The City Council convened in regu!ar session in the Council
Chambers at 8:09 P.M. with Mayor Runke!, Councilmen Wagner
and Smalley present. Councilmen Buxton and Banker were
absent.
APPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by Councilman
Sma]Iey, it was unanimously carried the minutes of August 7,
1°63 be approved as submit:ted by the Clerk

REQUEST FOR TRANSFER
PERMITS FROM UKIAH
On a motion by Councilman Smalley, seconded by Councilman
Wagner, i t was unanimously carried the City Council does
hereby approve of the proposed transfer of taxi permit
from G!en Cox and Ruth Cox, dba Ukiah Taxicab Co. to
Lawrence Pacini, dba Ukiah Taxicab Co., and the City Clerk
is hereby directed to so transfer such permit.
PROPOSED SWIMMING POOL ORDINANCE:
The City Attorney reported that a copy of the proposed
sw:mmin9 pool ordinance was sent to the State Dept. of
Public Health, which handles similar requirements for
pools in commercial buildings, and the State Department
expres~Jthe feel lng that i t is a very worthwhile ordinance
and would be of considerable importance in the protection
and safety of chi!dren.
The City Attorney was di rected to prepare the ordinance
in final form for Council consideration.
PARKING METER DECORATIONS:
Claude Bradford, Secretary-Manager of the Chamber of Commerce
was recognized representing the Merchant's Division, and
submitted for Council consideration a wrought-iron meter
decoration. This would be,. a permanent installation for
seasonal displays and would be purchased and maintained by
the merchants with installation performed by the City.
The original purchase would consist of 60 meters.

The Council was advised that the ordinance presently in
effect prohibits attachments of any kind to parl<in9 meters
which would, therefore, require an amendment to the ordinance
shou!d the meter decoration be approved. The Council
requested the sample decoration be placed on an unused meter
for demonstration purposes.
CONSIDERATION OF DEVELOPMENT AND
DEDICATION REQUIREMENTS FOR MARY LANE:
In reply to a request by Les Ryan and Clay Duncan for City
participation in subdivision improvements on Mary Lane
the Council unanimously agreed that the City should not
participate in the deve]opment of Mary Lane except that
should it become a dedicat, ed street, it would consider
relocating the water line to such street. As far as
East] icl< is concerned, the: Council reaffirmed its previous
position that it would be favorable to installing curb and
gutter in exchange for lO feet additional right of way.

REQUEST TO CALL FOR BIDS
FOR POLl CE RADIO EQUIPMENT:
On a motion by Councilman Smal!ey, seconded by Councilman
Buxton, it was unanimously carried the C!erk be authorized
to call for bids for police radio equipment necessary to
comply with F.C.C. regulations, with trade-in a11owance
for present equipment, bids to be opened at 2:00 P.M.
August 27, 1963.
Delivery date will be given definite
consideration in awarding the bid and a penalty c!ause
wi!! be inc!uded in the specifications for failure to
comply wi th delivery date.
REQUEST TO CALL FOR BIDS FOR
CORRUGATED HETAL DRAINAGE PIPE:
On a motion by Councilman Wagner, secorded by Councilman
P. uxton, it was unanimously carried the Clerk be authorized
to call for bids for 230 feet of 50" x 36" x 12 gauge
corrugated metal pipe arch with couplers, bids to be opened
at 2:00 P.M. September 3, 1963.
ADJOURNMENT:
As there was no further regular business, Mayor Runkel
declared the meeting adjourned at 9:30 P.M. after which
the Council reconvened in closed personnel session.
The City Manager reported receiving a letter cf
from Caroline M. Church, Secretary to the City
City Clerk, effective August 30, 1963.
