The Council convened in regular session in the Council Chambers
at 8:00 P.M. with Mayor Runkel, Councilmen Wagner, Buxton, Banker
and Smalley present.
APPROVAL OF MINUTES
On a motion by Councilman Wagner, seconded by Councilman Buxton,
it was unanimously carried minutes of the meeting of January 29th
1964 be approved as submitted by the Clerk.
APPROVAL OF PAYROLL WARRANTS
On a motion by Councilman Wagner, seconded by Councilman Smalley,
it was unanimously carried payroll warrants for the period of
January 16th through 31st, 1964 be approved in the amount of
$30,041.27.
REPORT ON SUPREME COURT DECISION
IN MONTEREY COUNTY SUPERVISORIAL
REDISTRICTING CASE
The City Attorney reported hearing an unconfirmed report of the
Supreme Court decision in the Monterey County Supervisorial
redistricting case which upheld that county's redistricting or-
dinance. Population in the new Monterey County districts ranges
from 11% to 30% and in rendering its decision the Court pointed
out that this decision did not necessarily apply to the situation
in any other county.
PROPOSED ANNEXATION OF E. PERKINS AND
E. GOBBI STS. EASTWARD FROM ORCHARD AVE.
The matter of annexation of E. Perkins and E. Gobbi Streets east-
ward from Orchard Ave. to elimlnate the confusion of signing on
the freeway at these intersections was discussed at some length.
The City Manager pointed out again that signing on the freeway will
refer only to the County road names of'Vichy Springs Rd. and
River Rd. unless the names are changed to conform with the City
streets names. Mr. Cash discussed several different possibilities to
be considered if annexation is to be commenced and pointed out some of
the benefits which might be derived. The benefits include policing of the two
streets as City streets, control o'~ the maintenance of the roadways and control
of areas in which City utilities are already installed. It was also pointed out
that the area near the intersection of E. Gobbi and Orchard Ave. is owned by the
City and that a new substation has been constructed on the property which might
become taxable if not annexed.
After discussion it was determined by the Council that proceedings
should be initiated to annex Perkins Street from Orchard Ave. to
and including the intersection with Oak Manor Drive, and the City
property on which the substation is located including any portion of
E. Gobbi Street fronting on this property and that consideration of
any further annexation be deferred until some Future time.
It was also determined that property owners abutting the areas to be
annexed be contacted to determine their interest in being included in
the annexation proceedings.
O__~n a motion by Councilman Wagner, seconded by Councilman Banker, it
was unanimously carried the City Manager be instructed to take the
steps necessary to annexation of E. Perkins Street from Orchard Ave.
to Oak Manor Drive, the City owned property on E. Gobbi St. adjacent
to Orchard Ave., and explore the interest of property owners north of
E. Perkins Street relative to annexation, and that the Further proposal
for annexation be held for future consideration.

ACCEPTANCE OF WORK AND NOTICE OF
COMPLETION OF CEMENT MORTAR LINING
OF STEEL WATER MAINS - PIPE LIN.INGS~ I. NC.
The City Manager reviewed a memorandum from the Director of Public
Works advising of the completion of the cement mortar lining of
steel water mains by Pipe Linings, Inc. and recommending acceptance
of the work and approval of payment due the Firm under contract
ag reemen t.
On a motion by Councilman Buxton, seconded by Councilman Smalley,
it was unanimously carried the Cement Mortar Lining of Steel Water
Mains be accepted as completed according to the contract and the
City Clerk be instructed to file the required Notice of Completion.
Payment of $19,096.79 or 90% of the contract price was authorized,
payable to Pipe Linings, Inc.
Councilman Banker inquired as to who must assume the responsibility
for reapir of damaged sidewalk and paving on private property under
this contract and was informed that the normal contract guarantee
applies to this job which extends for a period of one year after
acceptance of the work and places the responsibility For maintenance
On the contracting firm.
APPROVAL OF SPECIAL WARRANTS
On a motion by Councilman Banker, seconded by Councilman Wagner,
it was unanimously carried special warrants in the amount of
$2~,291.63 be approved and ordered paid.
GAS SYSTEM ANALYSIS REPORT
The City Manager advised the Council that a.n analysis of the gas
system operation will be ready For presentation to the Council
wi thin approximately two weeks.
BOARD OF SUPERVISORS APPROVES
JOINT PROJECT FOR LIGHTING OF
E. PERKINS ST. AND E. GOBBI ST.
FREEWAY OVERCROSSINGS
The City Manager reported that at their meeting of February 4th the
Board of Supervisors approved the "Freeway Structure Lighting Agreement
(Perkins and Gobbl Streets Structures)," and approved adoption of a
resolution urg.ing the State to provide similar lighting on the Talmage
Road overcrossing structure.
WEDNESDAY, FEBRUARY 12th
LEGAL HOLIDAY
The City Manager informed the~Council that the next regular meeting of
the Council will be held Thursday, February 13th since next Wednesday
is Lincoln's Birthday and a legal holiday.
MAYOR RUNKEL
Mayor Runkel reported that he had received two anonymous telephone
calls From persons commenting "that we should stay non-partisan."
Other members of the Council inquired of Mr. Runkel what was meant
by this and he replied that he did not know.

As there was no further regular business, Mayor Runkel
declared the meeting adjourned at 9'. 12 P.M.
