HomeMy WebLinkAboutMin 04-03-63MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 3, 1963 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Wagner, Councilmen Runkel, Buxton, Banker and Smalley present. APPROVAL OF MINUTES: On a motion by Councilman Banker, seconded by Councilman Buxton, it was unanimously carried the minutes of March 27, 1963 be approved as submitted by the Clerk. APPROVAL OF WARRANTS: On a motion by Councilman Runkel, seConded by Councilman Smalley, it was unanimously carried payroll warrants for the period March 15, to March 31, 1963 be-approved and ordered paid in the amount of $27,529.59. On a motion by Councilman Banker, seconded b.y Councilman Runkel, i"t was "unar~imously carried special warrants in the amount of $4,934.00 be approved and ordered paid. RES. #63-40 AUTHORIZING GIBSON CREEK COOPERATIVE AGREEMENT WITH STATE; REPEALING RES. NO. 63-33- On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried Res. No. 63-40 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Author- Izing Gibson Creek Cooperative Agreement with State; Repealing Resolution No. 63-33". SUMMARY OF ]963 LEGISLATION: 1963 Legislation which may be of particular interest, because of its affect on city government, was reviewed by the City Attorney for the benefit of the Council. AUTHORIZATION FOR CITY MANAGER TO EXECUTE LEASES OF OFFICE SPACE IN AIRPORT ADMINISTRATION BUILDING: A lease form covering the rental of office space in the Airport Administration Building was read by the City Attorney and approved by the Council. It was agreed that the Council conduct a review of all city leases annually prior to the end of the fiscal year. On a motion by Councilman Buxton, seconded by Councilman Banker, it was unanimously carried the City Manager be authorized to execute on behalf of the City, for terms not exceeding 18 months, such forms of lease entitled "Lease of Office Space in Airport Administration Building, as may be from time to time required to lease office space to tenants in the Airport Administration Building. REQUEST TO EXPAND TREE PLANTING PROGRAM: Mr. Donn Weaver and Del Kennedy were present requesting the Council cooperate with the Chamber of Commerce and Ukiah Beauti- fication Committee for the expansion of the on-street tree plant- ing program on Perkins and State Streets by cutting the holes in the sidewalk to accommodate 23 trees. On a motion by Councilman Runkel, seconded by Councilman Buxton, it was unanimously carried the City Manager be instructed to cooperate with the Chamber of Commerce and Ukiah Beautification Committee in expanding their tree planting program as outlined in the sketch presented. 294 SEWER RELOCATION WORK IN CONNECTION WITH FREEWAY CONSTRUCTION: The City Manager recommended the City and Ukiah Valley Sanitation District coordinate requests for bid for sewer relocation work in connection with freeway construction by a single bid call and the Council concurred with this recommenda t i on. PROGRESS REPORT ON P.G. & E. PROJECT: The Council was advised that the City Attorney has completed a draft of the working agreement in connection with the P.G. & E. acquisition project and has been working closely with the attorney for P.G. & E. toward bringing the transaction to final completion. NORTH BAY DIV. LEAGUE OF CALIF. CITIES MEETING - HEALDSBURG: Members of the Council were reminded to submit reservations for the Nor th Bay Div. League of California Cities Meeting to be held in Healdsburg on April 20, 1963. AIRPORT FIXED BASE OPERATORS LEASE AND AGREEMENT: A proposed fixed base operators lease and agreement for use of airport facilities was read by the City Manager. The City Manager was requested to present an applicable fee schedule for consideration at a future meeting. COUNCILMAN RUNKEL: Councilman Runkel inquired if the U.S. Corps of Engineers has a permanent easement for flood control work on the Russian River and was informed that such an easement was granted to the Russian River Flood Control and Conservation District. Mr. Runkel also reported that the road from the County Road to the refuse disposal area is in need of repair. ADJOURNMENT: As there was no further regular business, Mayor Wagner declared the meeting adjourned at 9:50 P.M.
