HomeMy WebLinkAboutMin 05-08-63MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 8, 1963 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Runkel, Councilmen Wagner, and Smalley present. Councilmen Banker and Buxton were absent. APPROVAL OF MINUTES: On a motion by Councilman Smalley, seconded by Councilman Wagner, i~ was unanimouSly carried the minutes of May 1, 1963 be approved as submitted by the Clerk. APPROVAL OF WARRANTS: On a motion by Councilman Wagner, seconded by Councilman Smalley, ~t w~-----~S- Unar{imously carried Payroll Warrants for the period April 15 to 30, 1963 in the amount of $28,312.62 be approved and ordered paid. On a motion by Councilman Smalley, seconded by Councilman Wa~gner, it was unanimously carried special warrants in the amount of $4,752.59 be approved and ordered paid. RES. #63-55 GRANTING VARIANCE TO MAURINE EDDY, 656 ORCHARD AVE... On a motion by Councilman Wagner, seconded by Councilman Smalley, it was unanimously carried Res. #63-55 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Granting Variance to Maurine Eddy" to permit construction of an addition to existing school at 656 Orchard Avenue and to conduct kinder- garten for approximately 15 students. INTRODUCTION OF ORD. #555 RELATIVE TO BUILDING~ .... ELECTRICAL AND PLUMBING CODES: On a motion by Councilman Smalley, seconded by Councilman Wagner, it 'was unanimously carried Ordinance #555 be introduced and public hearing be scheduled on same June 5, 1963 at 8:00 o'clock P.M. or as soon thereafter as the same may be heard 'lAn Ordinance Repealing Certain Chapters of Division 3 of the Ukiah City Code consisting of Chapter 1 Entitled "Uniform Build- ing Code", Chapter 2 Entitled "Uniform Electrical Code'l , and Chapter 3 Entitled "Uniform Plumbing Code", and Enacting New Chapters Consisting of Chapter 1 Entitled "Uniform Building Code", Chapter 2 Entitled "Uniform Housing Code", Chapter 3 Entitled "National Electrical Code", Chapter 4 Entitled "Uniform Electrical Code", and Chapter 5 Entitled "Uniform Plumbing Code", all of which Said Codes are Hereby Adopted by Reference in Code Form, and Providing for Penalties for the Violation Thereof. Renumbering Chapter 4 "Signs Awnings and Similar Projections" as Chapter 6; Renumbering Cl~apter 5 Advertising Displays Adjacent to Landscaped Freeways as Chapter 7; and Renumbering Chapter 6 "Building Heights Near Airport: as Chapter 8". LEAGUE LETTER URGING IMMEDIATE ACTION ON CERTAIN LEGISLATION: Council action on recommendation by the League urging immediate action on certain legislation was as follows: On a motion by Councilman Wagner, seconded by Councilman ~mal'ley,-i~ was unanimously carried the City Attorney be instructed to draft a letter to legislators opposing AB 1194 (Fireman's Work Week) declaring a statewide policy that the average work week for firemen should be limited within all cities to 56 hours. 7 MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH MAY 8, 1963 On a motion by Councilman Smalley, seconded by Councilman Wagner, ~'t was unanimously carried the City Attorney be instructed to draft a letter to legislators supporting SCA 18 (Telephone Tax in Lieu of Franchise Fee) as an equitable proposal putting telephone companies on the same footing as other utilities with regards to payment for privilege of using public streets. No action was taken on AB 1491 -Hotel Occupancy Tax or SB 344 - City Street and County Road Financing. 1963 WEED ABATEMENT PROGRAM: Upon request by the City Manager, discussion of current year weed abatement program was postponed to the next regular meet i ng. REPORT ON P.G. & E. PROJECT: The City Manager reported that in finalizing the purchase of P.G. & E. facilities within the City only two points remain to be settled (1) the wording in the working agreement and (2) length of the term of the franchise which would authorize P.G. & E. to continue to operate their through lines in the City. REQUEST BY ALBERT INUM TO ENCROACH ON CITY PROPERTY: A request by the Albertinum to move fence line adjacent to p.layground on Hope Street between Perkins and Church Streets which would encroach 7 feet onto street right-of-way was reviewed by the City Manager. On a motion_ by Councilman Wagner, seconded by Councilman -~-~-~lley, it was unanimously carried the City Attorney be instructed to prepare an encroachment permit allowing the Albertinum to construct a chain link fence on City property on Hope Street, subject to the condition that a variance be required and further subject to right of the City to withdraw permission if at any time it is required. MAYOR RUNKEL: Mayor Runkel remarked that several years ago CouncilmanBuxton suggested action be taken to coordinate the house numbering system and emphasized the need for such a program in the City.
