The City Council convened in regular session in the Council Chambers
at 8:01 P.M. with Mayor Runkel, Councilmen Wagner, Buxton, Banker
and Smalley present.
APPROVAL OF MINUTES
On a motion by Councilman Wagner, seconded by Councilman Smalley,
it was unanimously carried the minutes of January 22, 1964 be
approved as corrected.
CITY ATTORNEY REPORTS ON
SUPERVISORIAL REDISTRICTING
The City Attorney summarized the action of the Board of Supervisors
on the matter of supervisorial redistricting which today culminated
in adoption by unanimous vote of an ordinance approving the "Hartley
Plan" for redistricting, as amended by the addition of the Oak Knoll
and Waugh precincts to the City of Ukiah to comprise the new Second
District. The ordinance will be presented to the Court for approval
and becomes effective on February 29th, 1964 in time for the June 2nd
election.
APPROVAL OF JOINT PROJECT WI TH COUNTY
FOR LIGHTING OF FREEWAY OVERCROSSING
STRUCTURES - PERKINS AND GOBBI STS.
The City Manager reported that at their meeting of January 28th,
the 8oard of Supervisors approved the proposed joint project
for lighting of the freeway overcrossing structures at Gobbi and
Perkins Streets and agreed to assume one-half of the cost not to
exceed $4,500. A formal agreement to this effect was reviewed
by the City Attorney~for consideration of the Council.
On a motion by Councilman Buxton, seconded by Councilman Banker,
it was unanimously carried the "Freeway Structure Lighting Agree-
ment (perkins and Gobbi Streets Structures)." be approved and the
Mayor and Clerk be authorized to sign same.
RESOLUTION NO. 64-32 URGING DIVISION OF
HIGHWAYS TO INSTALL LIGHTING FACILITIES AT
TALMAGE RD. STRUCTURE OVERCROSSING FREEWAY
The Council was also informed that the Board of Supervisors
further agreed to enter into a joint project with the City to
encourage the State to install similar lighting on the Talmage
Rd. overcrossing. The City Manager stated that the matter had
been discussed in some detail with the State Engineer in charge
of lighting and signing for Division One and that he had stated
that a request from the City and County for additional lighting
at Talmage Road would possibly get results, particularly in view
of the fact that both the City and County were investing a
substantial amount of money in the crossings at Gobbi and Perkins

On a motion by Councilman Smalley, seconded by Councilman Buxton,
it was unanimously carried Resolution No. 64-32 be approved and
the Mayor and Clerk be authorized to sign same "Resolution
Urging Division of Highways to Install Lighting Facilities at
Talmage Road Structure Overcrossing Freeway."
The City Manager was instructed by the Council to contact the
County in regard to preparation of a similar resolution for
approval by the Board of. Supervisors.

Variance Application No. 64-10 by George M. Mann and/or Noyo
Theaters, Inc., Plot plan and the minutes of the Planning Commission
meeting held January )6, 1964 we re reviewed by the City Manager.
The application requests that a variance be granted to permit
R-2 use of the west 150 feet of property now zoned R-1 for the
purpose of constructing an apartment building. The Planning
Commission recommended the variance be granted in accordance
with the application and accompanying plot plan.
Mr. Jay Allen was present on behalf of the application, and there
were no written or verbal protests to the proposed variance.
RESOLUTION NO. 64-33 GRANTING
VARIANCE TO GEORGE M. MANN AND/OR
NOYO THEATERS, INC.
On a motion by Councilman Smalley, seconded by Councilman Wagner,
:mT was unanimously carried Resolution No. 64-33 be approved and
the Mayor and Clerk be authorized to sign same. "Resolution
Granting Variance to George M. Mann and/or Noyo Theaters, Inc."
VARIANCE APPLICATION NO. 64-11
ROSS E CASE, CONSTRUCT FALLOUT
SHELTER, 285 CARLETON DRIVE
Application for Variance No. 64-11 by Ross E. Case, pl~ot plan
and minutes of the Planning Commission meeting held January 16,
1964 were reviewed by the City Manager. The application requests
a variance to permit construction of an underground faltout
shelter seven feet from the/property line at 285 Carleton Drive.

The Planning Commission recommended the variance be granted
according to the plot plan submitted with the application.
RESOLUTION NO. 64-34 GRANTING
VARIANCE TO ROSS E. CASE
On a motion by Councilman Wagner, seconded by Councilman Smalley,
it was unanimously carried Resolution No. 64-34 be approved and
the Mayor and Clerk be authorized to sign same, "Resolution
Granting Variance to Ross E. Ce§e."
APPROVAL OF SPECIAL WARRANTS
On a motion by Councilman .Smalley, seconded by Councilman Banker,
it was unanimously carried special warrants in the amount of
$138.00 be approved and ordered paid.
HELEN AVE. RESIDENTS ADVISED
OF STREET RENUMBERING
The City Manager advised the Council that all residents affected
by the renumbering of Helen Avenue have been notified by letter
of their new addresses. In addition, all interested agencies
including the Post Office and utility companies have received
notification of the changes.

ORCHARD AVE. TO THE EASTERLY CITY LIMITS
The City Manager suggested that the Council give serious consideration
to annexation of E. Perkins and E. Gobbi Streets from Orchard Avenue
to the easterly city limits prior to completion of the freeway project
and change the County road names to conform with the City street names.
The recommendation was made based on our having been advised by the
State that the only signs on the freeway referring to these two streets
would be titled River Road and Vichy Springs Road with no relation or
reference to the continuing City streets. The Council agreed to discuss
the matter further at their next meeting.
MAYOR RUNKEL REPORTS ON MEETING OF
EXECUTIVE BOARD OF NO. BAY DIVISION
LEAGUE OF CALIFORNIA CITIES
Mayor Runkel gave a brief report on the meeting of the Executive
Board of the North Bay Division League of California Cities held
in Santa Rosa January 25th. Particularly discussed were the pros
and cons of underground installation of electric and telephone
uti 1 i ties.
ADJOURNMENT
As there was no further regular business, Mayor Runkel declared
the meeting adjourned at 9:09 P.M.
