HomeMy WebLinkAboutMin 08-28-63MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH AUGUST 28, 1963 The City Council convened in regular session in the Council Chambers at 8:00 P.M. with Mayor Runkel, Councilmen Wagner, Buxton, Banker and Smalley present. APPROVAL OF MINUTES On a motion by Councilman Wagner, seconded by Councilman Small'ey i"t' was unanimously carried the minutes of August 21, 196~ be approved as submitted by the Clerk. ORD. #556 CODIFYING AND ADOPTING BY REFERENCE PORTIONS OF ORD. NO. 490 RELATING TO GARBAGE Public hearing on Ordinance #556 relating to garbage was declared open at 8:03 P.M. There were no persons present requesting to be heard and the public hearing was declared closed at 8:04 P.M. On a motion by Councilman Sm_alley, seconded by Councilman Buxton, it Was unanimously carried the reading of Ordinance No. 556 be waived. On a motion by Councilman Banker, seconded by Councilman Buxton, i'"t-was carried by a roll call vote Ordinance #556 be adopted and the Mayor and Clerk be authorized to sign same "Ordinance Codifying and Adopting by Reference Portions of Ord. No. 490 Relating to Garbage, Rubbish and Other Refuse, as amended herein, as Chapter 5 of Division 5 of the Ukiah City Code, and Providing Penalties for Violation Thereof." AYES: Councilmen Wagner, Buxton, Banker, Smalley and Runkel. NOES: None ABSENT: None PRESENTATION OF AAA CALIF. STATE AUTOMOBILE ASS'N. OF PEDESTRIAN PROTECTION AWARD: The Mayor received from Mr. William Fernandez, local manager of the AAA Calif. State Automobile Ass'n., a Pedestrian Safety Citation for the City's record of no pedestrian fatalities for the past three years. PROPOSAL BY MERCHANT'S DIVISION CHAMBER OF COMMERCE TO DECORATE PARKING METERS: Mr. Claude Bradford, Secretary-Manager of the Chamber of Commerce was present requesting the Council consider a proposal by the Merchant's Division to install decorative standards on parking meters. He advised the Council that one of the standards has been installed and there have been favorable comments on the installation. No action was taken on Mr. Bradford's request, however, the Council did instruct the City Attorney to check the present ordinance to ascertain revisions necessary to permit attach- ments to parking meters. COURT ACTION AUTHORIZED TO RECOVER FOR DAMAGE TO PUMP MOTOR IN SHIPMENT On a motion by Councilman-.Buxton, seconded by Councilman Smalley,-i~ was unanimously carried the City Attorney be authorized to file suit against Callison Truck Lines and Antoni Truck Lines to recover for damage to City-owned pump motor in shipment. MINUTES OF THE MEETING OF THE COUNCIL OF THE AUGUST 28, 1963 - PAGE 2 CITY OF UKIAH RES. NO. 64-11 AMENDING RES. NO. 6~+-10 BY CORRECT lNG DESCRIPTION OF TERRITORY PROPOSED TO BE ANNEXED. On a motion by Councilman Wagner, seconded by Councilman Banker, it"'was carried by a roll call vote Resolution No. 6/+-11 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Amending Resolution No. 64-10 by Correcting Description of Territory Proposed to be Annexed." BIDS FOR PURCHASE OF ALUMINUM ELECTRIC CONDUCTOR REJECTED: Tabulation of bids received for the purchase of 6 reels (42,300 feet) of all aluminum electric conductor was reviewed. It was the City Manager's recommendation that all bids be rejected on the basis that the low bids of Industrial Electric and Graybar Electric in the amount of $2,629.20 are identical and the material can be furnished at a lower price in the open market. On a motion by Councilman Buxton, seconded by Councilman Smalley, it was unanimously carried all bids submitted for the purchase of aluminum electric conductor be rejected. RES. NO. 64-12 DECLARING THAT MATERIALS OR SUPPLIES CAN BE FURNISHED MORE ECONOMICALLY IN THE OPEN MARKET On a motion by Councilman Smalley, seconded by Councilman Buxton, ~t-was carried by a roll call vote that Resolution No. 64-12 be adopted and the Mayor and Clerk be authorized to sign same "Resolution Declaring That Materials or Supplies Can be Furnished More Economically in the Open Market." AYES: Councilmen Wagner, Runkel. NOES: None. ABSENT: None. Buxton, Banker, Smalley and AWARD OF BID FOR POLICE DEPARTMENT RADIO EQUIPMENT - MOTOROLA: The Council was advised that a single bid was received from Motorola Communications and Electronic Inc. for the pur- chase and installation of radio equipment at the Police Department in the amount of $3,110.76, including credit for trade-in on present transmitter and 4 mobile units and sales tax. On a motion by Councilman Banker, seconded by Councilman Wagner, [t-was unanimously carried bid for the purchase of police radio equipment in the amount of $3,110.76 be awarded to Motorola, as recommended by the City Manager. DATE AND TIME OF PUBLIC HEARING FIXED ON ORD. #552 PROPOSED ZONING ORDINANCE: On a motion by Councilman Banker, seconded by Councilman Smalley, it was unanimously carried public hearing on Ordinance #552 (Proposed Zoning Ordinance) be held on September l l, 1963 at 8:00 P.M. or as soon thereafter as same may be heard and the Clerk be instructed' to publish notice thereof. APPLICATION FOR VARIANCE #64-3 MRS. BETTY ADAMS~ 211 GARRETT DRIVE: (BOARDING HOME) Application for variance #64-3 by Mrs. Betty Adams, 211Garrett Drive to permit a boarding home for senior citizens and the Planning Commission Minutes of August 15, 1963 were reviewed by the City Manager. It was the recommendation of the Planning Commission that variance be denied on the basis it does not con- form to the existing R-1 characteristics of the neighborhood and could create certain problems. There were no written or verbal protests to the granting of the variance. Mrs. Adams was present on behalf of the application. On a motion by Councilman Wagner, seconded by Councilman Smalley, it was unanimously carried Variance #64-3 by Mrs. Betty Adams to permit a boarding home for senior citizens at 211 Garrett Drive be denied as recommended by the Planning Commission. Co. was re- cognized protesting action of the Council in awarding bid for the purchase of tractor with backhoe to Geyser Tractor on the basis that the drawfar h.p. of tractor bid by them did not meet specifications. Mr. Blackburn was informed by the City Mana- ger that it was his opinion that the tractor bid did meet specifications required by the City. EXTENSION GRANTED CLEVERDON CO. ON SEWER MODIFICATION FOR FREEWAY CONSTRUCTION: On a motion by Councilman Banker, seconded by Councilman Buxton, it was unanimously carried extension be granted to Cleverdon Co. to September 4, 1963 for the completion of sewer modification for freeway construction.
