AUGUST 7, 1963
The City Council convened in regu!ar session in the Council
Chambers at 8:O0 P.N. wi th Mayor Runkel, Counci !men Buxton,
Banker and Sma! ley present:. Councilmen Wagner was absent.
APPROVAL OF MINUTES:
On a motion by Councilman Banker, seconded by Councilman
it was unanimously carried the minutes of July 24, ]963
approved as submitted by the Clerk.
APPROVAL OF WARRANTS:

On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried payroll warrants for the period
July 15 to 3!, !963 be approved and ordered paid in the amount
of $30,703.15.
FINAL PAYMENT APPROVED TO ABSCO
PAVING CO. FOR COMPLETION OF HAIN
AND NORTON STREETS:
On a motion by Councilman Banker, seconded by Councilman Buxton,
it was unanimous]y carried the Director of Finance be authorized
to releasd3Absco Pavin9 Company a warrant in the amount of
$626.53 as final payment for the completion of the Main Street
and Norton Street paving project.

BY REFERENCE PORTIONS OF ORDINANCE NO. 4,90
(GARBAGE ORDINANCE):
Ordinance No. 556 Codifying and Adopting by Reference Portions
Ordinance No. 4-90 (Garbage Ordinance) was reviewed by the City
Attorney and introduced by Counci !man Banker. Public Hearin9
was set for August 28, !963 at 8:00 P.M. or as soon thereafter
as same may be heard.

Variance application #64-2 by the Ukiah Community Foursquare
Church, !162 He!eh Avenue, plot plan and minutes of the Planning
Commission meetin9 of July 22, ]963 were reviewed. It was the
recommendation of the Plannin9 Commission that variance 64-2

be granted to permit combined church and residential use of the
existing residence on property ]ocated at !162 Helen Avenue,
subject to the conditions that the variance be limited to the
subject property and that off-street parking be provided for a
minimum of 10 ca rs.
Mrs. Dorothy Beck, pastor of the church, and Mrs. Edna Burden
were present on behalf of the application.
There were no written protests, however, the following persons
were present verbally protesting the 9ranting of the variance on
the basis the church would create a traffic and parl<in9 problem,
wou]d be a detriment to the residences in the area and would
create addi tiona] noise:

On a motion by Councilman Banker, seconded by Councilman Smal!ey,
it was unanimously carried Variance App! i ca ti on 6L+-2 by the Ukiah
Community Foursquare Church be referred back to the P!anning
Commission for public hearing with the recommendation that
protestants be advised of the ti me and date hearing.wi1! be held.
APPROVAL OF TENTATIVE MAP OF
SPURLOCK SUBDIVISION: (FOUTZ.).
Tentative map of Spurlock Subdivision (Foutz) was reviewed along
with the minutes of the Planning Commission meeting of July 22,
in which the Commission recommended approval of the map subject
to compliance with the recommendations of the City Engineer
contained in his memorandum dated July 22, ]963 which reads as
fol 1 ows:

Before a fi na! map i s approved and fi !ed a satisfactory
dedication and agreement for improvement of that portion of
Lorraine Street and the "Freeway Access Road'' now owned by the
State of California must be executed wi th the City of Ukiah.

That portion of street now noted as ~Reserved for future street
be developed as street at this time. A name should !:::e chosen
for this street and so noted on the final map.

That the name of this subdivision be changed to avoid dupli-
cation with the Foutz subdivision previously developed in
the Calvert Court area.
That approval of proposed improvements is specifically reserved
pending the submittal and checking of improvement p!ans.

On a motion by Councilman Buxton, seconded by Councilman Sma!!ey,
it was unanimously carried the tentative map of Spurlock Subdivi-
sion be approved subject to compliance by subdivider of the
recommendations of the City Eh9ineer as listed above.
RESOLUTION NO, 64--8 ADOPTING AND SUBMITTING
A BUDGET FOR EXPENDITURE OF STATE ALLOCATED

On a motion by Councilman Smalley, seconded by Councilman Wagner,
it was unanimously carried Resolution No. 6l.~-8 be adopted and
the Mayor and Clerk be authorized to si9n same "Resolution Adopting
and Submitting a Budget for Expenditure of State Allocated
(Eh9ineering) Funds"

RESOLUTION NO. 64-9 ADOPTING AND SUBMITTING
A BUDGET FOR EXPENDITURE OF FUNDS ALLOCATED
FROH THE STATE HIGHWAY FUND TO CITIES:
On a motion by Councilman Wagner, seconded by Councilman Buxton,
it was unanimously carried Resolution No. 6/+-9 be adopted and
the Nayor and Clerk be authorized to sign same "Resolution
Adoptin9 and Submitting a Budget for Expenditure of Funds
Allocated from the State Highway Fund to Cities'~.
LAWRENCE PACINI REQUEST FOR TRANSFER
OF TAXICAB LICENSES AND PERHITS FROH
UKIAH TAXI CAB CO,:
Mr. Lawrence Paci ni was recogni zed advi si n9 the Counci ! of hi s
purchase of the Ukiah Taxicab Company and requesting transfer
of licenses and permits. Mr. Pacini wi 1 1 meet wi th the City
Attorney regarding legal requirements to consolidate his
franchise presently under the ti tle of Ye!!ow Cab Company.

ONE TRACTOR BACKHOE:
On a motion by Councilman Smal!ey, seconded by Councilman Banker,
it was unanimously carried the Clerk be authorized to call for
bids for one tractor backhoe with trade-in, as per specifications
submitted bids to be opened at 2:00 P H August 27, l~G3
REQUEST TO CALL FOR BI DS FOR
L.~2,300 L. FT. OF ALUMINUM ELECTRIC
CONDUCTOR:
On a motion by Councilman Smal!ey, seconded by Councilman Wagner,
it was unanimously carried the Clerk be authorized to call for
bids for six reels (/42,300 L. Ft.) of aluminum electric conductor,
bids to be opened at 2:00 P.M. August 27, 1963.
REQUEST TO CALL FOR BIDS FOR
6" AND 8" CEMENT ASBESTOS WATER PIPE:
On a motion by Counci !man Buxton, seconded by Councilman Wagner,
it was unanimously carried the Clerk be authorized to call for
bids for 14,000 feet 6" cement asbestos water pipe and 2,000
feet of 8" same, bids to be opened at 2:00 P.H. August 27, 1963.
REQUEST FOR WAIVER OF BUSINESS LICENSE
FEE FOR 12TH DISTRICT FAIR CARNIVAL:
On a motion by Councilman Buxton, seconded by Councilman Smal!ey,
it was unanimously carried the business license Fee for the
presPntation of a carnival at the !2th District Fair August 23, 2/+

and 25, 1963 o. waived and the Secretary-Manager be advised
there will be no further exceptions to the ordinance.
The City Attorney was instructed to amend the ordinance regu!atin9
carnival license fees providin9 no exceptions for the waiver of
the fee and the City Hanager was instructed to advise ail !ocal
charity organizations of this action.
POSTING OF NOTICES BY POLl CE
DEPARTMENT REGARDING USE OF
F IREARHS IN THE GOLF COURSE AREA:
The Council was advised that the Police Department has posted
notices in the area of the Golf Course and City Limit line
warning against the use of fi rearms.
COUNCILMAN BANKER:
Councilman Banker ino,Jired if gas lines would be installed to
~rve the Spurlocl< Subdivision and was informed they
would not. Hr. Banl.-.~:..,r also suggested that a fence be placed ~t
end of Lorraine Street indicating that the extension is not a
public street upon completion of the subdivision.

MAYOR RUNKEL:
Mayor Runkel reported comp!aints from residents in the vicini ty
of the South Oak Street Apartments concerning guest parl<ing,
particu!ar!y on holidays, and inquired if this area could be
restricted to one or two hour parl<ing.
ADJOURNMENT:
As there was no further regular business, Mayor Runkel declared
the meetin9 adjourned at lO:lO P.M.
