MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
MARCH 6, 1963
The City Council convened in regular session in the Council
Chambers at 8:OO P.M. wi th Mayor Wagner, Councilmen Runkel,
Banker and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman Banker,
it was unanimously carried the minutes of February 27, 1963 be
approved as submitted by the Clerk.
APPROVAL OF WARRANTS:
On a mot ion "by Councilman Runkel, seconded by Councilman
Smalley, i"~ was unanimously carried Payroll Warrants for the
period February 15 to 28, 1963 be approved in the amount of
$27,910.50 and ordered paid.
On a motion by Councilman Banker, seconded by. Councilman Smal ley,
it Was unan'imously carried Special Warrants mn the amount of
$4,957.06 be approved and ordered paid.
PROGRESS REPORT ON C.A.B. HEARING
(PACIFIC AIR LINES, INC..)..
The City Attorney reported that hearings before the C.A.B.
examiner regarding Pacific Air Lines, Inc. will be held in the
Council Chambers beginning at 10:OO A.M. March 12th. Direct
and Rebuttal Exhibits have been submitted to C.A.B. as required
for an administrative type hearing. The City Manager will be
sponsoring witness and approximately 35 other complaining
witnesses will be called upon to testify.
CITY-COUNTY STUDY OF LIBRARY PROGRAM:
The Council was advised of a proposal to conduct a study to
determine the feasibility of a joint City-County Library Program.
This proposal was presented to the Board of Supervisors and the
County Administrator was instructed to work with the City Manager
in preparing an analysis of such an operation.
On a motion by Councilman Banker, seconded by Councilman Smalley,
the C it'y Manager was instructed to work wi th the County
Administrator in conducting a study to determine the feasibility
of a City-County library system.
PROPOSAL TO LEASE AIRPORT PROPERTY
FOR CONSTRUCTION OF HANGAR FOR PRIVATE
USE AND SALES PURPOSES:
A proposal by Dan Cohen to lease a parcel of airport property for
the purpose of constructing a hangar for private use and sales
purposes was reviewed by the City Manager. It was noted that
the Airport Commission has considered this matter and indicated
general approval to the plan.
On a motion by Councilman Smalley, seconded by Councilman Banker,
it was unanimously carried the City Attorney be instructed to
explore the legal aspects pertaining to the lease proposal sub-
mitted by Mr. Dan Cohen.
SOUTH DORA WATER MAIN EXTENSION:
As the City Manager was unable to contact one of the property
owners on South Dora concerning the proposed water main extension,
he requested this matter be deferred to a future meeting.

CARD OF APPRECIATION-
MORGAN FAMILY:
The City Manager reported receiving a card of appreciation
from the French Morgan family for flowers sent by the
Counc i 1.
EXPENDITURE OF $300 AUTHORIZED
FOR SHEEP FENCE - AIRPORT:
It was recommended the flock of sheep be moved from the
treatment plant to the airport property to graze off the
areas which create a fire hazard during the summer months.
The Council approved an expenditure of $300.00 for fencing
material for this purpose,
