HomeMy WebLinkAboutMin 05-22-63MINUTES OF THE MEETING OF THE COUNCIL OF THE CiTY OF UKIAH MAY 22, 1963 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Runkel, Councilmen Wagner and Banker present. Councilmen Buxton and Smalley were absent. APPROVAL OF MINUTES: On a motion by Councilman Wagner, seconded by Councilman Banker, it was unanimously carried the minutes of May 15, 1963 be approved as submitted by the Clerk. APPROVAL OF WARRANTS: On a motion by Councilman Banker, seconded by Councilman Wagner, it was unanimously carried Payroll Warrants for the period May 1 to 15, 1963 be approved in the amount of $27,424.10 and ordered paid. REPORT ON P.U.C. HEARING RE N.W.P. APPLICATION TO CURTAIL PASSENGER SERVICE - WlLLITS TO EUREKA: COUNCILMAN SMALLEY ARRIVED AT THIS POINT IN THE MEETING - 8:02 P.M. The City Attorney reported attending a hearing in Wi 11 its May 21, 1963 before the P.U.C. supporting the city's position in opposing N.W.P.R.R. application for curtailment of passenger service from Willits to Eureka. (Res. #63-54) The P.U.C. staff was present opposing curtailment and public response was very much opposed to discontinuance of service by N.W.P. Further hearings will be held in Eureka and San Francisco on this matter. REPORT ON LEGISLATION: The City Attorney discussed proposed A.B. 2827 which would add a statutory definition to the State Law defining areas in which local ordinances would and would not be in conflict with State Law. The Council instructed the City Attorney to contact our Assemblyman indicating the Council's general endorse- ment of the proposed Bill. COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:09 P.M. A.B. 1396 Relating to Business Licenses for Commercial Enter- prises at a State, District or Agricultural Association Fair was also reviewed by the City Attorney; however, no action was taken by the Council on this Bill. REPORT ON CONCESSION OPERATION AT ANTON STADIUM: The Council was advised that the Ukiah High School has indicated an interest in operating the food concession at Anton Stadium as a student activity. The Council was in general agreement that all events at the stadium be provided service by the concessionaire under contract with the City and the City Manager obtain additional information regarding the High School's intent. CHAMBER OF COMMERCE REQUEST FOR WAIVER OF BUSINESS LICENSE FOR PRESENTATION OF CIRCUS-JULY 4) On a motion by Councilman Smalley, seconded by Councilman Buxton, it was unanimously carried license fee be waived for the presentation of the Ken Jensen circus on July 4, 1963 by the Chamber of Commerce, subject to clearance through the Police Department. Wilson of Wilson, Harzfeld, Jones & Morton, requesting City support of A.B. 1873 regarding drainage and reclamation of land by cities and counties. The Council concurred with the City Manager's recommendation that no action be taken on the pro- posed Bill. ASSESSED VALUATION OF CITIES AND COUNTIES IN CALIFORNIA.. A recent report from the State Board of Equalization showing assessed valuation by cities and counties was reviewed by the City Manager showing the average tax rate of Mendocino County to be 7.70%. The State average is 7.82% and there are eighteen counties within the State with a higher tax rate than Mendocino County. INVITATION TO DEDICATION OF AIRPORT ADMINISTRATION BUILDING - JUNE 2, 1963: The Mayor and members of the Council were extended invitation by the Airport Commission to attend the dedication of the Airport Administration Building June 2, 1963 at l:OO P.M. an Fly-in and to be held COUNCILMAN SMALLEY: Councilman Smalley remarked on improvements made in the appear- ance of Main and Norton Streets which have been recently paved. ADJOURNMENT: As there was no further regular business, Mayor Runkel declared the meeting adjourned at 8:45 P.M.
