HomeMy WebLinkAboutMin 01-22-64MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 22~ 1964 The City Council convened in regular session in the Council Chambers at 8..00 P.M. wi th Mayor Runkel, Councilmen Wagner, Buxton, Banker and Smalley present. APPROVAL OF MINUTES On a motion by Councilman Smalley, seconded by Councilman Buxton, it-was unanimously carried the minutes of January 15, 1964 be approved as corrected. APPROVAL OF GENERAL WARRANTS On a motion by Councilman Banker, seconded by Councilman Wagner', it 'was unanimously carried general warrants in the amount of $82,446.67 be approved and ordered paid. APPROVAL OF PAYROLL WARRANTS On a motion by Counciiman Wagner, seconded by Councilman I~'anker, it was unanimously carried.payroll warrants for the period of January 1 through 15, 1964 be approved in the amount of $31,345.72. PROGRESS REPORT - SUPERVISORIAL REDISTRICTING The City Attorney reported that at their meeting of January 14th, the Board of Supervisors agreed to continue the matter of Supervisorial redistricting until 1:00 P.M., January 16th. No precise discussion of any particular plan was undertaken during Tuesday's meeting. SUNRISE TERRACE SUBDIVISION APPROVAL OF TENTATIVE MAP Tentative Map of Sunrise Terrace Subdivision was reviewed in addition to the minutes of the Planning Commission meeting of January 16, 1964 at which the Commission approved the map sub- ject to compliance with the recommendations of the City Engineer contained in his letter of transmittal dated January 14th, and to further study and recommendation by the City Engineer concerning the termination of Eastlick Street. The property is located on Clay Street between Mary Lane and East- lick Street. Messers Clay Duncan and Les Ryan, the subdividers, were present on behalf of the map. The City Manager also reviewed a letter from Mr. Fred Orr, owner of Mary Lane, setting forth the understanding between himself and the subdividers concerning the dedication of Mary Lane upon satisfactory completion of all street improvements to City standards along .both sides of Mary Lane. At this point Mr. Duncan enquired whether the subdividers could be relieved of constructing the sidewalk along the West side of Mary Lane, since the adjacent property is not within the proposed subdivision, nor is it owned by the subdividers. It was pointed out by the City Manager that while the Council has never established a policy of requiring construction of sidewalks along an existing dedicated street, the Subdivision Ordinance requires completion of all street improvements prior to the City's acceptance of a street within a subdivision. In regard to the termination of Eastlick Street, the City Engineer pointed out that the property at the end of the street is not owned by the subdividers and that development of a cul-de-sac may be possible through the cooperation of the owners involved. MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF UKIAH JANUARY 22, 1964 - PAGE 2 397 On a motion by Councilman Buxton, seconded by Councilman Smalley, it was unanimously carried the Tentative Map of Sunrise Terrace Subdivision be approved as recommended by the Planning Com- mision subject to satisfactory arrangement for the dedication of Mary Lane to the City. COUNCILMAN BUXTON WAS EXCUSED AT THIS POINT IN THE MEETING - 8:28 P.M. DISCUSSION REGARDING LIGHTING ON PERKINS AND GOBBI STREET FREEWAY CROSSINGS The City Manager presented a plan for consideration of the Council to provide lighting on the E. Perkins and Gobbi Street freeway crossings. It was pointed out that both streets in the areas involved are outside and abutting the City limits. The plan ~resented proposes to install 8 lights on the Perkins St. crossing and 7 on the Gobbi Street crossing, and it is felt that properly designed lighting would be an asset in attracting highway traffic into the City. It was explained that it was necessary that a decision be made within 'a week to l0 days, since any work to install conduit and street light bases would have to be done in advance of any further construction on the streets themselves. The responsibility of the County in assuming a portion of the cost of the work to be done was discussed and the City Manager was instructed to discuss the matter with the Board of Supervisors at their next meeting in order to determine their position. Explained in the discussion was the fact that since Talmage Road is a State Highway any improvements made at that point would be by the State, however, there is no knowledge of any State plan to light this intersection. The estimated cost for the projects would be: First Stage (to be done immediately), $2,704.00; Total Cost including First Stage, $8,640.00, to be done on completion of the project under construction at the present time. The ownership and maintenance of the two crossings after comple- tion of the freeway was questioned and a report will be fur- nished explaining this matter at the next meeting of the Council. CITY MANAGER REPORTS ON MEETING WITH DIRECTORS OF UKIAH VALLEY FIRE PROTECTION DISTRICT The City Manager reported that he had met with the Board of Directors of the Ukiah Valley Fire Protection District to discuss their plans for the future. Mr. Cash felt that he is now ready to incorporate the District's plans with those of the Ci ry. MAYOR RUNKEL Mayor Runkel reported having attended a meeting of the Northern California Firemen's Association at Oroville, which included an interesting tour of the Oroville Dam Project. Mayor Runkel commented on the poor condition of S. Oak Street between Mill St. and W. Gobbi and was informed that due to present weather conditions it was felt best to delay permanent paving until the latter part of February. ANIMAL CONTROL/PARKING METER MAINTENANCE MAN POSITION FILLED The City Manager informed the Council that an appointment has now been made to the position of Animal Control/Parking Meter Maintenance Man. ADJOURNMENT As there was no further regular business, Mayor Runkel declared the meeting adjourned at 8:54 P.M. ATTEST:
