MARCH 20, 1963
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel,
Buxton, Banker and Smalley present.
APPROVAL OF MINUTES:
On a motion by Councilman Runkel, seconded by Councilman Buxton,
it was unanimously carried the minutes of March 13, 1963 be
approved as submitted by the Clerk.
APPROVAL OF WARRANTS:
On a motion by Councilman Buxton, seconded by Councilman
i{'unkel, it-was unanimousl, y carried payroll warrants for the
period March 1 to 15, 1963 be approved and ordered paid in
the amount of $27,180.68.
On a motion by Councilman Banker, seconded by Councilman
Smalley, it was unanimously carried General Warrants in the
amount of $55,80].82 be approved and ordered paid.
ASSIGNMENT OF GRAZING LEASE FOR
DISPOSAL AREA: (OLIVER HARMON)
On a motion by Councilman Runkel, seconded by Councilman
Buxton, itwas unanimously carried assignment of grazing
lease for the refuse disposal area by Warren Dightman to
Oliver Harmon be approved as read by the City Manager upon
payment by Oliver Harmon of the rental fee of $300.00 for the
period from March 1, 1963 to and including February 28, 1964, and
the Mayor and Clerk be authorized to sign same.
REPORT ON C.A.B. HEARING
RE PACIFIC AIR LINES~ INC.:
The City Attorney reporl~ed that the hearing before C.A.B.
regarding Pacific Air Lines, Inc' was concluded. Friday, March
15th. April 29th is the deadline for fl ling briefs contain-
ing arguments. I;t is anticipated that no decision on the matter
can be expected~;~fore June 1st.
AGREEMENT BETWEEN CITY AND UKIAH
VALLEY FIRE PROTECTION DISTRICT:
The City Manager reported meeting with the Board of Directors
of the Ukiah Valley Fire Protection District for the purpose
of reviewing the agreement for the forthcoming year between
the City and the District. The total cost to the District of
$26,O43 was agreed upon including an increase of $1,725 for re-
tirement, social security and compensation insurance.
The Council waiVed the reading of the agreement as the only
change is the amount of money involved.
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried agreement with the Ukiah Valley Fire
Protection District be approved for the period from July
1963 to and. including June 30, 1964 in the amount of
and subsequent to execution by the Board, the Mayor and Clerk
be authorized to sign same.
REPORT ON SALES TAX REVENUE:
The City Manager _reported that final pa_yment of sales tax for
the quarter Nov. ~, 1962 to Feb. 8, 1963 has been received and
is 10% above the same period last year. For the nine month
period from July 1, 1962 receipts have shown and increase of
14% over the previous year.

REQUEST TO CALL FOR BIDS FOR GAS
AND WATER PIPE FOR UTILITY RELOCATION
RE.I~UIRED BY. FREEWAY CONSTRUCTION:
On a motion by Councilman Buxton, seconded by Councilman
Smal'ley, it was unanimously carried the Clerk be authorized
to call for bids for 1,430 L.F. of 6" Standard Steel Gas
Pipe and 1,350 feet of Water Pipe with two alternates, bids
to be opened at 2:00 P.M. April 9, 1963.
MUNICIPAL AIRPORT LEASE PROPOSALS:
A proposed lease covering the use by Dan Cohen of a parcel
of airport property for the construction of a hangar for
private use and sales purposes was read by the City Manager.
It was agreed that a rate of $5.00 per month be established
based on the fact that the area involved is the same amount
used for a tie-down space and the term of the lease not exceed
one year. The lease form will be~submitted to Mr. Cohen for
signature subsequent to formal action by the Council.
ADMINISTRATION BUILDING:
The Council was informed that Meta Pool will lease two offices
in the Airport Administration Building at the rate of $77.00
per month and Wilbur Anderson one office at the rate of $32.00,
both rates including utilities. The Council agreed that any
requests for alterations to the building be denied and that
offices be leased on a yearly basis with an automatic renewal
clause subject to approval by the City and Lessor.
SO. DORA WATER LINE - WABASH TO BEACON LANE:
In discussing the construction of a 6 inch water line on South
Dora from Wabash to Beacon Lane the Council was advised that
Mr. F. C. Pritchard plans to proceed with the construction of
a nursing home on South Dora and agrees to participate in the
cost of the line. The Assessor's Map shows all of the Trucker
and Schamber properties were assessed in the Southwest Improve-
ment District. Only the Peregrina property, now under the
ownership of the Church of Latter Day Saints and Mr. Pritchard,
was not included in the District.
Based on a cost of $3.96 per foot the cost to the church would
be $1,299 for 328 feet and $839.00 to Mr. Pritchard for 212
feet frontage on Dora.
The Council agreed that due to the circumstances of this par-
ticular situation that city participation was justified to the
extent of approximately 50% of the cost for main construction
fronting on the two parcels.
On a motion by Councilman Smalley, seconded by Councilman Buxton.
it was una'nimously carried the city install a 6 inch water main
on South Dora from Wabash to Beacon Lane, the Church to par-
ticipate in cost of construction in the amount of $650.00
and Mr. Pritchard in the amount of $420.00.
AYES: Councilmen Runkel, Buxton, Smalley and Wagner.

ABSENT: None.
Due to personal interest, Councilman Banker disqua-lified him-
self from the above action.

COUNCILMAN BANKER:
Mr. Banker inquired if a loading zone could be eliminated
at the request of a property owner and was informed that
it could.
ADJOURNMENT:
As there was no further regular business, Mayor Wagner
declared the meeting adjourned at 10:00 P.M. after which
the Coundil re-convened in closed personnel session.
