The City Council convened in regular session in the Council
Chambers at 8:O1 P.M. with Mayor Runkel, Councilmen Wagner,
Banker and Smalley present. Councilman Buxton was absent.
ELECTION OF CITY CLERK PRO TEM
On a motion by Councilman Banker, seconded by Councilman Smalley,
Councilman Wagner was unanimously elected City Clerk Pro Tem.
COUNCILMAN BUXTON ARRIVED AT THIS POINT IN THE MEETING - 8:02 P.M.
APPROVAL OF MINUTES
On a motion by Councilman Smalley, seconded by Councilman
Buxton, it was unanimously carried the minutes of August 28, 1963
be approved as corrected.
AMENDMENT OF MINUTES OF
AUGUST 21, 1963 NUNC PRO TUNC
The Council was advised that the name of the Councilman making
the motion pertaining to approval of the Job Description for
the position of Secretary to the City Manager had been omitted
from the minutes of August 21, 1963. Councilman Buxton stated
that he had made this motion.
On a motion by Councilman Banker, seconded by Councilman Buxton,
it was unanimously carried the minutes of August 2!, 1963 be
amended Nunc Pro Tunc to include the name of Councilman Buxton
as originating the motion approving the Job Description for
position of Secretary to the City Manager.
APPROVAL OF WARRANTS
On a motion by Councilman Buxton, seconded by Councilman Wagner,
it was unanimously carried payroll warrants for the period
August 15th to 31st, 1963 in the amount of $33,201.63 be
approved and ordered paid.
On a motion by Councilman Banker, seconded by Councilman
S'mal~ey, it was unanimously carried special warrants in the
amount of $5,489.67 be approved and ordered paid.
REVIEW OF CITY ATTORNEY'S OPINION
RE CHAMBER OF COMMERCE PROPOSAL TO
DECORATE' PARKING METERS
The opinion of the City Attorney concerning the use of parking
meter standards for decorative purposes as proposed by the
Merchant's Division of the Chamber of Commerce was read and
reviewed. The City Attorney pointed out that the existing
ordinance prohibits decorations on parking meters or standards
and this could be changed by repeal or amendment. He sug-
gested amendment as the best approach if the Council deemed
a change advisable, but pointed out that the ordinance
could not be amended to permit only the Chamber decorations,
since it would have to be opened to any legitimate decorative
devices.
The matter was discussed briefly, however, action was deferred
until the meeting of September llth, at which representatives
of the Merchants' Division are expected to appear on behalf of
this request.

RESOLUTION NO. 64-13 ACCEPTING THE IMPOSITION
OF ADDITIONAL HIGHWAY USERS TAXES AND FEES
PURSUANT TO CHAPTER 1852 STATUTES OF 1963
On a motion by Councilman Banker, seconded by Councilman Smalley,
]t was carried by a roll call vote that Recolution No. 64-13 be
approved and the Mayor and Clerk be authorized to sign same
"Resolution Accepting the Imposition of Additional ~Highway
Users Taxes and Fees Pursuant to Chapter 1852 Statutes of
1963 ."
AYES: Councilmen Banker, Wagner, Smalley
NOES: None.
ABSENT: Councilman Buxton.

REVIEW OF PACIFIC TELEPHONE & TELEGRAPH
CO. APPLICATION FOR RATE INCREASE
The City Attorney reviewed an application for a rate increase
by the Pacific Telephone & Telegraph Co. pending before the
Public Utilities Commission. In general, the Telephone Company
is asking for an average 5% increase which would raise approxi-
mately $44,OOO,OOO additional income. The local effect would
be to raise the residential rates from 13% to 25% depending
upon the type of service involved.
The Council asked for more detailed information relating to
the probable effect of the increase, if granted, upon the
City's telephone and teletype bills.

PIPE ARCH AND COUPLERS
Tabulation of bids received for the purchase of corrugated
metal pipe arch and couplers was reviewed as follows:

proceedings by a local business in arrears for
rvice in excess of $900.00, an alternate method of
he account had been proposed. This method consists
ablishing of a creditors committee to approve all
es out of the business involved, and, if acceptable,
ire the City and other creditors to consent to
dismissal of petition.
It was also explained that a satisfactory method was in opera-
tion for the full collection of current utility bills which
would preclude any possibility of additional delinquency.
On a motion by Councilman Wagner, seconded by Councilman Banker,

it was unanimously carried the City Attorney and Director of
Finance be authorized to attend the bankruptcy hearing on
September 12, 1963, and withhold or grant consent on behalf
of the City as in their discretion may be proper.
ADJOURNMENT
As there was no further regular business, Mayor Runkel declared
the meeting adjourned at 8:54 P.M.
