MINUTES CF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
OCTOBER 16..~ 1963_
The City Council convened in regular session in the Council
Chambers at 8:00 P.M. with Mayor Runkel, Councilmen '.4agner,
Buxton, Banker and Smalley present.
APPROVAL OF MINUTES
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the minutes of October ~o, 1963 be
approved as submitted by the Clerk.
APPROVAL OF WP. RR$NTS
The City Manager informed the Council that payroll warrants
were not ready for approval due to mechanical difficulties with
the posting machine.
On a motion by Councilman ,~agner, seconded by Councilman Smalley,

it was unanimously carried general warrants in ~,]e amount of
$79,100.51 be approved and ordered paid.
FURTHER PUBLIC HEARING ON
PROPOSED ZONING ORDINANCE
Further public hearing on the Proposed Zoning Ordinance #552
was declared open by Mayor Runkel at 8:02 P.M.
James E. Busch, Attorney, representing A1 Antc;ni reaffirmed
Mr. Antoni's protest to the R-3 zoning of a portion cf his
property located at the southwest cc~rner oF Washington and S.
State Street.
Certain residents oF Orchard Village again protested the proposed
C-N zone at the intersection of E. Perkins and Orchard Ave., and
ti'~e R-3 zone at the intersection of E. Gobbi St. and Orchard Ave.
on the basis such zoning would be detrimental to residential
property values along Orchard Avenue. Protesting were: Messers
John Oakes, Ben McNally, Dan McCurry, Joe Fouta, Ben Mattison
Phillip Lowell and Mrs. Betty Austin.
As one alternate to the proposed zoning at the above intersections,
Mr. Lowell suggested a frontage road be constructed east of and
parallel to Orchard Avenue, that the property fronting on Orchard
Ave. remain R-l, and the strip between the frontage road and
the freeway be zoned for commercial use.
Although Mr. Foutz was opposed to any commercial zoning along Orchard
Avenue, he requested that his property at the southwest corner
cf E. Perkins St. and Warren Drive be zoned for C-N, Neighborhood
Commercial use.
Mr. Charles Bell, Attorney, spoke on behalf of the owners of the
property east of Orchard Avenue between E. Perkins and E. Gobbi
Street in support of the zoning of this property as proposed. Mr.
Bell pointed out that the noise and lights produced by the traffic
using the freeway interchanges will make the adjacent property
unsuitable and undesirable for residential use. Mr. Bell informed
the Council that his clients have no specific proposal for develop-
ment of the areas in question, and should the Council wish to hear
further from the owners they will be willing tc cooperate in
attending any meeting which the Council may wish to arrange for
this purpose.
Fir. Dele Yterness enquired as to the reason for zoning the property
on the east side oF Apply Ave. as an M, or Manufacturing District,
and the property on the west side of the street a C-M or Controlled
Manufacturing District. In reply, it was pointed out by the City
Manager that the location of the railroad is probably the main
factor which influenced this particular proposal.
Councilman 'Vagner questioned the reason for zoning the Park and
Golf Course R-1 rather than as presently used.
Mayor Runkel declared the public hearing closed at 9:32 P.M.

The Council was advised that a single bid was received from
Pipe Linings, Inc. for the cement mortar l inin9 of steel water
ma ins i n the amount of $20 ,666. 70.
The City Manager read letters from United Concrete Pipe Corporation
and Centriline Division, Raymond International Inc. protesting
the fact that centrifugal pipe lining had been eliminated by the
specifications, it was explained in detail to the Council why
the specifications had been so written and in the opinion of the
City Manager, the bids on any other basis would not have been
to the City's advantage because of previous experience with other
similar work done within the City.
Councilman ',,/agner questioned tl~e procedure and stated he felt
it might be creating a lack of competive bidding.
On a motion by Councilman Banker, seconded by Councilman Buxton,
it was unanimously carried bid for the cement mortar linin9 of
steel water mains in the amount of $20,666.70 be awarded to
Pipe linings, inc.

Cities Digest of 1963 Legislation Affecting Cities and state(!

On a motion by Councilman Smalley, seconded by Councilman Buxton,
i~ was unanimously carried the Clerk be authorized to call for
bids for the furnishing of 1~ distribution transformers of various
sizes.
REPORT ON MEETING WITH JOINT
LEGISLATIVE COMMITTEES RE.
,Al R~PORT FINANCING AT REDDING
The City Manager reported briefly on the meeting he and the City
Attorney attended in Redding on October 14th ef the Joint Legislative
Committee on Transportation and Pubiic Utilities in regard to airport
financing. Ukiah's report was submitted in written form and an
airport deficiency report will be prepared sometime in the future
in connection with tills matter.
MEETING OF MENDOCINO COUNTY MAYORS
SCHEDULED OCT. 29th IN UKIAH RE.
LOCAL AGENCY FORMATION COMMISSION
The Council was informed that a meeting has been called of all
Mayors in Mendocino County to be held in Ukiah on October 29th at
10:30 A.M. for the purpose of selecting the cities' representatives
on ~he Local Agency Formation Commission.
LEAGUE OF ',~OMEN VOTERS
REQUEST FOR PROCLAMATION
SE UNITED NATIONS DAY
The Council was advised of a letter from the League of ~4omen
Voters requesting a proclamation in recognition o~F United Nations
Day October 2L~th. it was agreed a sample proclamation from the
League be obtained for this purpose.
UKIAH MINISTERIAL ASSOCIATION
RE CHRISTMAS TREE LIGHTING CEREMONY
A request was reviewed from the Ukiah Ministerial Association for permission
to hold Christmas Tree lighting services at S. School and Seminary Ave.
c,n December 1 from 5't+3 P.M. to ~'45 P.M. Action on the request was
deferred until informatien can be obtained as to the Chamber of Commerce
schedule ~or the tree lighting ceremony.
LEVAGGI LANE DR/~,INAGE
IMPROVEMENTS APPROVED
The Council approved the recommendation of the City Manager that
the City enter into a cooperative project with the County in
construction of drainage facilities on Levaggi Lane in conjunc-
tion with the bridge being re-constr',,cted by the County. The
work will consist of construction cf a catch basin and approximately
130 feet of pipe which will carry the water from Oak Manor Dr.
across ti~e road into the existing ditch.
PUBLIC HEARING ON ~.~EED ABATEMENT
COSTS TO BE HELD NOV. 6, 19~3
On a motion by Councilman Banker, seconded by Councilman Smalley,
it was unanimously carried a public hearing on the costs of
weed abatement be held at 8:00 P,M., November 6, 1963.
PROPOSED ZONING ORDINANCE - STUDY
SESSION TO 'BE HALD NOVEMBER 7, 1963

On a motion by Councilman ~agner, seconded by Councilman Buxton,
it was unanimously carried a special meeting of the City Council
be i~eld at 8:00 P.M., November 7, 1963 for the purpose of conducting
a study session on the Pro, posed Zoning Ordinance with members of
the Planning Commission.
COUNCILMAN RUNKEL
Councilman Runkel reported that he had been approached by Troop
65 of the Boy Scouts for any work which the City may be able to
provide. It was agreed this request be referred to other organi- ·
zations such as the local service clubs.
ADJOURNMENT
As there was no further regular business, Hayor Runkel declared
the meeting adjourned at 10:30 P.M.
