Council convened in regular session in the Council
P.M. with Mayor Runkel, Councilmen Wagner and Banker
Councilmen Smalley and Buxton were absent.

APPROVAL OF MINUTES:
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the minutes of August 14, 1963 be
approved as submitted by the Clerk.
APPROVAL OF WARIq. ANTS:
On a motion by Councilman Banker, seconded by Councilman Wagner,
it was unanimously carried payroll warrants for the period
August 1 to 15, 1963 in the amount of $33,4~5.93 be approved and
ordered paid.
On a motion by Councilman Banker,

COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:05 P.M.
PROPOSED REVISION TO ORDINANCE GOVERNING
CARNIVALS, CIRCUSES AND OTHER AMUSEMENT
ACTIVITIES:
The City Attorney reviewed the existing ordinance governing the
presentation of carnivals within the City. He informed the Council
COUNCILMAN SMALLEY ARRIVED AT THIS POINT IN THE MEETING - 8:06 P.M.
that the existing ordinance may be amended to cover types of shows
other than carnivals and a provision added eliminating the waiver
of City license fees.
Councilman Banker made a motion the City Attorney be instructed to
prepare a revision to the ordinance governing the presentation of
carnivals and other amusement activities as outlined. Councilman
Smalley seconded the motion.
Councilman Banker withdrew the motion and Councilman Sma!ley with-
drew the second.
The City Attorney distributed for Council review copies of a proposed
ordinance amending and adding certain sections to the Ukiah City
Code relating to permits and fees required of carnivals, circuses
and other amusement activities. Action was deferred to a future
meeting.
RESOLUTION NO. 64-lO RESOLUTION DECLARING THE INTENTION
OF THE COUNCIL OF THE CITY OF UKIAH TO INITIATE ON ITS
OWN MOTION PROCEEDINGS TO ANNEX CERTAIN UNINHABITED TERRITORY:
(Cooper Annexation)
On a motion by Councilman Banker, seconded by Councilman Buxton,
it was unanimously carried Resolution No. 6~+-10 be adopted and
the Mayor and Clerk be authorized to sign same "Resolution
Declaring the Intention cf the Council of the City of Ukiah to
Initiate on its Own Motion Proceedings to Annex Certain
Uninhabited Territory" (Cooper Annexation).

REPORT ON 1963 LEGISLATION:
The City Attorney reported briefly on 1963 legislation affecting
pay television, gas tax and the Governor's Advisory Committee on
urban problems.

REPORT ON DECISION OF SUPREME COURT
REGARDING REAPPORTIONMENT OF SUPER-
VlSORIAL DISTRICTS - MONTEREY COUNTY:
The Council was advised that the Supreme Court has rendered a
decision in the case of Allen Griffin vs. Board of Supervisors of
the County of Montery in favor of Petitioner Griffin and Monterey
County has been directed to redistrict its supervisorial districts
The City Attorney noted that the decision by the Court wi 11
probably have a decided affect on every County in the State.
The Santa Rosa Junior Chamber of Commerce is reviving a former
request to redistrict Sonoma County and is considering a
taxpayer's suit.
REQUEST FROM LOCAL BUSINESS
FIRM FOR MAILING LIST:
The City Manager reported receiving a request from a local
business firm to purchase a mai ling list from the City for the
purpose of initiating an extensive advertising program.
On a motion by Councilman Banker, seconded by Councilman Wagner,
it was unanimously carried the Council reaffirm its position
of denying the request of a mailing list for the City.
REPORT ON MEETING OF THE
TRAFFIC COMMITTEE:
The Council was advised that the first meeting of the Traffic
Committee was held August 16, 1963 and it was agreed the fi rst
major project it would undertake is mapping out and determining
on a factual basis, primarily by traffic count, the proper
locations for Yield and Stop signs.

RE. QUEST FOR FREE GOLF MEMBERSHIP:
A request for Council consideration in granting a free golf
membership to a foreign exchange student was denied.
APPROVAL OF JOB DESCRIPTION FOR
POSITION OF SECRETARY TO CITY MANAGER:
On a motion by Councilman Buxton, seconded by Councilman Sma]ley,
it was unanimously carried the job description for the position
of secretary to the City Manager be approved as submitted.
ADJOURNMENT:
As there was no further regular business, Mayor
the m~.eting adjourned at 9:25 P.M. after which
reconvened in closed personnel session.
