JULY 17, 1963
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Runkel, Councilmen Wagner,
Banker and Smalley present. Councilman Buxton was absent.
APPROVAL OF MINUTES'.
On a motion by Councilman Smalley, seconded by Councilman Banker,
it was unanimously carried the minutes of July 10, 1963 be
approved as submitted by the Clerk.
APPROVAL OF WARRANTS:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried general warrants in the amount of
$59,774.85 be approved and ordered paid.
On a motion by Councilman Wagner, seconded by Councilman Smalley,
it was unanimously carried payroll warrants for the period
July 1 to 15, 1963 be approved in the amount of $30,4' 92 21 and
ordered paid.
RES. NO. 64-1 ADOPTING OFFICIAL
BUDGET FOR YEAR 1963-64..
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:07 P.M.
Resolution No. 64-1 "Resolution Adopting 1963-64 Official Budget"
was read by the City Manager. Mayor Runkel declared a recess
at 8.. 15 P.M. and the meeting reconvened at 8:25 P.M.
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried Resolution No. 64-1 be adopted and
the Mayor and Clerk be authorized to sign same "Resolution
Adopting Official Budget for Year 1963-64'1.
RES. NO. 64-2 ADJUSTING COMPENSATION
TO BE PAID TO CITY MANAGER:
On a motion by Councilman Buxton, seconded by Councilman Smalley,
it was unanimously carried Resolution No. 64-2 be adopted and
the Mayor and Clerk be authorized to sign same "Resolution Adjust-
ing Compensation to be Paid to City Manager".
RES. No. 64-3 ESTABLISHING BOUNDARIES
OF DIFFERENT TAX AREAS:
On a motion by Councilman Banker, seconded by Councilman Buxton,
it was unanimously carried Resolution No. 64-3 be adopted and
the Mayor and Clerk be authorized to sign same "Resolution Establish-
ing Boundaries of Different Tax Areas".
RES. NO. 64-4 DETERMINING AMOUNT OF
REVENUE NECESSARY FROM PROPERTY TAXES,
AND FIXING TAX RATES..
On a motion by Councilman Smalley, seconded by Councilman Buxton,
i t~ was unanimously carried Resolution No. 64-4 be adopted and the
Mayor and Clerk be authorized to sign same "Resolution Determin-
ing Amount of Revenue Necessary from Property Taxes, and Fixing
Tax Rates".
EXTENSION GRANTED F. C. PRITCHARD
VARIANCE NO. 63-1 - 6 MOS.:
On a motion by Councilman Smalley, seconded by Councilman Banker,
it was unanimously carried the City Attorney be instructed to
prepare a resolution granting a 6 mos. extension of time under
Variance No. 63-1 to F. C. Pritchard for the construction of a
nursing home and the conduct of a nursing home on property located
at 1349 So. Dora Street.

EXTENSION AGREEMENT - AMBULANCE
SERVICE - ZIMMERMAN MORTUARY:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried extension agreement with Zimmerman
Mortuary for ambulance service be approved for an additional
term of five years ending June 4, 19~8 and the Mayor and Clerk
be authorized to sign same.
PROPOSED MEETING WI TH
LIBRARY CONSULTANT:
The Council was advised that Frieda Winter, Librarian checked
with the State and a State Consultant will not be available
unt|l approximately September 1st. A joint meeting will be
scheduled after this date.
FINAL REPORT ON TAXABLE SALES
STATE BOARD OF E(~UALIZATION:
The City Manager reported receiving the final report on taxable
sales from the State Board of Equalization in which the City of
Ukiah shows a 12.9% increase as compared to the previous year,
Mendocino County shows a 7.2% increase and the entire County
average a 7.7% increase.
STATE RECOMMENDATION RE TRAFFIC
SIGNALS AT TALMAGE RD. & STATE ST.
INTERSECTION:
A letter dated July 9, 1963 from the State Department of Public
Works was reviewed by the City Manager to the effect that an
engineering study was made of the Talmage Road-State Street
intersection and the Department does not recommend the
installation of signals at this location.
One of the reasons given for this recommendation was that in
order to provide a protected left turn movement into Talmage
Road, traffic islands would be necessary. These islands, by
stopping left turns to and from properties in this area, could
reduce their business. In addition, the noises of traffic
starting and stopping may prove annoying to the motel guests.
RECOMMENDATION REQUIRING EMPLOYEES
OF THE CITY RESIDE WITHIN THE CITY LIMITS:
The Council was advised that there are two known violations of
the Council established policy regarding residence of employees.
After discussion the Council unanimously re-affirmed the exist-
ing policy of requiring residence to be established within the
City Limits during the probationary period of any new employee
and requiring that residence be maintained during the tenure of
employment. The policy does not apply to employees who resided
outside the City prior to the adopting of the policy but is
expanded to include the City Attorney and Director of Finance
by appropriate revision of the policies regarding these two
positions.
On a motion by Councilman Wagner, seconded by Councilman Smalley,
it was unanimously carried the City Attorney prepare the
necessary papers to make this program effective.
REPORTING OF OFF-DUTY FIREMEN:
it was reported by the City Manager that there will be changes
made within the discretion of the department, as presently
authorized by Council policy, regarding reporting of off-duty
f i remen.

RESERVATIONS FOR LEAGUE
MEETING - EUREKA:
Those persons interested in attending the North Bay Division
League of California Cities meeting in Eureka on Saturday
July 27, 1963 were asked to give their reservations to the Clerk.
DISCUSSION RE CONCESSION
OPERATION AT MUNICIPAL PARK:
The City Manager reported that Mrs. M. Edwards and Mrs. M. Cooper
have expressed interest in operating a concession at Giorno Park under
the same terms as the contract formerly in effect with M. L.
Boswell except that they have offered 7½% of the gross instead
of 15% as paid by Boswell.
The City Manager was instructed to prepare an agreement with the
parties mentioned above for presentation at the next regular
meeting.
COUNCILMAN BUXTON.-
Councilman Buxton suggested cross walk lines be painted on
State Street at Luce and was informed that the State Div. of High-
ways will be contacted in this regard.
MAYOR RUNKEL:
Mayor Runkel reported receiving a request that a loading zone
be indicated in front of the new meat shop across from the
Palace Hotel and this matter will be checked.
ADJOURNMENT:
As there was no further regular business, Mayor Runkel declared
the meeting adjourned at 9:20 P.M.
