CCTOBER 3, l~q63
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Runkel, Councilmen Wagner
and Banker present. Councilmen Buxton and Smalley were
absent.
APPROVAL OF MINUTES
C.n a motion by Councilman ~agner, seconded by Councilman Banker,
it was unanimously carried the minutes of October 2, 1963 be
approved as corrected by including the name of Councilman Smalley
as seconding the motion pertaining to the further public hearing
on the Proposed Zoning Ordinance.
RES. NO. 64-19 G,%ANTING VARIANCE
TO PLFRED NiCOL~iSEN~ 3/+3 JONES ST.
On a motion by Councilman Banker, seconded by Councilman '.~agner,
it was unanimously carried Res. No. 64-19 be adopted and the
Mayor and Clerk be authorized to sign same "Resolution Granting
Variance to Alfred Nicolaisen" to permit operation of a dental laboratory
at 343 Jones Street.
RES. NO. 64-20 GRANTING VARIANCE TO
WILLIAM M. VEST, 711 S. DCRA STREET
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried Res. No. 6!~--20 be adopted and the
Mayor and Clerk be authorized to sign same '~Resolution Granting
Variance to 'Jilliam M. Vest~' to permit reduction o'f required
20 foot set-back to a minimum of 12 feet along portion of Mill
St. frontage of property located at 711 S. Dora St.
LOCAL AGENCY FCRM/WION COMMISSION
The City Attorney reviewed a memorandum to the Council pertaining
to legislation requiring the establishment of a Local Agency
Formation Commission to review and pass on all proposed annexa-
tions, incorporations cr formation of all cities and special dis-
tricts within the county. Membership of the new agency is to be
comprised of two cc, unty officers, two city officers and one
public member. City officers are to be appointed by a "City
Selection Commission" consisting of the mayors of each city within
the county who are required to mee't before November 19, 1 ~
9~3 to
make the first appointment. The Council concurred with the City
Attorney's recommendation that the Mayor cf Ukiah invite each cf
the other mayors in the county to, a meeting in the near future
for this purpose.
CREDITCRS COMMITTEE ESTABLISHED
IN BANKRUPTCY CASE
The City Attorney reported that a creditors' committee t]as been
establisl~ed to straighten out the problems of the local business
involved in bankruptcy proceedings in which tile City is an
interested creditor. The City is reF. resented on this committee
by bct'~ the Director cf Finance and City .~ttcrney.

with some changes already in process. Further study is underway

a specific recommendation will be deferred until comments 'From

ECONONIC DEVELOPME;',;T CONFERENCE
The Council was informed of an Economic Development Conference
to be held October 2~th at the Palace Ilo, tel for the purpose cf
selecting projects in which the people in tile county are interested
in sponsoring. Representatives of interested Federal, State and
local agencies, as well as major industries in the county will
participate in the conference.
CITY MANAGER /~ND CITY ATTORNEY TO ATTEND
HEETING OF JOINT LEGISL/~-,TIVE COMMITTEF ON
TR~,NSPCRT~TION AND PUBLIC UTILITIES
The Council was reminded that the City Manager and City Attorney
will attend a meeting of the Joint Legislative Committee on Trans-
portation and Public Utilities regardin9 airport financin9 in
Reddin9 on October 1/4th.
COUNCILMAN RUNKEL
Councilman Runkel reported that he had been approached by someone
connected with the City as to the possibility of City employees
being granted a reduction in costs for utility service. The City
Manager pointed out that the salary recommendations recently a?pro/ved
by the Council considered every phase of costs to employees.
Councilman Runkel also questioned whether employee health insurance
could be obtained at a more reasonable cost than the present policy.
According to the City Manager there are other methods of handling
the insurance needs, but until an extensive study is devoted to
tl~e various alternatives a satisfactory comparison cannot be made.
The City Manager felt Ii, at employees with such questions should be
referred to him for information.
ADJOURNMENT
As there was no further regular business, the meeting was declared
adjourned at P,,'/41 P.M. after which the Council reconvened in closed
personnel session.
