Chambers at 8:00 P.M. wi th
Banker and Smalley present.

APPROVAL OF MINUTES
On a motion by Councilman Banker, seconded by
Wagner, it was unanimously carried the minutes

COUNCIL SUPPORTS PROPOSED
LEGISLATION - HR 5845
The City Attorney brought up the matter of the League of California
Cities request for Council support of HR 5845 which, if passed
would permit commercial banks to deal in revenue bonds. Mr. Irish
explained this measure would be of benefit to munciipalities since
it would tend to lower the interest rates for these bonds.
On a motion by Councilman Wagner, seconded by Councilman Banker,
it was unanimously carried the City Attorney be instructed to
write to the Honorable Representative Wright Patman in support
of HR 5845.

ONE REPLACEMENT STATION WAGON
The City Manager reviewed a tabulation of bids received for
one replacement station wagon as follows:

AWARD OF BID FOR ONE REPLACEMENT
STATION WAGON - DUNNING MOTORS~ INC.
On a motion by Councilman Banker, seconded by Councilman Wagner,
it was unanimously carried the bid of Dunning Motors, Inc. for one
Ford Fairlane station wagon be accepted in the amount of $2,529.48,
as recommended by the City Manager.

AWARD OF BID FOR DISTRIBUTION
TRANSFORMERS TO GRAYBAR ELECTRIC CO.
On a motion by Councilman Smalley, seconded by Councilman
Wagner, it was unanimously carried bid for the purchase of
14 distribution transformers be awarded to Graybar Electric
Co. in the amount of $4,443.92, as recommended by the
City Manager.

It was also pointed out that further research into excess over
the $3OO,OOO excluding propane and $25,OOO under the retrospective
rating plan will have to be developed through various Lloyds of
London as well as European and domestic markets. It must be
pointed out that the main problem will exist in securing a fi rst
level of excess over the $25,OOO to $50,OOO and that the premium
for this first level will be high. Second and possible third
levels will not be difficult and the cost will diminish on each
level .
The Council was unanimous in instructing the servicing agent to
obtain all additional information available relating to the
liability program, if possible, before the meeting of December
lBth.

SUPERVISORIAL REDISTRICTING
BOARD OF SUPERVISORS TO
CONSIDER DECEMBER 17th
The City Manager informed the Council that the matter of
supervisorial redistricting is to be discussed again by the
Board of Supervisors at their meeting of December 17th, and
that he and the City Attorney will be in attendance. The
Council agreed wi th the City Manager's recommendation that
they stress the importance of the Board taking action prior
to February 3, 1964, in order to effect some equitable redi-
stricting before the next election.
APPROVAL OF SPECIAL WARRANTS
On a motion by Councilman Wagner, seconded by Councilman Smalley,
it was unanimously carried special warrants in the amount of
$98.88 be approved and ordered paid.
ADJOURNMENT
As there was no further regular business, Mayor Runkel declared
the meeting adjourned at 8:35 P.M.
