HomeMy WebLinkAboutMin 04-10-6395 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 10, 1963 _ The City Council convened~in regular session in the Council Chambers at 8..00 P.M. wi th Mayor Wagner, Councilmen Runkel, Buxton, Banker and Smalley present. APPROVAL OF MINUTES: On a motion by Councilman Smalley, seconded by Councilman Runk~l,' it 'was unanimously carried the minutes of. April 3, 1963 be approved as submitted by the Clerk. ORDINANCES #553 and #554 INTRODUCED (UNIFORM TRAFFIC ORDINANCE): The City Attorney reviewed briefly changes in the proposed traffic ordinance resulting from Council study sessions and advised the members that reading of the ordinances may be waived. On a motion by Councilman Runkel, seconded by Councilman Buxton, it'was 6nanimously carried the Council waive the reading of Ordinance #553 "An Ordinance Adopting by Reference in Code Form as Chapter 1 of Division 8, Ukiah City Code the Uniform Traffic Ordinance, 196~ Edition, Published by the League of California Cities as Modified Herein, Providing for Penalties for the Violation Thereof, and Repealing Ordinance No. 506 and All Conflicting Ordinances". On a motion by Councilman Smalley, seconded by Councilman Buxton, [t-was unanimously carried the Council waive the read- ing of Ordinance #554 "An Ordinance Codifying and Adopting by Reference the Following Ordinances and Portions of Ordinances, Together with Such Amendments Thereto as are Hereinafter Specified, in Code Form to be included in Division 8 of the Ukiah City Code; Ordinance No. 388 Relating to Parking Meter Zones as Amended by Ordinance No. 524 and by Section 2 of this Ordinance; Ordinance No. 496 Relating to Off-Street Parking; Ordinance No. 468 Relating to Parking Meter Permits; Ordinance No. 542 Relating to Bicycles, Herein Renumbered as Chapter 5; Enacting Certain New Provisions In Division 8 of the Ukiah City Code Consisting of Chapter 6 Entitled "Angle Parking"; and Repealing Portions of Ordinances Adopted by Reference and Not Included Herein". Councilman Banker introduced Ordinances No. 553 and 554. On a motion by Councilman Banker, seconded by Councilman Smalley, it was unanimously carried the Clerk be instructed to publish notice of public hearing on Ordinances No. 553 and 554 to be held on May 1' 1963 at 8:00 P.M' or as soon thereafter as the same may be heard. RES. NO. 63-41 APPROVING AMENDED CONVEYANCE TO STATE (FREEWAY RIGHT OF WAY AGREEMENT - RIVER STREET) AND AMENDING RESOLUTION NO. 63-37: On a motion by Councilman Smalley, seconded by Councilman Banker, it was unanimously carried Res. No. 63-41 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Approv- ing Amended Conveyance to State (Freeway Right of Way Agreement- River Street) and Amending Resolution No. 63-37" . AWARD OF BID FOR GAS AND WATER PIPE REQUIRED FOR FREEWAY CONSTRUCTION: Tabulation of bids received for gas and water pipe was reviewed by the Council as follows: GAS PIPE: T,43~ L.F. Republic Supply $3.31 ft. $4,468.50 Johns-~_an_ville $3.43 ft. $4,630.50 The Director of Public Works pointed out that in the case of the water pipe the bid call had stated that because of the nature of the installation (pipe to be installed beneath the new freeway) any cement asbestos pipe would require special encasing and that the engineer's estimate of the additional cost thereof would be considered in addition to the amount bid for cement asbestos pipe, while no such additional cos ts are required for cast iron. The engineer's estimate of encasing cost in the amount of $1,923.30 for cement asbestospipe was submitted by the Director of Public Works. On a motion by Councilman Banker, seconded by Councilman ~Small"e'y, i~ was unanimously carried the bid for 1,430 L.F. Gas Pipe be awarded to Water Works Supply Co. in the amount of $2,790.36 and bid for Cast Iron Water Pipe (Alt. A) 1,1OO L.F. and 250 L.F. Ductile in the total amount of $6,037.25 be awarded to U.S. Pipe and Foundry. DEMOLITION OF OLD OFFICE BLDG. AND HANGARS #1 and #2 - AIRPORT: The Council was advised that informal bids will be requested for the demolition of the old office building and hangars #1 and #2 located at the Municipal Airport. RESERVATIONS FOR NORTH BAY DIV. LEAGUE MEETING - HEALDSBURG: Those wishing to attend the North Bay Division League of Calif. Cities Meeting in Healdsburg April 2Oth were reminded that reservations must be turned in by April 17th. REDUCTION IN GREEN FEES APPROVED FOR MEN'S INVITATIONAL TOURNAMENT: The Council. was advised that the entry fee for the Men's Golf Club Invitational Tournament was established at the same rate as last year to cover both green fees and prizes. The fact that green fees have been increased since that time was overlooked and in order to accumulate sufficient funds for prizes the Council agreed to accept green fees on last year's schedule. The reduction in green .fees will apply primarily to out-of-town entries, since almost all local entries will play on membership cards. APPROVAL OF WARRANTS: On a motionby councilman Smalley, seconded by Councilman Buxton, it was unanimously carried special warrants in the amount of $6,464.56 be approved and ordered paid. ELECTION OF MAYOR: Mayor Wagner declared nominations open for Mayor. Councilman Buxton nominated Councilman Runkel. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH APRIL 10, 1963 - Page 3. On a motion by Councilman Banker, seconded by Councilman SmalTey, i~ was unanimously carried' nominations be closed and Councilman Runkel was nominated and elected on a unanimous ballot to serve as Mayor for one year beginning April 10, 1963. ELECTION OF VICE-MAYOR: On a motion by Councilman Buxton, seconded by Councilman Wagner, it-was unanimously carried nominations be closed and Councilman Banker was nominated and elected on a unanimous ballot to serve as Vice-Mayor for one year beginning April 10, 1963. Mayor Runkel and Vice-Mayor Banker were given the Oath of Office by the Clerk. AD JOURNME NT: As there was no further regular business, Mayor Runkel declared the meeting adjourned at 9:00 P.M.
