MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH
OCTOBER 23, 1963
The City Counci 1 convened i n regu 1 ar sess ion i n the Counci 1
Chambers at 8:00 P.M. wi th Hayor Runkel, Councilmen Wagner,
Buxton, and Banker present. Councilman Smalley was absent.
ELECTION OF CITY CLERK PRO TEMPORE
On a motion by Councilman Banker, seconded by Councilman Wagner,
Councilman Buxton was unanimously elected City Clerk Pro Tempore.
APPROVAL OF MINUTES
On a motion by Councilman Wagner, seconded by Councilman
Buxton, it was unanimously carried the minutes of October
16, 1963 be approved as submitted by the Clerk.
APPROVAL OF PAYROLL WARRANTS
On a motion by Councilman Wagner, seconded by Councilman
Banker, it was unanimously carried the Payroll Warrants for the
period of October 15th to 23rd be approved in the amount of
$31,891.70.
DISCUSSION OF STREET NUMBER CHANGES ON HELEN AVENUE
Acting City Manager Kruth presented a proposed plan for re-
numbering residences fronting along Helen Avenue from Mendocino
Drive to Doolin Creek. The City Council discussed the proposed
changes, and expressed general approval, but questioned i-F the
changes would not confuse Christmas mail if made at this time.
Kruth was directed to investigate this possibility and coorinate
the program with the Post Office. The Council would consider
final action upon resubmittal with concurrence of the Post
Office.
CONSIDERATION OF JOINT DRAINAGE PROJECT ALONG
NORTH SIDE OF SEWAGE TREATMENT OXIDATION PONDS
Acting City F~anager Kruth recommended City participation in
a joint drainage project with Sterling Norgard along the
north boundary of the sewage oxidation ponds. Under the
plan a 6I' leach line would be installed mn Norgard's property,
parallel to the ponds to .convey any pond seepage and natural
subsurface water to the r~ver. The U. S. Soil Conservation
Department would provide 50% of the cost of the project which
was estimated to cost $2,000.00. Norgard requested the City
bear 25% of the project cost with City's share not to exceed
$500.00.
On a motion by Councilman Wagner, seconded by Councilman
Buxton, i't was unanimously carried the City contribute to
the cost of this project up to one quarter of the amount,
not to exceed $500.00.
COMPLAINT OF NUISANCE RESULTING FROM
AIRCRAFT OPERATION AT AIRPORT
Mr. Jack Baskerville, representing a group of residents at
a Trailer Park at 1201 Redwood Highway south, presented a
complaint to the Council concerning operation of aircraft
at the Airport which result in dust, wind and noise nuisances
to adjacent residents. According to complainants, aircraft
presently run up engines and check out aircraft directly east
of the Trailer Park, with the propellor wash often directed at
the Court. It was suggested another location for this pre-
flight checkup could be designated further north and thereby
eliminate the probl~:m. The Council directed the matter be
referred to the Airport Commission for investigation and
remedial steps if these are warranted.

PRESS DEMOCRAT ARTICLE ON UKIAH AIRPORT
Hr. Kruth called the Council's attention to a full page
article on the Ukiah Airport published by the Press Democrat
on October 20, 1963. The paper was complimented on its fine
presentation of the Ukiah Airport.
LETTER FROM SENATOR COLLIER
REGARDING AIRPORT CONFERENCE
Portions of a letter from Senator Collier were read compliment-
ing City Attorney Irish and City Manager Cash on their
presentation of Ukiah Airport probelms before the Joint
Legislative Committee on transportation and Public Utilities
in Redding on October 14th.
MAYOR RUNKEL
Mayor Runkel questioned if Ukiah Glass Company had given
notice when they would vacate the City owned buildin9 at
Mason and Smith Streets. No date has been given as yet.
Mayor Runkel suggested that Council should begin to consider
what should be done with the buildin9 when empty.
ADJOURNMENT
As there was no further regular business, Mayor Runkel de-
clared the meeting adjourned at 9:00 P. M., after which the
Council reconvened in closed personnel session.
