due March 4th.
REQUEST TO CALL FOR BIDS FOR
SALVAGE MATERIAL - OLD SEWAGE
TREATMENT PLANT:
On a motion by Councilman Smalley, seconded by Councilman Runkel,
it was unanimously carried the Clerk be authorized to call for
bids for salvage material at the old sewage treatment plant,
bids to be opened at 2:00 P.M. March 11, 1963.
DISCUSSION RE BUDGET REVISION:
The City Manager reviewed a proposed budget adjustment as outlined
in his memorandum of February 11, 1963 brought about mainly by the
delay in the purchase of P.G. & E. facilities. The City Attorney
was directed to prepare a resolution authorizing the adjustment
as outlined for presentation at the next regular meeting.
SALES TAX RECEIPTS:
The City Manager reported receipt of sales tax to date of
$152,O33.OO. For the same period last year tax was received in
the amount of $139,401.OO. If the tax receipts continue to
increase at the same rate for the balance of the year it appears
they will exceed the anticipated budgeted amount by between
$18,OOO and $20,OOO.
REPORT ON CITY MGR. SPRING CONFERENCE:
The Council was advised that one of the main topice of
discussion at the recent City Manager's Conference held at
Monterey was the Collier Bill, S.B.~ 3.44 to provide additional
revenue for financing street .and road deficiencies. The
League has requested each city familiarize itself with this
legislation toward taking formal action on the matter as it
will require a substantial amount of support.
DISCUSSION OF RENTAL RATES
AIRPORT ADMIN. BUILDING:
The City Manager submitted a recommendation outlining several
possible methods by which rental rates may be established on
the Airport Administration Building in order to amortize the
cost of the building over a reasonable period of time.
It was agreed by the Council that the ~information submitted
by the City Manager establishes a reasonable basis on which
to negotiate with prospective lessees and it was specifically
a~reed there should be a minor premium for offices facing the
atrport runways.
in discussing construction of a stairway to the new building it
was agreed that steps longer than 8'6" as proposed would be
desirable, preferably approximately 16' in width.
~COUNCILMAN RUNKEL:
1. Mr. Runkel inquired as to the current status of the traffic
ordinance ~and was informed by the City Attorney that the Police
Department has completed a survey of green zones on State
Street, as recommended by the State Div. of Highways. and
concurs with the suggestion that most of them be eliminated.
A report will be submitted by the City Attorney in the very
near future.
2. Mr. Runkel inquired if the City ha~ ~an ordinance governing
safety of public swimming pools and was informed by the City
Attorney that this would be covered by State Law and not
controlled by the City.
COUNCILMAN BUXTON:
1. Mr. Buxton inquired as to the enforcement of parking reserved
for County Officials on the West side of the Court House and
was informed that enforcement is handled by the County.
COUNCILMAN BANKER:
1. Mr. Banker inquired if new office zoning on Dora Street would
include general conditions presently required under the variance
proceedure, particularly parking requirements, and was informed
that it would.
ADJOURNMENT:
