HomeMy WebLinkAboutMin 03-13-63MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAR CH 13, 1963 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel, Banker and Smalley present. Councilman Buxton was absent. APPROVAL OF MINUTES: On a motion by Councilman Runkel, seconded by Councilman Smal'"Lley, it' was unanimously carried the minutes of March 6, 1963 be approved as submitted by the Clerk REQUEST OF W. DIGHTMAN TO RELEASE OR TRANSFER GRAZING LEASE-DISPOSAL AREA: The Council was advised of a request by Warren Dightman that his lease with the City for grazing stock at the disposal area be cancel led or transferred. Mr. DightmanJs lease will expire March l, 1964 and requires payment of $300 per year for leasing rights. Mr. Oliver Harmon was present and expressed interest in taking over the balance of Mr. Dightman's lease and entering into a new lease with Lhe City for an extended period'of time. The City Attorney was instructed to prepare a draft of a lease assignment for consideration by Mr. Dightman and Mr. Harmon and for presentation to the Council at the next regular meeting. COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:11 P.M. Mr. Marvin Bowen, 271 Knob Hill Rd., of the Ukiah Refuse Collection Service, requested consideration be given to future expansion of the disposal area and it was agreed this matter be considered at the time of expiration of the present grazing lease. REPORT ON PROPOSED TRAFFIC ORDINANCE: The City Attorney reported receiving a letter from the State Division of Highways dated Mar. 4, 1963 regarding the eliminat- ion of 24 minute parking zones on State Street. In conjunction with the State's recommendation the Police Department conducted a survey of State Street parking zones and submitted the recommendation that all 24 minute zones be removed except those at the Pacific Tel. & Tel. Office and the Public Library and the zone at the Handy Market be changed to a loading zone. The 24 minute zone between 752 and 760 South State Street will also be eliminated. (Joe's Park 'n Takit). The Council gave general consent to the State's recommendations regarding 24 minute zones on State Street. COUNCILMAN SMALLEY WAS EXCUSED FROM THE MEETING AT 8.. 35 P.M. REPORT ON BIDS FOR SALVAGE MATERIAL- OLD SEWAGE TREATMENT PLANT: The City Manager reported that no bids were received in answer to the City's advertisement for the disposal of salvage material at the old sewage treatment plant. On a motion by Councilman Runkel, seconded by Councilman Banker, it was unanimously carried that inasmuch as no bids were received for the disposal of salvage material at the old sewage treatment plant, the City Manager be authorized to dispose of same as he sees fit. 288 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MARCH 13, 1963 - PAGE 2. IMPROVEMENT OF AREA ADJACENT TO CITY PARKING LOT: The Council was requested to consider paving an area 50' x 140' adjacent to the City Parking lot to eliminate a maint- enance problem at a cost of approximately $1,270. This area could serve as additional parking area in connect- ion with the City lot and would provide 21 additional spaces if metered. On a motion by Councilman Runkel, seconded by Councilman Buxton, i'"t was unanimously carried the City Manager be instructed to proceed with the improvement of area adjacent to the City Parking Lot by paving same, however, no consideration be given to metering at this time. APPROVAL OF WARRANTS: On a motion by Councilman Buxton, seconded by Councilman I~'unkel, it was unanimously carried special warrants in the amount of $]56,59 be approved and ordered paid, COUNCILMAN RUNKEL: 1. Councilman Runkel reported that certain property owners in the area of the Albertinum feel that proper restrictions are not being exercised in keeping the students within the confines of the school grounds. Mr. Runkel was advised that complaints by property owners should be reported to the Police Department. COUNCILMAN BU×TON: 1. Mr. Buxton inquired as to the progress of the hearings be fore C.A.B. regarding Pacific Air Lines and was informed by the City Attorney that direct evidence and exhibits have been completed by the City and Pacific will start their direct evidence tomorrow.
